I'll take a crack at this.....if a hospitals main computer went down, they would have techs into fix it promptly and would be up and running in hours...now for a central Bank....two days makes you think its on purpose...look at the effect it is having everywhere....different rates posted...some sites that use to show live rates show only a fixed rate...I think they are up to something and this is done with intent.

For all we know, it could have been a cleaner who unplugged the server which holds the website. They just forgot to plug it back in.
