I think EC Trust would have something to say about such an accusation. They are a highly respected management company. I believe all the chargebacks that emanated from Citibank were cleared during the early part of 2005.

nbjth - correct. It was PCI bank, a major world bank with over 7,000 employees.
To suggest that they were unable to handle the volume is farcical.

Cambodian Bank
The last I recall hearing (maybe someone can verify for me) was that Pips had a building right next to the Palace and were fitting it out and staff were being trained.
Not sure where or when I heard it or who said it. It was definately on the OLD forum though. I think it was around about March 2005.

One thing that nobody has mentioned yet is that during the WD delays, Malaysian investors were still being paid and very quickly too. I have relatives there who received several WD's during the 1st quater of 2005. Indeed I received one in March or April via them (transferred my PicPay to their Picpay acc, then they did a WD to their local bank and sent it to me via Wire). This is the only WD I ever receieved from Pips, btw. (and about a third of the amount that I put in).
It was at around point that Picpay-to-picpay transfers were banned, as some Malaysian members where offering this as a "service" which of course they charged handsomely for. It annoyed me greatly at the time, as it was my only outlet for my funds! It also meant I couldn't receive a refund from a Merchant to the tune of $250 that was sent for something (extra shipping I think) that was done outside of the actual purchase transaction.
Now the interesting question is why were Malaysian investors getting funds quicker? They way I see it there are two possible answers
1 - It was much easier to do transfers to local accounts (logical)
2 - It was to stop them complaining to the local authorities (cynical).
Take your pick... there may even be truth in both answers.
