    Baghdad-Wasim Karim, "a. Q. B ":

One year after assuming power, it appears government of Iraqi Prime Minister Nuri al-Maliki unconvincing in terms of the results achieved by the lack of success, especially in the fight against terrorism and the dismantling of the militias and improving public services, despite pledges launches in this regard, The consolidated ruling coalition held a meeting to discuss ways to strengthen its unity, but independent deputy in Tripoli confirmed that the reference "Metzmerh" from al-Maliki and is not satisfied with the performance, and the prime minister yesterday to Parliament names of six ministers to replace Sadrien Cabinet, which will be a vote of confidence by the day after tomorrow, Sunday,.

The "common coalition" the largest parliamentary blocs in the Iraqi parliament meeting devoted to discussing ways to strengthen unity and not to allow the "schemes aimed at breaking up its unity." The web site of the "Iraqi Islamic Supreme Council yesterday, Thursday, that explored the consortium members on Wednesday evening" a number of important topics, including law abolishing the Baath Party, and provincial law irregular, and oil law, the Constitution and Article 140, which determine the fate of the city of Kirkuk. They also discussed ways to strengthen the unity "coalition and not to allow the schemes aimed to fragment and weaken the unity and strength and challenges in the Iraqi arena and the importance of addressing them."

The coalition dominates most of the House seats Iraqi includes six parties, most notably "The Iraqi Islamic Supreme Council" headed by Abdel-Aziz al-Hakim, the party "Islamic Call" led by Nuri al-Maliki, and biomass chest close to the young leader Muqtada al-Sadr, as well as parties and forces small, The party "Virtue", which holds 15 seats in the House months ago withdrew from the coalition against the backdrop of a divergence of views on what is happening in the country and the escalation of violence.

The Maliki has submitted yesterday to the House a list of six ministers are sincere morning Messenger (health) and Albadley (Agriculture) and Amer Abduljabbar Ismail (transportation), Mohammad Jafar Thamer Al-Zubaydi (civil society) and Zuhair Mohammed Ali drinking (Tourism and Antiquities) and one minister is Immortality Sami (Minister of State for governorates). And analysts said that those ministers may face difficulty in obtaining ballot measure scheduled Sunday, and pointed out that the Prime Minister chose six on a sectarian basis, not professional.

Although he described as a "government of national unity," Maliki current government has established the principle of sectarian distribution of portfolios across, and it suffers from lack of decisiveness in a very important political issues such as the revision of the constitution and the approval of the draft law "accountability and justice" on amending the law "uprooting the Baath", as well as the draft law on oil and gas. She pointed out that Maliki has governed alone Nye of the House of Representatives who asked more than once to appear before him, and pointed out that Parliament has the right to summon any Minister and the Prime Minister to appear before it, and refuses to meet with al-Maliki as parliamentary deputies or individual.

The deputy said the bloc Chest favor Alaakili "The government has failed to implement its program to provide a minimum level of security and public services to the population due to the intervention and occupation forces since the government was formed on sectarian basis, and not drain."

Hamid Malla Sa'idi of the Iraqi Supreme Islamic Council said that the "government could not make the best of that because of attacks on opposition even from within."

A prominent MP from the Kurdistan Alliance Mahmoud Othman that the "failure of the government comes from the basic lack of agreement among ministers."
    ”.
He added that "the government had also failed to establish balanced relations with the Americans."

Omar Abdel-Sattar, deputy Iraqi Islamic Party said that "the problem is not one of Maliki All parties share responsibility for the failure of the government because it refuses to abandon personal gains."

Zalmay Khalilzad : the recent acts of violence for the opening of Islam will not affect the consultations Court Hariri

American Ambassador to the United Nations «Middle East» : September timely for judging the security plan in Iraq and to seek a greater role for the United Nations

    Salah Awwad

The American Ambassador to the United Nations Zalmay Khalilzad, the latest outbreak of fighting between the forces of the Lebanese army, and the organization «opening Islam» will not affect the course of ongoing consultations in the Security Council on a draft resolution establishing the Special Court with an international character to try those accused in the assassination of former Lebanese Prime Minister Rafik Hariri. Ambassador Khalilzad, who chairs the Security Council for this month in a dialogue with «Middle East», «I think the result of such acts of violence, we need to redouble our efforts to move forward in response to a request« composition of the Court »democratically elected government in Lebanon, reported said that local choice for the formation of the court according to the constitutional process in Lebanon. exhausted «If there is any link between these acts of violence and the ongoing consultations on a draft resolution establishing the court, it would redouble our efforts», and he could not subject the United Nations and the Security Council to blackmail threats of violence. The consultations by the United States, France and Britain with Security Council members on the draft resolution are in their first, and expressed the hope that the Security Council will adopt the resolution by the end of next week. In regard to the Iraqi situation, renewed link between the security situation and the political front, he said the month of September (September) next is the time to evaluate the security plan. He warned against speeding up the provision for the time being, as long as the American forces allocated for the implementation of the plan «impose law» did not reach Baghdad after. A U.S. ambassador on his efforts since his arrival in New York with Secretary-General of the United Nations Ban Ki Moon and others, for the United Nations to play a greater role and essential to help the Iraqis to overcome obstacles and problems, whether at the local or regional level. He stressed that the change of government Al-Maliki, is a special Iraqis according to the constitutional mechanism.
    :
This is the text of the interview :

Recent fighting, which broke out in Lebanon, would have any impact on the ongoing consultations on the draft resolution on the establishment of the special court of international character to try those involved in the assassination of Hariri? We will continue our consultations to reach a decision as soon as possible on the request of the President of the Lebanese government regarding the establishment of the Special Court. It may be the goal of some of those involved in violence to influence the decision to establish the court, but I think the result of such acts of violence need to redouble our efforts to move forward in response to the request of the democratically elected government in Lebanon. We also have recommendations from the Secretary General of the United Nations, says that there is no choice of local or internal has been left exhausted all options Interior, and we must act on the basis of the Prime Minister of the Lebanese government.

Do you believe that the outbreak of the latest fighting in Lebanon between the army and the Lebanese security and the Fatah movement of Islam, has been timed and coincided with the raising of the issue of the Special Court on the agenda of the Security Council?

There are some indicators and accusations by some observers refers to a relationship, but the point that stress is the need to pay and the direction of our decision to form the court as soon as possible on the request of the Prime Minister (Fouad Siniora). And if there was any link between these acts of violence and the ongoing consultations on a draft resolution establishing the court, it would redouble our efforts, nor can the United Nations and the Security Council be influenced or been threatened with violence and kinds of different elements.

Lebanese government sent a delegation to participate in the ongoing consultations on the draft resolution for the Special Court, Will delegation presented some suggestions or some ideas regarding the draft resolution? I do not want to talk on their behalf, but they are here to present their case and explain to the members of the Security Council on the reasons for putting this issue here (Security Council) and why they want the formation of the court at the earliest possible date and why there is no local option (internal). And to say that all members of the Council prefer to implement their obligations Lebanese accordance with the Lebanese constitution, to reach an agreement and there are a few people or minority had sought to fill this serious. The delegation Lebanese came here to present their case, and the time had come for the Security Council to assist the government of Lebanon to respond to the government's request.

Q : What about the attitude of other States in the Council, especially Russia and China's position of the draft resolution? We are now in the initial stage of discussions with them, and I am cautiously optimistic about the progress necessary, in order to be possible to adopt a resolution establishing the Special Court.

Do you think it is possible to adopt the draft resolution by the end of next week? I believe that this is a reasonable assumption, and this is the wish of the USA, Britain and France to see the adoption of the resolution as soon as possible.

Argues that Russia does not oppose in principle the establishment of the Court, on the basis that there is still a lot of time for the establishment of the Special Court, as long as the Independent International Commission before a long time to complete the investigation process?

We started discussions with Russia, and the International Commission of Inquiry, has told international investigator Brammertz, and I am sure this is available to all members of the Security Council that a move for the establishment of the Special Court for the implementation of the agreement between them on the United Nations and the Lebanese government will help the investigation. The reason is because there are possibilities possible and credible for the establishment and implementation of the Agreement between the United Nations and Lebanon and the benefits of the establishment of the Court encourages others, who wish to come to talk with the Commission and cooperate with the investigation. The assumption that only the establishment of the court will not encourage others to cooperate, therefore, believe that the establishment of the court would help the work of the Commission of Inquiry.

Do you have enough votes to adopt a resolution in the Security Council? We are still at the beginning of a process of consultations with members of the Security Council, and members consult with their capitals, I think there is momentum for the arrival of a powerful message, and that he could not let acts of violence aimed at the assassination and the killing of Prime Minister and killing dozens of others. It is not possible to let political assassinations proceed without bringing those responsible to justice, and this is not bad for the future stability of Lebanon, but bad for the world in general will not be different from what it is now.
    .
We will work with others seriousness possible to make progress is necessary on this issue.

Iraq left with a kind of optimism about the situation there, but it seems now that the security situation is getting worse, how the situation in Iraq now ..? Actually, there are some difficulties, we always believe that the security plan initiated, contributed to the reduction of violence in Anbar, Diyala, and grant the Iraqis the possibility of achieving some progress on the political front, and develop the capacity of Iraqi forces. For that progress on the political front, which would help reduce acts of violence, and national reconciliation and strengthen the capacity of the army and the Iraqi security are in a position to reduce the violence, and this is the logic behind assessing the work of the Allied forces, and this is the logic of what we are trying to do. It seems that the progress made in the coming weeks important issues, such as a petroleum law and the law abolishing the Baath Party and the Constitution and the history of elections, the development of an appropriate mechanism for the issue of Kirkuk. These issues have important significance for Iraqis, and still have some time for the ratification of the Law of oil at the end of this month. The oil law which is supposed to be endorsing it with some of the rules committee, in addition to amending the law abolishing the Baath These difficult issues faced by the Iraqis now.

Q : But as is evident, the Baghdad security plan suffer from failure, and add to the escalating tone of criticism against the government of Nuri al-Maliki, even before the Bush administration. There are reports of consultations between members of the administration aimed at changing the Maliki government before the end of this year, is it possible to confirm the veracity of these reports?
    .
First on the security plan, all troops assigned to plan «rule of law» did not reach Baghdad until now, and I think that another brigade is supposed to arrive in the middle of June (June) next. It reported the need to ascertain the details of the security plan with the military, whether in Baghdad or in Washington that the level of sectarian violence has dropped too. I have been told that when I was there, this violence has declined to about 70%%. The main objective of the plan is to end the sectarian violence, and reduce the level, because there are fears that the level of sectarian violence, which would make any progress on the political front is not possible at all, therefore there is the need to contain or eradicate, No one believed that it was possible to eradicate it immediately, because it needs some time. This needs to be political concessions by political groups and ethnic, in order to achieve national reconciliation, which is very necessary. So you have to measure political progress with the evolution of the security situation in the same time and possibility, as pointed General Petrwas, that the month of September (September) next, it might be an appropriate time to assess the success of the security plan. We can evaluate the plan every day or every week, for judging the success and failure of the security plan. In order to give a fair chance of this plan, it may be next September, time for the government .. You have to wait until September, because until June 15 all troops will be there, and need a few months to do what should be done. And now the question arises, what should be done in future, if the security plan did not succeed, I think it would be inappropriate to put such a question, and all that is we must wait now, I realize that the patience of others, and give more time to implement the plan, I think that is very important is what can be done by the United Nations, and this is part of my conversations with the Secretary-General Ban Ki Moon to help the Iraqis achieve national reconciliation internally and regionally. That part of the problems facing Iraq is entering neighboring countries, and we should also look at the outcome of the results or positive developments on both the bilateral talks with the Syrians or the Iranians.

In the recent period seems that the American administration has lost patience with the government Al-Maliki, as they failed to make any significant progress? That issue is not confined to the leadership in the United States, but the American people looked forward to progress, and that there is a sense of frustration. The issue is not confined to Maliki unit as Prime Minister, though he bears responsibility, but the problem lies in the structure of government as a whole and the political system, there is a need for compatibility between the political blocs and ethnic groups on issues relating to, for example, the law of abolishing the Baath and amending the constitution and other issues. I think it is appropriate to seize the political leaders of both Arabs and Kurds, or others of this opportunity, in order to reach agreement on political issues and cooperation among themselves against the extremists at all levels, particularly the organization «Qaeda», which contributed to the escalation of sectarian violence. In addition to progress to resolve the big issues, and this reinforces the need for national pact on the domestic, regional and this is the challenge we face.

Maliki government seems to suffer from paralysis to address issues such as amending the constitution, the subject of Kirkuk, Are there American pressure on the Kurds to postpone the referendum on the city of Kirkuk, which seems a time bomb to blow up a new front? At issue Constitution think that Maliki bears some responsibility, and the others also bear part of the responsibility, as I said Maliki is a prime coalition government and leaders of other political participants, and certainly, is under pressure either accepted or even by the Iraqis to exercise its leadership role. But there is a need to exert the same pressure on the others. There Kirkuk and the constitutional article to deal with them, which calls for a referendum on the status of the city of Kirkuk. The issue I think that preparations for the referendum, in order to ensure success, are issues that can help the United Nations and other organizations to deal with them, because there is a need to develop appropriate and effective and uniform implementation of the constitutional requirements, I do not know what is the length of time it would take such a proper preparation and effective and uniform for the establishment of an appropriate mechanism to implement the requirements of the Constitution.

Do you confirm reports from Washington, thinking about changing the government of Maliki? The change of government in Iraq, something that is not dependent on the Americans, however, is subject to parliamentary system, and the government enjoys Maliki, 70% support, I think in Parliament., That the Iraqis themselves can decide the fate of the government through the constitutional process.

Realize that you are now playing an active role, in order that the United Nations role in Iraq, what is the role required of them taking into account the security situation? The fundamental issue bearing in mind the history of the United Nations in Iraq, we have to look at Iraq under the current circumstances, and regardless of the coalition forces to go there, is false or true, but now the future of Iraq will affect not only the Iraqis, within the population and the sources of their wealth, but will also affect the development of the region as a whole and will determine the future of that region. The future of this region will also determine the future of the world, as happened in Europe in the late 1800s and the beginning of the twentieth century, and the two World Wars Najamta time on the problems of Europe. Since the United Nations is a global organization, with multiple sources, could contribute to help the Iraqis to overcome their problems, both at the internal level or regional level. I think I speak with the Secretary-General and others, a place for a key role of the United Nations, particularly in the issue of national reconciliation and domestic issues, such as facing Iraqi government capacity, services and others. In addition, regional issues, and how they can contribute to the stability of the neighboring countries of Iraq, and this is underlined by the Secretary-General since my arrival here.
