What are the chances that 100% of the officials, employees or anyone else with knowledge of such a vote, in ALL of the member countries, would keep this info secret?
I think it's impossible to prevent any leaks.
With today's advanced communication mediums, I believe they will need to find an alternative method for agreeing to a rate adjustment.

considering we wouldnt be privy to the ifs ands or buts of what has been submitted and what hasnt we cant make a valued judgement on whether they have or havent been submitted. therefore, both arguments are as valid as the next, it is ready and its not ready.
yes, these things must be done but im not sure any of us would know whether it was done, when, etc. weve heard rumblings in the past of letters of intent and dates but thats what they all are, rumblings.
with all the assistance and pressure from the usa toward baghdad i would say dubya is not willing to let them delay this one. and im sure they know what must be done for the revalue before its announced so i would think if they are intent on this being it they would see to it that those things were all completed.JULY STILL AINT NO LIE!!!
franny, were almost there!!

International Monetary Fund
Iraq: Letter of IntentMemorandum of Economic and Financial
Policies, and Technical Memorandum of Understanding

5. We have tightened our exchange rate and monetary policies to fight inflation. The
exchange rate of the Iraqi dinar was pegged to the U.S. dollar through most of the year at a
rate close to ID 1,477 per U.S. dollar. From mid-November this policy has been adjusted to
permit a gradual appreciation of the dinar; the daily auction-rate declined to ID 1,325 per
U.S. dollar at end-December and reached ID 1,290 per U.S. dollar by end-January. Net international reserves continued to grow and reached a level of $15.3 billion at end-
November 2006. The CBI also raised its policy interest rate to 16 percent on November 12,
2006, and further to 20 percent as of January 7, 2007.

I'm feelin ya guys. Thanks for going. So, many U.S. citizens really don't understand the day to day drudgery of operating in that kind of environment while trying to help others and not get killed. It says a lot that you guys and the rest of our soldiers were and are willing to put up with it. It is one thing to get the shorts and sandals on and head out for a 1 to 2 hour fun session before heading back to the comforts of home here in the States, but it is a whole other experience to endure those kinds temperatures and environments with full gear, ducking for cover while your shorts feel like they are filled with sand. Thanks.
Been to White Sands many times as a kid, and now I get to take mine. Got three sleds in the garage to go sand sledding (it is actually gypsum sand not silica sand common to most beaches, nice and powdery soft). It is fun to stop there during the winter when there is snow on the dunes too. I was just looking at some home video at White Sands of my middle son when he was about 3 years old. In the video I was trying to get him to say the name of the town that is near White Sands, which is Alamogordo. I laugh every time I watch him say Addamogordo in his little 3 year old voice. It always is a good time to stop, have a picnic and enjoy the wide open scenery around White Sands. It is kinda funny how people drive on by the park on the highway and never even know it is there. They really don't know what they are missing.

Rate and Fate
Been lurking for a long time after hearing of rumors in the $3.50 neighborhood from sources. Hoping to see a Happy 4th of July.

Habakkuk 2:2-3 Then the LORD answered me and said: “ Write the vision And make it plain on tablets,
That he may run who reads it. 3 For the vision is yet for an appointed time; But at the end it will speak, and it will not lie. Though it tarries, wait for it; Because it will surely come, It will not tarry.
