I don't think this means anything at all. We've seen in the not too recent past how many working vacations they have taken...at least 3 that I can remember since the first of the year. No link just going off memory. Plus with Gates coming in to start pressing things, posted yesterday, I wouldn't worry too much about this vacation thing. Plus with all the companies lining up, lots of pressure there. These companines don't want to pay their execs and others for just sitting around. There's been more news recently that there is more oil than anticipated and these companines want to get their rigs in the ground and pupming oil.

Iraq may be world's top oil producer
    BY STAFF REPORTER

    20 April 2007

DUBAI — Iraq's oil reserves could be twice as great as was previously thought. Iraq has known reserves of 116 billion barrels and could be sitting on potential reserves of a further 100 billion barrels, according to a study by Texas-based energy analysts, IHS. If confirmed, Iraq could overtake Saudi Arabia as the world's top oil producer.
Iraq's oil reserves are significantly untapped and daily production could be doubled within five years, the study said. Current output of two million barrels a day is lower than in early 2003, when three million barrels were being pumped, and almost half that being produced in 1979. Iraq has the capacity to increase production to four million barrels by 2012, if international investment begins to flow, with the capacity to further increase that to six million within time, according to IHS estimates. The study is considered the most comprehensive independent analysis of the country's resources since the US-led invasion in 2003. It is based on data collected in Iraq before and after the invasion, showing the oilfield's reserves and production history. Its estimate is based on analysis of geological surveys.

IHS' president and chief operating officer, Ron Mobed, described Iraq's reserves as "phenomenal", adding that they represented a "gold star opportunity." "Obviously the security situation is very bad, but when you look at the sub-surface opportunity, there isn't anywhere else like this. Geologically, it's right up there, a gold star opportunity."

He stressed that the security situation needed to improve dramatically if the foreign investment necessary to improve the country's infrastructure was to materialise. "Obviously, the security situation is very bad. But once the infrastructure is in place, the oil will come out of the ground quite cheaply", said Mobed. IHS estimates that production costs are less than $2 a barrel. Of Iraq's 78 oilfields identified as commercial by the government, only 27 are currently producing. A further 25 are not yet developed, but are close to production. Another 26 are not yet developed and are far from production. The study found that Iraq's two main oilfields, at Kirkuk in the north of the country and Rumaila in the south, were operating below capacity.
Earlier this year, the Iraqi government agreed a draft law for how its oil wealth would be shared among ethnic groups, seen as crucial to encouraging new investment.

The proposed law is due to be considered by the Iraqi parliament shortly, although the Kurdish region rejects some of the proposals

Building the Great Wall of Adhamiyah
US Military Announces Plans to Turn Baghdad Neighborhood Into Gated Community
Posted 0 hr. 31 min. ago

A 12-foot-tall, three-mile-long wall is being built to enclose Adhamiyah--a predominately Sunni neighborhood in eastern Baghdad--as "one of the centerpieces of a new strategy by coalition and Iraqi forces," according to the US military. The 407th Brigade Support Battalion broke ground on the wall on April 10 and will continue working on it "almost nightly until the wall is complete," according to Capt. Scott McLearn.
“The area the wall will protect is the largest predominately Sunni neighborhood in East Baghdad. Majority-Shiite neighborhoods surround it on three sides. Like other religiously divided regions in the city, the area has been trapped in a spiral of sectarian violence and retaliation,” the military's press release states.
"Shiites are coming in and hitting Sunnis, and Sunnis are retaliating across the street," McLearn reports.
It's unclear when this became a "centerpiece" of US strategy, since just Wednesday, Maj. Gen. William B. Caldwell IV, the top spokesman for coalition forces in Iraq, said at a press briefing that he was unaware of efforts to build a wall dividing Shiite and Sunni enclaves in Baghdad and said that such a tactic was not a policy of the Baghdad security plan.
“We have no intent to build gated communities in Baghdad,” Caldwell said on Wednesday.
“Our goal is to unify Baghdad, not subdivide it into separate .”
Today, however, Reuters cited military spokesman Lieutenant-Colonel Christopher Garver explaining, "It is not the stated goal of the Baghdad security plan to divide everything up into these ... small gated communities."
He said this was not "completely incongruous" with the wall at Adhamiya because local commanders could conduct operations appropriate to conditions on the ground.
L.A. Times coverage cites local residents not at all pleased with the development, "Are they trying to divide us into different sectarian cantons?" said a Sunni *****tore owner in Adhamiya, who would identify himself only as Abu Ahmed, 44. "This will deepen the sectarian strife and only serve to abort efforts aimed at reconciliation."
Some of Ahmed's customers come from Shiite or mixed neighborhoods that are now cut off by large barriers along a main highway. Customers and others seeking to cross into the Sunni district must park their cars outside Adhamiya, walk through a narrow passage in the wall and take taxis on the other side.
Another local the LA Times spoke to, Najim Sadoon, 51, was worried that he would lose customers at his housewares store. "This closure of the street will have severe economic hardships," he said. "Transportation fees will increase. Customers who used to come here in their cars will now prefer to go to other places."
Majid Fadhil, 43, a Shiite police commissioner in a neighborhood north of the wall, said flatly, "This fence is not going to work."

BAGHDAD, April 20 (Reuters) - U.S. Defense Secretary Robert Gates urged Iraq's leaders on Friday to pass key legislation aimed at easing sectarian divisions by the end of the summer. "Progress in reconciliation will be an important element in our evaluation in the late summer," Gates said, referring to a timeframe U.S. commanders have said will be used to gauge the progress of a security crackdown launched in Baghdad in February.
Gates' comments were among the bluntest by a senior U.S. official calling for Iraq's leaders to speed up reconciliation efforts. Washington regards passing laws concerning sharing Iraq's oil wealth and rolling back a ban on members of Saddam Hussein's party from office as critical. Gates, in his first visit to Baghdad since U.S. President George W. Bush decided to send an additional 30,000 U.S. troops mostly to Baghdad, said he told Shi'ite Prime Minister Nuri al-Maliki that Washington hopes lawmakers finalise key legislation before the summer recess. Parliamentary officials said lawmakers were expected to take a break at the end of June for two months. "I expressed the hope that the council of representatives would not recess for the summer without passing laws on hydrocarbons, debaathification, provincial elections and other measures," Gates told a news conference in Baghdad. He declined to specify what would happen if the Iraqis had not done so, but he made clear their performance on reconciliation would be an important part of Washington's review of its security commitment in Iraq at that time. Iraq's government has said it plans to submit a draft oil law to parliament next week. Maliki's government has also said it has agreed a plan to allow thousands of former members of Saddam's Baath party to return to public life. The draft law has not gone to parliament and there is fierce opposition to it. U.S. commanders have said all troop reinforcements will have arrived in Baghdad by the end of May.

Two things I like about this article...the mention of the 2007 budget and all the mention to the millions of DINAR being allocated.
