Financial Management Information System in Iraq unites America Massadraltmoel

" He explained, "The Financial Management Information System to maintain (102) Unit of expenditure and the exchange of the Iraqi government, which covers (90%) of the budget of the Iraqi government. " The source pointed out that financial management information system in Iraq is one of the important components of the follow-up bag cabinet to implement the budget on the assumption that this system (FMIS in Iraq) covers all the centers located in the ministry and all parts of the country except the Anbar province. He continued, "until the full implementation of the system will provide the most disciplined and accuracy in writing reports on the move to work in the implementation of the budget ... in addition to the Financial Management Information System in Iraq develop responsibility and transparency through the internal control mechanism, which provide the information necessary for follow-up efforts to combat corruption.

If that is the new laws as of today in gazzette, why does it say 2006???

I have no idea what this means but here it is.

Parliament begins separated Legislative third day

Baghdad-Sabah The House begins work today, Tuesday, separated in the third and legislative source ruled from within the parliament told (morning) that the quorum to convene the first meeting today, but that the first deputy Sheikh Khalid al-Attiya said in press statements that : The first chapter meetings held on the third Tuesday. I am not sure either but may have been done in 2006 which we all thought anyway. They are really picky about "BECOMES OFFICIAL WHEN POSTED IN THE OFFICIAL GAZETTE" or something to that effect. So my take is all was done and signed in 2006 and RELEASED or implemented or activated or whatever word they are using today and NOW is OFFICIAL. Just my opinion.

Because the law was passed in 2006.

Here is the thing:

Usually when I go to the Gazette web site, I am trying the next numbers on the html files, like : .../4030/4030.html, /4031/4031.html...sometimes I find the new thing that will be posted...

Yesterday when I posted on the forum that the Gazette was up, I tried 4031 and 4032....they were not uploaded. now, today, bang! Here we have them!

They are brand new, they got the orders to upload them TODAY.

I'll go by Mr I. Built up a repertoire with him via email over the last 2 months and he posted that response openly to someone else in the last day or 2. Anyone would know he would, plus he checked. I trust his view on this particular matter. He'd be the first chomping to sell shares through Warka.

There was also an article yesterday stating there was still paperwork to be done on this. Will try and find it. Sorry I don't think it's true and if it is true and is now fully implemented then I don't see it as good news as a reval should occur prior the doors opening. Shabibi stated in a radio interview at the end of last year that they would not sell for pennies.

Sorry, am just giving my views. Not always what people want to hear.

(a) Laws are published in the Official Gazette and are put into force, effective the date of publication, unless otherwise stipulated.
(b) Laws have no retroactive effect, unless otherwise stipulated. This exception does not include penal laws, tax laws, and fiscal fees.

So, are you questioning the validity of the GAZETTE???? I think I have to go with what the GAZETTE publishes versus considering they consider this their OFFICIAL proclaimer of law. I am not sure that a banker would TRUMP the GAZETTE. Just my opinion.
