    Although the Democrats, who sponsored the bill, control both houses of Congress, they do not have enough votes to overrule a presidential veto.
    The Democrats have been locked in confrontation with President Bush's Republicans over the future of the war in Iraq.
    Mr Zebari said the bill was "part of the politicking, basically, in Washington, and this has been damaging in fact to the security, political development, not only in Iraq, but in the entire region".
    He said a decision to withdraw US troops "should depend on conditions on the ground".
    "The moment that Iraqi forces, security, military, are self-reliant, capable of standing on their own, defending their own country, providing security, then definitely there would be a way for the troops to leave."
    'Surrender date'
    The commander of US forces in Iraq, Gen David Petraeus, has met US politicians to argue against the bill.
    He is overseeing the "surge" strategy, in which thousands of extra US troops are being poured into Baghdad in an attempt to pacify the Iraqi capital.

    He did not give a direct opinion on the bill at a press conference in Washington on Thursday, but said the US effort "clearly is going to require an enormous commitment over time".
    He said the first few months of the surge had led to improvements in Iraq, but said it had still to get fully into its stride, and admitted that progress was "often eclipsed by sensational attacks which overshadow our achievements".
    He described the situation there as "exceedingly complex and very tough", and said "there is vastly more work to be done across the board".
    The Democrats' bill provides $100bn (£50bn) in new war funds, if troops start leaving in October, with the withdrawal planned to be complete by March 2008.
    In other developments in Iraq:
    • The commander of a major US military prison in Baghdad, Lt Col William Steele, is arrested on suspicion of offences including aiding the enemy
    • Ten Iraqi soldiers are killed and 15 people injured in a suicide car bomb attack on an Iraqi army checkpoint in the town of Khalis
    • In Tikrit, gunmen kill the sister-in-law and niece of Ali Hassan al-Majid, the genocide suspect better known as Chemical Ali
    • Three people are killed in an attack outside Kurdistan Democratic Party offices in Mosul

    I don't doubt there is some dog walking going on....I just don't think it is as prevalent as some believe. This is one of the highest profile governments in the world right now...literally living in a fishbowl....I imagine G. Bush & Co. and others, are monitoring their activity closely. There are also a lot of issues going on that we don't hear/read about that are time consuming....it's not all just FIL, HCL and ICI.
    Actually there are millions of Iraqis that have already fled from Iraq to other countries...for a variety of reasons. Some are slowly returning....others probably never will.

    PETRAEUS: Well, good morning. It's good to be with you all, and nice to see some familiar faces here this morning.


    My purpose this morning is to provide a short update on the situation in Iraq -- including a brief description of the operational environment, the challenges Iraq faces, and the status of our operations -- and then to take your questions.


    This is similar to my briefings to the House and Senate yesterday afternoon but without the classified information that I provided to them, obviously.


    The operational environment in Iraq is the most complex and challenging I have ever seen, much more complex than it was when I left last in September 2005 and vastly more complex than what I recall in Central America, Haiti and the Balkans in previous tours in those locations.


    The increase in sectarian violence in 2006 following the Samarra mosque bombing did enormous damage, literally tearing the fabric of Iraqi society, changing the demographics of Baghdad neighborhoods, and displacing millions of Iraqis.

    Iraqi FM underlines importance of upcoming Iraq meeting
    Visiting Iraqi Foreign Minister Hoshiyar Zebari on Thursday underlined here importance of the upcoming neighboring states' meeting on Iraq due to be held in Egypt's Red Sea resort of Sharm el-Sheikh on May 3-4.

    Zebari, who arrived in the Turkish capital Ankara on Thursday, told a news conference that the participants will discuss ways to ensure stability in Iraq, and possible contributions of Iraq's neighbors and international actors to Iraq's stability during the two-day meeting.

    The official also expressed belief that the rest of this year is of critical importance for Iraq's future.

    Earlier in the day, Zebari met his Turkish counterpart Abdullah Gul and called on the Turkish government to send a minister to the meeting.

    Zebari also said at the news conference that he got the impression from Gul that Turkey would exert efforts for a successful meeting.

    International and regional organizations, five permanent members of the United Nations Security Council, representatives of G-8 countries as well as foreign ministers of Iraq and its neighboring states are expected to attend the gathering.
