Discuss the Secretary-General of the League of Arab States Amr Moussa adviser with the American Secretary of State for Iraq, Ambassador David Satterfield arrangements for the convening of the international conference on Iraq.
And when Satterfield had confirmed to reporters Thursday in response to a question about the chances of success of the conference in the absence of Iran that the conference would be successful and bring about positive results.

Maliki begins Arab tour to mobilize support for his government, such as the Sharm el-Sheikh summit

Hassan Al-Sunaid Adviser to the Prime Minister that Maliki will start an Arab tour including Egypt and Kuwait, in the last 20 of this month. It quoted by the Kuwaiti News Agency as saying that Al-Sunaid Maliki will discuss during his upcoming files political and security situation and the role of Arab States mission in support of the political process and the Iraqi government, in addition to the economic file, and the rehabilitation and development of the Arab investment levels in Iraq.
The Al-Sunaid the importance of this visit, which will precede the Conference of the International Ministerial Conference of the complete discussion of Baghdad regional meeting to be held on the third and fourth of next month in Sharm el-Sheikh.
He added Hassan Al-Sunaid Adviser to the Prime Minister that Maliki put his government's desire to open the Iraqi embassy in Kuwait, according to what the Kuwaiti News Agency.

Anti-insurgent sheiks to form party in Iraq

RAMADI, Iraq — A group of Sunni tribal leaders in Iraq's beleaguered Anbar province said Thursday they intend to form a national party to oppose such insurgent groups as al-Qaida in Iraq and to re-engage in Iraq's political process.
The announcement came after 200 sheiks said to represent 50 tribes met here and agreed to form a provincial sheiks council and hold the first convention in May of their new party, Iraq Awakening.
Sheiks from three other provinces will attend, organizers said.
The driving force in the new party, Sheik Abdul-Sattar abu Risha, said in an interview that the tribal leaders would push a slate of candidates in Anbar provincial elections later this year and in the next round of national parliamentary balloting scheduled for 2009.
One purpose of the party, he said, is to promote a better image of U.S.-led forces "to the Iraqis here."
He added that tribes also will participate in a U.S.-backed effort to re-establish a court system in Ramadi.
Sattar is a leader of the Abu Risha tribe inside the larger Dulaimi tribal confederation in Anbar province.
U.S. military leaders said cooperation from sheiks in Anbar in recent months has contributed to a rise in Iraqi police and army recruitment and a sharp reduction in insurgent attacks on U.S. and Iraqi soldiers.
After remaining neutral or in favor of the insurgency that followed the U.S.-led invasion in 2003, many Anbar sheiks eventually grew disenchanted due to the brutality of the foreign-led militants.
Sattar said he began organizing sheiks in September after insurgents killed his father and three brothers.
"The terrorists destroyed the network of people and how they communicate, and the new sheiks council is here to bring it back and fight the insurgents until they are out of the country," Sattar said.
Improved security in Anbar, for which the U.S. military gives strong credit to the evolving views of the region's sheiks, is in contrast to the deteriorating security situation in Baghdad.
The sheiks, who have long served as cultural leaders here, felt marginalized by the political system imposed after the 2003 invasion.
Some U.S. occupation officials viewed the sheiks and their hold over extended families as undemocratic.
Anbar Gov. Mamood Sami al Awani said Thursday that the sheiks marginalized themselves by refusing to participate in Iraq's 2005 elections and, in some cases, by supporting the al-Qaida in Iraq organization.
The sheiks mocked some of the provincial representatives for being absentee politicians with no local track record.
But some sheiks in Ramadi and other parts of Anbar province have established closer links with American armed forces since last year, when they began speaking out against the insurgency and al-Qaida in Iraq.

Here is a confirmation of the article IV[Four] report, which to me is equally as important as the oil law in regards to our investment, yet more pointed to the RV.
For newcomers article four is all about the international exchange rates. To establish the proper rate that fits into the regional model that is the Middle East. Bear in mind also that all exchange rates of any thousand fil monetary systems in the Middle East are valued over 1.40 USD. Iraq has the same system.

BAGHDAD, April 20 (Reuters) - U.S. Defense Secretary Robert Gates urged Iraq's leaders on Friday to pass key legislation aimed at easing sectarian divisions by the end of the summer. "Progress in reconciliation will be an important element in our evaluation in the late summer," Gates said, referring to a timeframe U.S. commanders have said will be used to gauge the progress of a security crackdown launched in Baghdad in February.
Gates' comments were among the bluntest by a senior U.S. official calling for Iraq's leaders to speed up reconciliation efforts. Washington regards passing laws concerning sharing Iraq's oil wealth and rolling back a ban on members of Saddam Hussein's party from office as critical. BAGHDAD, April 20 (Reuters) - U.S. Defense Secretary Robert Gates urged Iraq's leaders on Friday to pass key legislation aimed at easing sectarian divisions by the end of the summer. "I expressed the hope that the council of representatives would not recess for the summer without passing laws on hydrocarbons, debaathification, provincial elections and other measures," Gates told a news conference in Baghdad. He declined to specify what would happen if the Iraqis had not done so, but he made clear their performance on reconciliation would be an important part of Washington's review of its security commitment in Iraq at that time. Iraq's government has said it plans to submit a draft oil law to parliament next week. Maliki's government has also said it has agreed a plan to allow thousands of former members of Saddam's Baath party to return to public life. The draft law has not gone to parliament and there is fierce opposition to it. U.S. commanders have said all troop reinforcements will have arrived in Baghdad by the end of May.
