    Why do the naysayers always say that there is 10 trillion dinar in curculation when this article states differently,

    I can´t rate the value in this post since I don´t know the poster but anyway,it may be true, but we have also heard before that it has already been signed

    "My source called me today and said that if I wanted to, I could sell my house aand buy that nice one because as of this morning the reval has been signed off by Maleki himself. He has untill the end of the week to anounce the reval to the World Bank and we can cash in the dinar first thing next week"

    Statement by Prime Minister Nechirvan Barzani on non-implementation of the Iraqi constitution
    Erbil, Kurdistan Region, 28 September 2006 (KRG)

    In an interview with al-Sabah newspaper published 24 September, Iraqi Oil Minister Hussein Shahristani said his Ministry is not committed to investment contracts signed by the Kurdistan Regional Government. He further stated that the Baghdad Oil Ministry would review the terms of these contracts.

    Dr. Shahristani’s comments suggest he is not committed to Iraq’s Constitution. Article 115 of the Constitution gives Regions “all powers not stipulated in the exclusive powers of the federal government.” Oil and Gas are not among the exclusive powers of the federal government. Further, the articles of the Iraqi Constitution that do address oil provide for joint control by the federal government and the regional Government of oil fields currently in production. The constitution gives the federal government no role at all with regard to the new oil fields that are the subject of the KRG-signed contracts. Finally, as if there were any doubt as to the validity of KRG-signed contracts, Article 141 of the Iraqi Constitution specifically validates “decisions issued by the Kurdistan Regional Government, including court decisions and contracts” since 1992.

    As the elected Kurdistan official ultimately responsible for my government’s oil contracts, I resent Dr. Shahristani’s efforts to sabotage foreign investment in Kurdistan’s oil sector. The KRG is working to develop petroleum in Kurdistan, an area that previous Iraqi regimes had declared off limits as means of punishing our people. Since 2003, foreign companies have invested more than $100 million in exploration activities in our region and have already made one significant new discovery. Meanwhile, the Baghdad Oil Ministry has done nothing to encourage foreign investment in other parts of Iraq or to start new petroleum activities. Dr. Shahristani would better spend his time getting his ministry working rather than tearing down our achievements.

    The people of Kurdistan chose to be in a voluntarily union with Iraq on the basis of the constitution. If Baghdad Ministers refuse to abide by that constitution, the people of Kurdistan reserve the right to reconsider our choice.

    Baghdad, 28 September 2006 (Reuters)

    Sunni tribal leaders who have vowed to drive Al Qaida out of Iraq's most restive province met the Shiite premier on Wednesday, marking what Washington hopes will be a breakthrough alliance against militants.

    Sattar Al Buzayi, a Sunni shaikh from Anbar province who has emerged in recent weeks as a leader of a tribal alliance against Osama Bin Laden's followers, said he and about 15 other shaikhs had offered their cooperation to Prime Minister Nouri Al Maliki.

    "We agreed to cooperate," Buzayi told Reuters. "We haven't agreed to anything specific, but we agreed to cooperate."

    Al Maliki's office issued a statement praising the chiefs for their commitment to fighting the militants.

    "This is admired and respected by all Iraqis. We are fully prepared to back your efforts," said the prime minister.

    It was the first time Al Maliki had met the shaikhs since they pledged to fight Al Qaida in a meeting at Buzayi's compound in Ramadi, the provincial capital, two weeks ago.

    Al Qaida's Iraq branch has seized control of towns and villages throughout the Euphrates river valley along the 250km from Falluja, near Baghdad, to the Syrian border.

    But their strict interpretation of Sunni Islam and violent rule has alienated traditional-minded Sunnis, including groups that have supported the insurgency against US forces.

    The United States says its 30,000 troops in Anbar cannot defeat the insurgency on their own.

    Default Iraq, China discuss reviving Saddam-era oil deal

    BAGHDAD, 27 September 2006 (Reuters)

    Iraq could hand China the first foreign contract to develop its vast oil resources if Beijing agrees to put into effect a deal originally signed with Saddam Hussein, Iraq's Oil Ministry said on Wednesday.
    While U.S. oil majors, excluded from Iraq before the U.S. invasion in 2003, wait for Iraq to pass new laws on the sector before investing, Oil Minister Hussain al-Shahristani will visit China, Japan and Australia shortly to discuss projects and developing exports, ministry spokesman Asim Jihad told Reuters.

    "The minister will discuss with Chinese companies fulfilling previous contracts signed with the former regime," he said.

    He declined to give specific dates for the trip.

    Iraqi oil officials have previously said they believe China will agree to develop the 90,000-barrel per day (bpd) Ahdab field in south central Iraq as the first project since the war.

    The field, with an estimated development cost of $700 million, was awarded to China National Petroleum Corp and Chinese state arms manufacturer Norinco by Saddam.

    The deal, like others signed by Saddam, was effectively frozen by international sanctions and then Saddam's overthrow.

    Several wells are already delineated, however, although there is no production from Ahdab at present. A second field, East Baghdad, is also slated for priority development.

    The four-month-old government has given priority to Ahdab because of its proximity to new power stations and refineries. The ministry has previously said it expects output to increase from 30,000 bpd to a full capacity of 90,000 over two years.

    "The visit comes while the oil investment law is waiting to be approved by parliament," Jihad said of Shahristani's tour.

    Iraqi ministers have said they hope to see legislation by the end of the year setting down the terms on which foreign companies can invest in hydrocarbon resources to help Iraq develop its war- and sanctions-ravaged oil industry.

    Shahristani has said he hopes to discuss investment with a range of major international companies once the law is passed.

    "During his tour the oil minister will meet major oil companies to discuss partnerships in building and developing new oilfields and projects under the new investment law," Jihad said, adding that he was also keen to develop export markets.

    "Iraq wants to increase exports to the Asian market, especially China and Japan, due to rising economic growth in those countries."

    Oil, of which Iraq has the world's third biggest proven reserves, accounts for some 95 percent of the national income and the government is struggling to expand output and exports in the face of deteriorating infrastructure and sabotage.

    Average exports from southern fields were 1.65 million bpd so far in September, Jihad said, and the hope was to reach 1.8 million bpd soon. But pumping from the northern fields to the Turkish port of Ceyhan was still halted due to sabotage.

    "The daily loss from damage to the northern oil pipelines is from 300,000 bpd to 400,000 bpd," he said. "We are working to fix the pipeline and resume exports soon."

    Russian and French companies that signed or negotiated deals under Saddam have been keen to hold onto the advantage in the face of challenges from firms from the United States and elsewhere. New Iraqi leaders, brought to power by the U.S.-British invasion, have yet to take decisions.

    Hello all,

    Has there been any news on a list of banks that will be taking Dinar? All I have seen so far is Chase Bank. There is so many threads in this section, but I didn't take particular notice if this information was already made available in a post from someone.
