Iraq to announce 3rd round of gas licenses on Thursday

The Oil Ministry will invite global companies on Thursday to invest in the Iraqi gas fields, according to a spokesman of the ministry.

“Oil Minister Hussein al-Shahrestani will announce on Thursday (May 6) a third licensing auction to develop gas fields throughout Iraq,” Essam Jihad told Aswat al-Iraq news agency.

“The ministry has a plan to develop the gas industry within its efforts to turn Iraq into one of the region’s gas producers and exporters,” he added.

Iraq is offering 20-year technical-services contracts to develop Akkas in the western Anbar province, Mansouriya in the eastern Diala province and the Siba gas field in southern Basra province near the border with Iran, ministry officials said last month. During the first and second bidding rounds held last year, Baghdad awarded 10 oil deals to international companies with the aim of boosting crude production to 12 million barrels a day in six to seven years. Iraq is currently producing 2.4 million barrels a day.

Both the 4 trillion-cubic-feet Akkas and the 3.3 trillion-cubic-feet Mansouriya fields were included in the first bidding round last June but weren’t awarded.

The Siba gas field, with estimated proven reserves of more than 3 billion cubic meters, was dropped from the list of oil and gas fields listed in the second bid round which took place last December.

Specialists in the economic aspect: the law of investment needed to read the new legislative

At a time when dozens of international companies and foreign investors to enter into the investment arena, a student interested in Balcoan economic importance to modify some policies included by the law of investment on the one hand.

And to the publication of this law among the major industrialized countries, companies with a view to attract them to work inside Iraq on the other hand .. And argued that for many foreign investors desire to work within the country, requires intensified efforts to disseminate the contents of the investment law and to explain the main features, especially tax exemptions and customs and other paragraphs which are the means of luring a mission to attract foreign investors.

The House of Representatives ended its mandate was approved with Iraqi investment law number 13 in 2006, this law aims to contribute in attracting major international companies of various disciplines to contribute to the process of reconstruction, which is bent by Iraq years ago.

In addition to the investment law has been the formation of the National Investment Commission, which took it upon themselves to seek to attract foreign investment into the country, which is in dire need of contribution to global companies with high expertise in the reconstruction of many of the vital facilities.

Adviser to the Prime Minister for Economic Affairs Abdul Hussein Al-Anbuge between Speaking for the (morning) the existence of mechanisms of action in the investment law vague, pointing out that the problem is not about laws, but also regarding the mechanics of implementation .. Confirming the absence of instructions covering every area of the legislative in the investment law, and therefore the existence of mechanisms vague and incomplete so far.

He said Anbuge too: that of the suffering of the investment law is the inability of the National Investment Commission of features to enable the investor to the entire law, as the bill includes the paragraphs are many advantages to investors, but there is a failure to enable an investor to those benefits ..

And the absence of Anbuge the case of competition, which emphasized the necessity of its presence during the process of assignment of projects to investors, criticizing the absence by giving some investment opportunities, noting that there is no real competition situation by investors on a particular project means that the selection mechanism would be incorrect ..

Anbuge stressed the importance of holding legislative coverage complete all the paragraphs of the investment law, believing that the investment law, instructions are not integrated and is still working according to the generalities of law, which means it does not cover a lot of space investment .. Indicating that the investment law, many of the pros but the work on the exploitation was not good.

And the Chancellor that the state of uncertainty the most concerned investors from entering Iraq at the present time, pointing out that many companies and capital, the desire to work in Iraq, but that is hindering their arrival is a matter of uncertainty, where they still see a large area of ambiguity, he the importance of investment bodies in this regard and their role in the transformation of that area dark to the investors to believe ..

So stressed economic researcher Amir Hamed to the importance of the National Investment Commission to intensify its efforts to disseminate the paragraphs of the law of investment between the major international companies through a series of conferences for this purpose inside and outside Iraq,

Noting that the Iraqi investment law has several features that are not available to most of the investment laws in neighboring countries or the rest of the scientific, no reason to publish the contents of this law as soon as possible and published between the joints of international companies and major industrial countries to attract them to work in Iraq ..

And entered Iraq since the official announcement of the approval of the investment law to this day a number of foreign investment companies, and the oil sector's share is the most prominent of a number of foreign companies invested.

And saw the rest of the turnout slightly out of proportion to the events witnessed by the oil sector, despite the tireless efforts made towards the invitation of international companies with different jurisdictions, but it blocked the entry of such companies in the period last is the security situation, caused by the reluctance of overseas companies to enter the arena the investment.
