    Well It appears to me that they are meeting and doing business in Bagdad. Moving right along, as most have predicted, with the Passing of all the laws that we need to passed to enable the RV to come off smoothly.

    Senior Advisor to the Secretary of State and Coordinator for Iraq David Satterfield and Department of Treasury Deputy Assistant Secretary for Middle East and Africa Ahmed Saeed will hold an on the record, on camera press briefing on Monday, April 30 at 3:00 p.m. in the State Department's Press Briefing Room.

    The briefers will discuss the upcoming launch of the International Compact with Iraq, an initiative co-chaired by the United Nations and Iraq to help Iraq build a stable and prosperous nation and a self-sustaining economy, as well as the Expanded Ministerial Conference of the Neighbors of Iraq. The Neighbors Ministerial is an important demonstration of the Iraqi government's desire to pursue national reconciliation as it reaches out to all of Iraq's neighbors. It is also an opportunity for Iraq's neighbors and the wider international community to demonstrate their support for Iraq, including through the commitment of political, financial and other resources. Both will take place in Sharm El Sheikh, Egypt on May 3 and May 4 respectively.

    Media representatives wishing to attend this briefing should arrive at the 23rd Street Entrance no later than 2:45 p.m. and present one of the following IDs: (1) a U.S. Government-issued identification card (Department of State, White House, Congress, Department of Defense, or Foreign Press Center), (2) a photo ID issued by the employing media organization, or (3) a letter on official letterhead from their news organization verifying their employment as a journalist, accompanied by an official photo ID (driver's license or passport).

    A Coeur d'Alene man used an Iraqi currency scam to swindle investors out of more than $600,000, according to the Idaho Department of Finance.

    Jack Lee Smiley told investors they could get a 33-fold return by giving him funds to buy up Iraqi dinars, court documents said.

    Smiley speculated that the dinars would increase in value when a new currency – backed by the United States, England and Israel and tied to oil contracts – was issued later this year, according to court records. Part of Smiley's sales pitch was allegedly telling people that "Halliburton, large banks, corporations, politicians and the U.S. military" would reap millions from the new currency.

    More than 40 people fell for Smiley's scheme, giving him amounts ranging from $1,000 to $300,000, Department of Finance officials said.

    Now, the department is suing Smiley, saying he violated Idaho's Commodities Act, which regulates foreign currency trading, by making false reports. The suit seeks a $5,000 fine for each violation, and the return of investors' money.

    "Despite Smiley's representations, there is no viable market for Iraqi dinars outside of Iraq," the Finance Department said in the lawsuit, which was filed this week.

    Smiley could not be reached for comment. His attorney, Susan Weeks of Coeur d'Alene, did not return a phone call.

    According to the lawsuit, Smiley started recruiting contributors to his "Iraqi Currency Enterprise" in early 2005. He said he was working with a business associate who operated three Middle Eastern offices and ran millions of dollars through Swiss banks without paying taxes, the suit said. According to court documents, Smiley also used the name "Jack Cowart."

    Smiley promised to "personally guarantee" the money he was given, court documents said. He told investors that he would store the dinars in a safe deposit box and rented three safe deposit boxes for a short period, according to the suit. Smiley later closed the accounts and removed the boxes' contents, the suit said.

    "The current location of the dinars is unknown, but a witness has seen a great many dinars in the trunk of Smiley's car," court documents said.

    The Finance Department issued a cease-and-desist order against Smiley in mid-2005. As recently as January, however, an investor wired Smiley $37,000, believing Smiley's pitch that the dinar was on the verge of being released as an international currency, the suit said.

    Smiley used some of the funds he received for personal expenses, according to court documents.

    None of the individuals or companies that invested in Smiley's scheme is named in the Finance Department's lawsuit. But he is also being sued by David and Janet Carpenter of Coeur d'Alene, who gave him $10,000 to invest on their behalf in foreign currency but never received a return, according to the suit.

    Janet Carpenter declined to comment Tuesday on the pending litigation. Smiley and his attorney are trying to have the case dismissed.

    this dude bought dinar on other peoples money then was holding it 'for' them. yeah right! he should sue them for ignorance not them suein for rippin em off.
    no viable market means it isnt internationally tradeable yet which will happen when placed on the forex.

    just uninformed small town media story. XE.com was saying the same thing back in 04 i believe, and they were putting out all kinds of info about how the dinar was a scam, but the funny thing is they stopped putting out info in 05, haha no viable market, well when i cash mine back it after the RV, it'll be viable to me :)

    WASHINGTON (Reuters) - The United States said on Monday that Iran's participation in the Conference to be held in Egypt this week to discuss ways to restore stability to Iraq was "positive", but refrained from saying that the conference will be American Iranian talks.


    The visit of Iranian Foreign Minister Manouchehr Mottaki to the Egyptian Sharm El-Sheikh to participate in the meeting to be held on Thursday and Friday, which would include representatives from Iraq's neighboring countries in addition to the members of the G8 and the European Union.

    The United States accused Iran raising violence in Iraq which is denied by Tehran and invited the American Secretary of State Condoleezza Rice to stop the flow of weapons and foreign fighters into Iraq.

    Asked about the possibility of holding the talks between Rice and officials from Iran or Syria, which the United States accuses the other of stoking the violence in Iraq, the spokesman said only that he could not exclude this.

    Iran states that the invasion led by the United States in 2003 is the reason for the violence threatening to tear apart Iraq and the spread to neighboring countries.

    The Bush administration refuses to make contacts with Iran, fearing that Tehran is asking surrender its nuclear versus help restore stability to Iraq.

    The United States also accuses Iran of seeking to produce nuclear weapons. Iran states that the aim of its nuclear program is to generate electricity and has so far refused an offer to provide incentives and Western extensive negotiations if suspended uranium enrichment activities.

    International efforts to stabilize Iraq continue later this week when regional and international leaders meet in Egypt to discuss how Iraq's neighbors and the international community can help bring peace to the war-torn country.

    The meetings will be two-fold. On Thursday, the Iraqi government, in conjunction with the United Nations, will launch an initiative known as the Iraq Compact, which will deal with mostly economic issues. On Friday, foreign ministers and other high level officials will discuss Iraq's internal security and efforts to unify the country's political factions.

    Iraq's Ambassador to Washington, Samir Sumaida'ie tells VOA that Baghdad hopes to elicit broad support from the international community.

    "Of course we want everybody's help in this," he said. "We want people to be engaged positively, to give support to the Iraqi government, public support, political support, financial support, if possible."

    Iraq hopes some of its major creditors will write off billions of dollars in debt dating back to the Saddam Hussein regime. Some countries, such as Kuwait, which Saddam invaded in 1990, have been reluctant, saying Iraq is an oil-rich nation that can afford to repay. But an announcement of significant debt relief is expected at the conference.

    The Sharm El-Sheikh meetings are really two separate conferences.

    The first day will launch the Iraq Compact initiative. Iraq and the United Nations conceived the initiative more than a year ago. It lays out economic and political tasks, with deadlines, for the Iraqi government. If achieved, they would lead to specific supports from the international community.

    The second day will bring together regional foreign ministers and the five permanent Security Council members to discuss Iraq's internal security and political reconciliation. the U.S. State Department spokesman Tom Casey says Washington hopes to see active engagement from all participants.

    "Certainly we want to see all countries that are there come to the table with not only positive words, but with the willingness to take positive actions to help Iraq deal with its very difficult situation right now," he said.

    The United States wants to see Iran and Syria increase control over their borders and end their support of militias and insurgents.

    "We have been very frank in the previous round at the envoy level in airing our concerns both about Iranian support for militias, about their provision of some of these very deadly IEDs [improvised explosive devices] that are having a serious impact on our troops," said Casey. "And I certainly expect that under discussions of those kinds of issues. The Secretary [Rice] will be equally forceful in making our case on those and I expect that others will also raise their concerns with Iranian behavior as well as Syrian behavior."

    Iraq's government is also struggling to reconcile its Sunnis, Shiites, and Kurds. What was initially a domestic problem has taken on regional overtones, as some neighbors try to further their own interests by supporting specific political and ethnic groups inside Iraq. Ambassador Sumaida'ie says the best thing neighbors can do is to let Iraq solve its problems by itself.

    "We are not seeking that our neighbors will devise a solution for us in Iraq," he said. "That has to be done by Iraqis. But we ask them to step back and reduce their interference."

    The Ambassador says Iraq does not expect a miracle from the conference, but rather a real commitment of support from its neighbors as it works toward peace and stability.

    KC, You got that right! I did My DD and research before i bought mine. I can see where some of the folk out there in isolated parts of the country could be duped! If all would follow the "if it sounds to good to be true, Yada yada yada." and research on there own, or with a PRO, this could have been avoided.
