    "Dear client - The Year of the Dinar has begun with much excitement , we are all waiting for the re- opening on the Baghdad Dinar market after the Muslim Festival of Eid and expect a substantial price increase at the next auction.

    Also , we have just heard that Presuident Bush will announce major policy changes for Iraq next week ."

    From Bruce Tupholme's iraqidinar site. He's been pretty conservative, so this is nice to hear.

    With Saddam gone and the insurgency backing off , we can only see that the Dinar will appreciate over the coming weeks and months and thus we have named 2007 , the YEAR OF THE DINAR !

    Default Street Rate

    Talked with my brother who is working in Southern Iraq. While most Iraqi merchant's will tell you they will not sell Dinars, those that will are exchanging at 1000 IQD to $1.00 US. Had already heard this a couple of days ago from friends working in Baghdad. Must be starting to be prevalent over most of Iraq.

    PS. Canada leads Russia 3 to 1 at end of 1st period.

    The rate is increasing quickly on the street and it will only increase more and more and more!

    One persons commentary:
    This isn't only about welfare. They don't punctuate and structure these articles very well, and in fact, I believe this to be 2 seperate issues being touched on, as they frequently do in these articles. The primary statement is about people who lost their homes and belongings when Samarra was destroyed. How's $250 do for you to replace everything you own and buy or rent a house?
    The second part of the article appears to be about unemployment.

    If you add punctuation and seperation to the article it looks quite different.
    Also note there are three different ministries spoken of, and in the main part of the text it is the "Ministry of Displaced".

    Another persons commentary:
    This dept will continue to give out at an average of IQD346,000 every month that would be IQD4,152,000 per year per family. How many families I wonder? Say 30% are currently unemployed (that's conservative as it is closer to 50% of the populus). So maybe out of 26Million people we 7,800,000Million unemployed. Allow for an average family of two adults, one child, that would be 2,600,000 families.

    Ok that would be:

    2,600,000xIQD4,152,000=A whopping IQD10,795,200,000,000 for a year ONLY for unemployed families. Bearing in mind my figures are conservative and average, the figures could be higher (and maybe slightly lower).

    Not ALL of that Dinar will be returned into the CBI during the year so have they got enough notes to support those rates.

    Hmmm....bit much, wouldn't you agree...I think handing out IQD346 per month would be more sensible...

    Bush overhauls Iraq team before policy shift

    WASHINGTON (Reuters) - President Bush nominated former Baghdad envoy John Negroponte on Friday to be deputy secretary of state, as part of an overhaul of his diplomatic and military team ahead of a policy shift on Iraq.

    Bush, under growing pressure from a U.S. Congress now under Democratic control, plans to unveil next week a new Iraq strategy.
    He is to replace his top military and civilian envoys in Baghdad in a revamp of officials responsible for the unpopular war, as the U.S. death toll and sectarian violence continue to increase.

    The top two Democrats in Congress, Senate Democratic leader Harry Reid and House of Representatives Speaker Nancy Pelosi wrote to Bush urging him to reject a troop increase in Iraq and called for an early redeployment.

    One of Bush's closest Arab allies, Egyptian President Hosni Mubarak, joined criticism over the handling of Saddam Hussein's execution. He said the "barbaric" hanging had turned the ousted Iraqi leader into a martyr.

    Bush announced Negroponte's nomination in a White House ceremony where Iraq loomed large, and he cited the longtime diplomat's Baghdad expertise. "John Negroponte's broad experience, sound judgment and expertise on Iraq and the war on terror make him a superb choice as deputy secretary of state," Bush said.

    He nominated retired Adm. Mike McConnell to replace Negroponte as director of national intelligence.

    Both nominations require Senate approval.

    The Pentagon was set to announce that Bush will nominate Adm. William Fallon to replace Gen. John Abizaid as the head of U.S. Central Command, in charge of U.S. military operations in Iraq and Afghanistan, a U.S. official said.

    Amid reports Bush is considering a short-term increase of troops, he is also expected to replace America's top commander in Iraq, General George Casey -- a skeptic of the need for more troops -- with Lt. Gen. David Petraeus.

    Petraeus was a top commander of the 2003 invasion of Iraq and oversaw a new U.S. military manual on fighting insurgencies, which stresses an understanding of politics, ethics and local culture.
    Another possible announcement was that Zalmay Khalilzad, the U.S. ambassador to Iraq, will be nominated to be U.S. ambassador to the United Nations, U.S. officials said.

    Khalilzad, an Afghan-born Sunni Muslim, has irritated some of Iraq's now-dominant Shi'ites in his efforts to draw Saddam Hussein's fellow Sunnis from insurgency into politics.

    The overhaul of Bush's Iraq team began when Defense Secretary Donald Rumsfeld, a key architect of the 2003 invasion, lost his job in November after Bush's Republicans lost control of Congress in elections dominated by concerns about the war.

    'BREAKING POINT'

    Bush is contemplating what could be a short-term increase of up to 20,000 U.S. troops to try to restore stability to Baghdad.

    But Reid and Pelosi told Bush, "Adding more combat troops will only endanger more Americans and stretch our military to the breaking point for no strategic gain."

    They called instead to begin a "phased redeployment of our forces in the next four to six months, while shifting the principal mission of our forces there from combat to training, logistics, force protection and counter-terror."

    Bush discussed strategy with Iraqi Prime Minister Nuri al-Maliki on Thursday in a videoconference call, and later expressed regret over the handling of Saddam's execution.

    As outrage grew among Sunni Arabs over illicitly filmed video showing Shi'ite officials taunting Saddam on the gallows, Mubarak said in an interview on Friday he had asked Bush to postpone the execution. Baghdad said the U.S. envoy asked for a two-week delay.

    "The pictures of the execution were revolting and barbaric ... There was a conspiracy to carry out the execution before the end of the year," Mubarak said.

    Two of Saddam's aides also convicted for crimes against humanity will hang this week, officials said.

    Maliki accused a leading Sunni Arab clerics' group on Friday of fomenting sectarian tension by issuing a statement saying that militias -- it clearly implied Shi'ite militias -- were preparing attacks on Sunni Arab neighborhoods in Baghdad.

    In neighboring Shi'ite Iran, influential cleric Ahmad Khatami told worshipers that Washington wanted to use the execution to stoke tensions between Shi'ite and Sunnis.

    An opponent of the Iranian government said in Washington that Tehran has sharply increased its efforts to fan sectarian violence in Iraq in recent months, easily transferring money and arms across the Iraqi border.

    Iranian exile Alireza Jafarazadeh, who accurately disclosed key details about Iran's nuclear program in 2002, gave names, locations and logistics he said were associated with Iranian operations in neighboring Iraq, which includes providing roadside bombs that have killed U.S. forces.

    Jafarazadeh spoke at a news conference organized by the Iran Policy Committee, a U.S. group pushing for a change in government in Iran.

    Iran denies that it is fueling sectarian violence or the anti-U.S. insurgency in Iraq.

    Ya know it's getting harder and harder for me to stay calm, each confirmation from iraq on the rates is just causing me to get more excited with each one!!
