New York: Last Wednesday, Newsweek-Washington Post's Lally Weymouth interviewed Iraqi President Jalal Talabani in New York.
Q. What happened in your meeting with President Bush?
We told him our progress in trade, the economy, training the army ... and we asked him to provide the Iraqi army with the necessary arms for improving the capacity of the army. We also thanked him for his continuous support of Iraq.
What did the president say to you?
That he will continue to support the Iraqi people and will remain there until we ask him to leave.
Reportedly the US government is losing faith in Prime Minister [Nouri Al] Maliki.
President Bush assured us that he will support the Al Maliki government. We assured him that all Iraqi political parties support Al Maliki. He has done many important things for Iraq.
When should US troops leave?
In seven provinces, the American army has withdrawn. The Iraqi army is replacing American forces in many cities. We hope that at the end of this year we will be able to control 12 provinces. We will remain in need of the American and coalition forces until we've trained our army and will be able to face terrorism and defeat it.
How long will that be?
I think within two years we will be able to train our army and have the capacity to face terrorism. ... The presence of American forces even a symbolic one will frighten those who are trying to interfere in our affairs.
Are you talking about Iran?
Our prime minister just came back from Iran. He got good promises from Iran on security promises that they will never permit any kind of interference in the internal affairs of Iraq.
Do you believe that?
Our prime minister tells me he got real and serious promises. Let us see.
What do you think of the popular theory that Iraq should split into three parts?
I don't think so. Iraq will not break up into three parts. Iraq will remain united we will have a united, federal Iraq. Kurds are struggling for the unity of Iraq Sunnis and Shiites, the same. There are differences among the Shiites and Sunnis which must be resolved, but not about the partition of Iraq.
Would you welcome US bases in Kurdistan?
Yes, they are welcome. Kurdistan wants the Americans to stay. In some places Sunnis want the Americans to stay Sunnis think the main danger is coming from Iran now.
Will the US put bases in Kurdistan?
I think we will be in need of American forces for a long time even two military bases to prevent foreign interference. I don't ask to have 100,000 American soldiers 10,000 soldiers and two air bases would be enough.

Iraq Mps Row over Federalism Bill

Some MPs objected angrily to a map drawn up by Kurds in northern Iraq, which showed the disputed city of Kirkuk as part of the Kurdish area.
The draft law is being presented by Shia groups, some of whose leaders want an autonomous region in southern Iraq.
Some Sunni Arabs fear a break-up of Iraq, leaving their community without access to oil reserves.
They want constitutional amendments to limit the potential for regions to break away.
'Marginalised'
Kurdish and Shia MPs tabled bills which would allow Iraqi provinces to merge and form federal regions.
Although the more radical Kurdish bill was rejected, the Shia-proposed draft law was given a first reading, the French news agency AFP reported.
If passed, the law would allow Iraq's 18 provinces to hold referendums to decide on whether to merge with neighbouring areas, enabling them to form larger regions with broad powers of self-rule.
The BBC's David Loyn in Baghdad says MPs only have until 22 October to resolve the issue, which is threatening to derail other business.
Iraqi lawmakers were also due on Tuesday to name the members of a committee to draft changes to the constitution.
The creation of the committee was a key demand of Sunni Arab politicians, who have argued that they were marginalized during the writing of the constitution last year

/noticias.info/ BAGHDAD — Let’s put the bad news up front: Extremist elements in Iraq are vying for political and economic power and are seeking to take advantage of this delicate stage of transition in Iraq’s history. Sunni and Shia extremists are using brutal and provocative tactics against one another. Baghdad is the center of gravity for this increasingly sectarian conflict. The conflict is complex: There are also foreign terrorists infiltrating the borders, renegade death squads, an insurgency, and foreign governments who seek to exert influence on Iraqi politics.
This, however, is only part of Iraq’s present story. The violence belies the gradual but remarkable transformation this nation is experiencing. Focusing on just violence would miss telling the bigger story of how — despite it —Iraqis have made enormous steps toward self-sufficiency in both the security and political realm.
Healing a fractured society
Security will only improve with simultaneous political and economic progress. Under Saddam, government served the will of the dictator and primarily served one sect. Today, Iraqis are learning to share power and wealth. Local governments—from provinces, districts or neighborhoods—are beginning to take responsibility for their citizens. The government must work to heal the wounds of this fractured society by getting all factions to reconcile. Leaders must promote laws that encourage investment and provide jobs. Recent initiatives show Iraqis meeting these challenges head on.
In Baghdad, several hundred Iraqi civil society representatives renounced violence this past weekend at the second of four conferences that are part of Prime Minister Maliki’s overall 24-point national reconciliation and dialogue plan.
On Sept. 21, the governor of the southern province of Dhi Qar took over civilian responsibility for security from Coalition Forces. Dhi Qar is the second of 18 provinces to take over civil control, and several more should meet the transition criteria before the year’s end.
The Iraqi government met with representatives of neighboring and European countries to form an “International Compact,” aimed at getting help to transform Iraq's economy. At the Sept. 10 meeting, Iraq pledged economic reforms in exchange for greater international support.
Several hundred companies from over 20 different countries attended the third annual international expo, held last weekend in Erbil aimed at promoting international investment.
Iraq’s new unity government is moving forward and will continue grappling with tough political challenges, such as: how to balance power between central and regional governments (federalism); how to divvy up the country’s oil revenues (a hydrocarbons law); how to assimilate former members of Saddam’s Ba’ath party (de-Ba’athification) and integrate and/or disarm militias. But Iraqis have succeeded in setting a road map for resolving these essential issues. Likewise, there is still significant work to be done in developing the security forces so they are capable of defending a democratic Iraq from both internal and external threats. But for such a young force, their advances have been impressive.

This is what we have all been waiting for, with 1300 crooks purged from high official positions, this is the best sign yet we are close to revalue. Remember the talk of replacing ministers last month, and then it was delayed, well, the word is there will be more than the 7 mentioned earlier as they purge parliament of all the dead wood as well as crooks, and when this is announced, that will signal they are ready for announcement.
