Iraq Prepares to Start Negotiations with World Trade Organization

18 December 2006 - Iraq achieved an important procedural milestone towards its World Trade Organization (WTO) accession bid on December 15, when the WTO General Council formally accepted the country’s nominee for the chairmanship of the Working Party charged with Iraq’s accession process. Ambassador Claudia Uribe of Colombia will serve in this position.

WTO Director General Pascal Lamy hailed the successful agreement on the Chair for Iraq’s Working Party as an “important step in the process of anchoring Iraq in the multilateral trading system” and noted that “the appointment of the Chair… means that the negotiations can now start in earnest.”

This acceptance opens the door for formal face-to-face negotiations to begin in Geneva with Iraq’s WTO Partners at the first Working Party Meeting, which can now be scheduled. “We look forward to working with the Government of Iraq to prepare for the opening of direct talks with the WTO counterparts, which marks a significant phase in Iraq’s accession process”, said Baljit Vohra, Chief of Party of the USAID-funded IZDIHAR project.

IZDIHAR has been assisting the Government of Iraq throughout the process of meeting the procedural requirements for convening the first meeting of the Working Party, such as completing the Memorandum on Foreign Trade Regime (MFTR) and the written “questions and answers”. In addition, IZDIHAR is assisting the Government of Iraq to undertake broad-based legal and trade policy reforms related to its accession into the World Trade Organization.

It will be a long time before Iraq is a member of the WTO. It took Vietnam 12 years. They were only admitted last month.

BAGHDAD • An Iraqi court has sentenced a Saudi, a Syrian and a Sudanese to death after finding them guilty of Al Qaeda related terrorist offences, the US-led coalition in Iraq said yesterday.

The alleged foreign fighters were among 48 detainees convicted by the Central Criminal Court of Iraq between December 8 and 28 last year. Since the fall of Saddam Hussein's government in March 2003, hundreds of volunteers have flooded into Iraq to fight against US forces and, increasingly, the Shi’ite-led government.

The Syrian and the Saudi "were captured on June 19 in a targetted raid on Al Qaeda members," the statement said.

"The defendants were found guarding a house containing a hostage and both admitted they were responsible... On December 26 the trial panel considered all the evidence and sentenced the men to death," it said. Iraqi army soldiers pulled the Sudanese off a bus on July 7.

"The defendant is a media leader for Al Qaeda and produced videos and flyers for the organisation. The defendant confessed to being a member of Al Qaeda multiple times to both Iraqi and multinational forces," the statement said.

He was sentenced to death on December 12. The statement did not say if or when the sentences were carried out. Eight Iraqis were sentenced to life imprisonment during the same period, including one who was convicted of murder after taking part in a clash that left two soldiers from the US-led coalition.

Orascom Iraq licence extended


Egypt's Orascom Telecom has been granted a three-month extension of the interim licence for its Iraqi subsidiary Iraqna, Orascom Telecom said.

The agreement covers the period up to March 31, and does not change the conditions in the license, Orascom Telecom said.
The company has invested over $280 million in Iraq since it won its first license there in October 2003. Iraqna had more than 2.5 million active

Thank You for the responses, I've been working in country for 39 months and on the Dinar train from the start when a local I worked with in Tall'Afar said this was the best investment for Iraq. As for the locals in Mosul the holiday is over and back to the day to day route. They are holding on to their money and waiting for the government to come back to work to see how they will start the new year.
