Iraq hopes to complete field contracts by 2008

Melbourne: Iraq hopes to complete a first round of contracts for oilfield development by the end of next year, Oil Minister Hussain Al Shahristani told Reuters yesterday.
He said Iraq, which holds the world's third-largest oil reserves, expected to start talks with international companies on oilfield development by the end of this year, once a draft hydrocarbon law was passed by parliament.
"It is difficult really to specify any time for these negotiations, but overall we expect to start discussions by the beginning of 2007 and most of the first round of contracts should be signed during that year," he said.
The draft law is currently before a cabinet energy committee.
"Many oil companies have already told us that they are willing to come and start discussions on possible means of co-operation even before the law is enacted," said Al Shahristani, who is in Australia for talks with ministers.
"We plan to do so after we prepare an oil policy, where we state which fields will be available for development first, and what kind of arrangements Iraq is interested in, defining the kind of contracts and terms that best serve Iraq's national interest."
Al Shahristani said there would be no special considerations for any specific companies, with revenues and economics to be key.
"Balanced regional development will also be considered very important as we want our oil to be a unifying force for the whole country," he said.

For what it is worth there were auctions last week on the days in question and i owe GBush big oops " you were right "

Not sure it is all the big of deal really as we need the oil law to be passed and there is no reason to think they will not get it done !

Iraqi Oil Minister, Hussein Shahrastani, told Reuters on Thursday that Iraq hoped to complete the first round of the award of contracts for the development of oil fields by the end of next year.
He said that Iraq, which includes the third largest oil reserve in the world, is expected to begin talks with international companies on the development of oil fields by the end of the year immediately following the parliament's approval on the new law regulating oil and gas sector.
Shahrastani added "it is difficult to set a date for such negotiations, but in general expect to start with the beginning of 2007 and to sign the majority of contracts during the first round that year."
The draft law is now before the Energy Commission in the Cabinet.

Communications of Najaf supplies citizens with Internet lines

Mail and Communications Office in Najaf started supplying citizens with Internet lines through the wireless phones. A source at the Office said: our office started, as a first step of its kind in the provinces, to deliver Internet to citizens via the wireless phones. As for the prices of lines and monthly subscription said : the price of the line with the Internet special device in addition to its other attachments is (515000) dinars, and the monthly subscription is (45000) dinars, for a "24" hours supply. On the other hand, the Office announced the opening of the Internet Center near the Post and Communications Office in Najaf, works to provide Internet services and international fax at reasonable prices.

Could someone please clarify for me what this might mean?
Regarding the FIL:
The law opened all areas of investment before Iraqi and foreign investors except:
1. Investment in the field of extracting and producing oil and gas
2. Investment in the sectors of banks and insurance companies
3. Land cannot be owned except for housing projects. It can be owned by Iraqis as separate units; otherwise, it is given for a period of fifty years, which is renewable.
Also, regarding the Presidential Order 13303: Allows US Citizens to invest in the new Iraq. Under this order and the Coalition Provisional Government Order 39, a US Citizen has the same rights to investments as an Iraqi citizen
I found that this appears to no longer apply since the dissolution on 6/28/2004.
The Coalition Provisional Authority (CPA) was established as a transitional government following the invasion of Iraq by the United States, United Kingdom and the other members of the multinational coalition which was formed to oust the government of Saddam Hussein in 2003. Citing UN Security Council Resolution 1483 (2003), and the laws of war, the CPA vested itself with executive, legislative, and judicial authority over the Iraqi government from the period of the CPA's inception on April 21, 2003, until its dissolution on June 28, 2004.
