    Iraq Prepares to Start Negotiations with World Trade Organization

    18 December 2006 - Iraq achieved an important procedural milestone towards its World Trade Organization (WTO) accession bid on December 15, when the WTO General Council formally accepted the country’s nominee for the chairmanship of the Working Party charged with Iraq’s accession process. Ambassador Claudia Uribe of Colombia will serve in this position.

    WTO Director General Pascal Lamy hailed the successful agreement on the Chair for Iraq’s Working Party as an “important step in the process of anchoring Iraq in the multilateral trading system” and noted that “the appointment of the Chair… means that the negotiations can now start in earnest.”

    This acceptance opens the door for formal face-to-face negotiations to begin in Geneva with Iraq’s WTO Partners at the first Working Party Meeting, which can now be scheduled. “We look forward to working with the Government of Iraq to prepare for the opening of direct talks with the WTO counterparts, which marks a significant phase in Iraq’s accession process”, said Baljit Vohra, Chief of Party of the USAID-funded IZDIHAR project.

    IZDIHAR has been assisting the Government of Iraq throughout the process of meeting the procedural requirements for convening the first meeting of the Working Party, such as completing the Memorandum on Foreign Trade Regime (MFTR) and the written “questions and answers”. In addition, IZDIHAR is assisting the Government of Iraq to undertake broad-based legal and trade policy reforms related to its accession into the World Trade Organization.

    The Minister of trade says that the ministry is currently drafting a new trdae law that will allow actively support Iraqi exports. The minister said that new regulations will allow for better control of expired food product imports and will end administrative corruption among customs staff. He added that he hopes that Iraq will join the World Trade Organization following adoption of the law.

    Note in the above article the title says Dinars- the content of the article is expressed in dollars. This is being discussed at another forum, the Iraq updates version is the same also. I also want to add that this is old news with a new date, I believe when the article first came out it said 136,000 jobs not 136.

    Iraq: Bush Expected To Announce U.S. Troop 'Surge'

    January 5, 2007 (RFE/RL) -- U.S. President Bush is set to present the details of his new initiatives for Iraq next week -- on a day yet to be announced.

    And, publicly at least, the administration so far has maintained the suspense over what those new initiatives will be.

    "I'll be ready to outline a strategy that will help the Iraqis achieve the objective of a country that can govern, sustain, and defend itself some time next week," Bush said on January 4. "I've still got consultations to go through. Whatever decision I make, though, will be all aimed at achieving our objective."

    But some features of Bush's new strategy are being leaked to the press.

    Bringing In More Troops?

    Those leaks suggest the president and his team have decided to renew Washington's existing Iraq strategy rather than pursue alternatives. And they will do so by committing more troops to try to rein in Iraq's violence and by providing more money for reconstruction.

    The reported centerpiece of the plan is to make some 20,000 troops available to strengthen forces as needed in Baghdad and -- secondarily -- in restive Al-Anbar Governorate.

    To make these extra forces available would require the administration to mobilize reservists, extend current tours of duty, and accelerate planned deployments.

    Media reports say some of the troops would go directly to their destinations in Iraq, while others could be kept in readiness as needed in Kuwait or the United States.

    If fully deployed, the extra troops would double the number of U.S. combat troops in Baghdad. Their reported goal would be to roll back sectarian militias now responsible for most of the violence in the capital.

    U.S. Defense Secretary Donald Rumsfeld with U.S. troops in Mosul in 2004 (epa)Many of these militias are associated with parties represented in the Iraqi government. That has raised Washington's concern over whether Baghdad could ever do the job by itself.

    The focus on the capital suggests that the administration now views sectarian militias as more threatening to Iraq's stability than antigovernment insurgents. The insurgency, however, remains active in Sunni-majority central Iraq, which includes Al-Anbar Governorate.

    At the same time, Bush is expected next week to detail a request to Congress for billions of dollars of new aid to spur economic growth and job creation in Iraq. Aid would also go to building democracy, specifically by supporting more political parties and human rights groups.

    That would mark a renewal of the administration's original reconstruction strategy. Washington has already spent some $21 billion on reconstruction projects, but so far has largely failed to restore utilities to prewar levels.

    OVERVIEW: The Iraqi government is likely to fail to make much impact on the sectarian conflict being waged by Iraqi militias for political and territorial advantage. The coalition military presence is increasingly irrelevant, as the struggle on the ground holds centre stage. Furthermore, the claims of the Kurds over oil-rich Kirkuk, and to a lesser extent the divisions among the different Shia groups over southern federalism, will make efforts to centralise oil policy and revenue management, and more broadly to reach constitutional compromise, very difficult. Tensions over Kirkuk, specifically, mean that a de facto Kurdish state could emerge amid much bloodshed by the end of the forecast period. In "Arab Iraq" local territorial conflicts are likely, as opposed to larger-scale secessionist moves. The attachment to the national political process is partial and largely self-serving on the part of distinct sectarian and factional interests. Although the survival of the political process should help to minimise the risk of the complete collapse of the country, it is unlikely to serve as the vehicle for meaningful compromise when a more substantive struggle is being waged on the ground by militias often allied to government parties. Oil production growth will be constrained by security problems and persistent underinvestment, but modest increases in output will occur.Source: Iraq: Country outlook

Both held extensive discussions with U.S. forces and Iraqi government officials. In light of a possible change in course for U.S. strategy in Iraq, their views will be critical in the upcoming Congressional debate.

    At this important time, AEI resident scholar Frederick W. Kagan and former acting Army chief of staff General Jack Keane will release the updated and final version of phase one of “Choosing Victory: A Plan for Success in Iraq.” The study calls for a large and sustained surge of U.S. forces to secure and protect critical areas of Baghdad. Mr. Kagan directed the report in consultation with military and regional experts, including General Keane, former Afghanistan coalition commander Lieutenant General David Barno, and other officers involved with the successful operations of the Third Armored Cavalry Regiment in Tal Afar. An interim version of the report was released on December 14, 2006.

    At this event, Mr. Kagan and General Keane will present their final report, which outlines how the United States can win in Iraq and why victory is the only acceptable outcome.

    Recently I have read the old articles back with the knowledge that there will be no reprint.

    The reprint is made up by others and never mentioned.

    The world bank gave their support for raising the dinar equal to the dollar.

    We also know that the world bank would not accept a reprint/lop as many stated at that time.

    That can only mean one thing, that they the world bank has given their support to go back to a 1:1 level, but only with an increase in the exchange rate.

    "There is a paragraph about investment in this year's budget which provides for having the Iraqi dinar as the main currency in the 2007 budget," Sulagh said (Minister of Finance).
