    Iraq still hopes to pass oil law in May (24/05/07)

    Iraqi Deputy Prime Minister, Barham Salih, said that Iraq still hopes for agreement based on the oil law draft this month, thus allowing the Parliament to pass it soon.



    Salih said on the sidelines of the World Economic Forum in Jordan that negotiations should begin soon in Baghdad to review details of the annexes of the law and the method of distributing oil income. He said that a Kurdish delegation is in Baghdad and that he will return to Iraq on Sunday to start negotiations.
    Salih said that those who seek to hold talks want to ensure that the law includes restrictions and balances for a fair distribution of income and to discuss the scope of activity and control of the Iraqi National Oil Company.

    He said that they hope to complete this before the end of the month, adding that reaching an agreement would mean that the law can be passed to Parliament for approval. Salih said that the law will shape the country's economy for a long period, describing it as the most important legislation that Iraq has to draft.

    The law aims to distribute Iraq's oil wealth fairly among the Shiites, Sunni and Kurds. Washington thinks that the law is important to ensure national reconciliation in Iraq.

    Monday, May 21, 2007 International oil companies could receive sole control of Iraq's oil
    (MENAFN) A representative for Hands Off Iraqi Oil (HOIO) said that an Iraqi oil law could mean that international companies may receive full control of Iraqi oil fields for more than two decades, Iraq Directory reported. It was also mentioned that Shell Company has been working hand in hand with the United States and Britain to arrange an international policy to permit multinational companies to receive solitary control of Iraq's oil fields. A lobby has been set up who is represented by major energy companies such as BP, Shell, Exxon Mobil, Chevron, Total and ENI, and has been advised by the British government on approaches for persuading the Iraqi regime. The New York Times has issued a statement saying that 100,000 to 300,000 barrels of oil are not accounted for daily.

    Adnan Mufti : not in the Kurdish leaders flexibility in federal issues and the application of Article (140)

    The representative of the Secretary General of the United Nations in Iraq, on Tuesday, he met with Kurdish leaders to discuss constitutional amendments in the future Iraqi constitution, said Adnan Mufti, head of the Kurdistan Parliament did not have the Kurdish leaders flexibility in the federal issues and the application of Article 140 of the Constitution.

The International Committee of the competent Iraqi Parliament from all parliamentary blocs to discuss amendments to the current Constitution aid from the United Nations, and is supposed to submit these amendments to the Parliament for approval and then hold a referendum in order to recognize it.

    The new judge stressed that the role of United Nations mission is to provide advice and cooperation with the Iraqis, said : "We have no special agenda us."

    The judge noted that he discussed the role with the Kurdish leaders (Ionami) of the United Nations Assistance Mission for Iraq to support the institutions of the territorial government, announcing the continuation of the mission to provide support to these institutions.

    The representative of the Secretary General of the United Nations that he told greetings of the Secretary-General of the United Nations Ban Ki Moon to the President of the Kurdistan region Masoud Barzani, congratulating him on the occasion of the anniversary of the Declaration of formation of the Kurdistan unified government.

    Iraq will auction 15 oil and gas assets once a new hydrocarbons law is passed
    , a top oil ministry official said during a trip to India, where he sought Indian interest to build new refineries.

    'Iraq is preparing 15 fields and blocks for first round of auction after approval of the oil and gas law ... tenders are under preparation,' Fayadh Hassan Nima, director-general at Iraq's oil ministry, said.

    Oil multinationals are waiting until a new hydrocarbon law, which sets the rules of investment in Iraq, to be passed by the parliament before pumping cash into Iraq.

    International oil firms are eyeing its giant and largely underdeveloped oilfields.

    Nima said he expected the law to be finalised within 'two to three months'.

    Iraqi Oil Minister Hussain Al Shahristani said earlier this month all parties had agreed to pass the law by the end of May.

    Oil is the country's main source of the hard currency needed to rebuild its economy, and the energy sector is struggling to recover from years of mismanagement and sanctions.

    Baghdad wants to build at least four new refineries to help it solve chronic fuel shortages.

    Nima said in New Delhi, it was hoping Indian firms would build two of those refineries.

    Iraq has eight oil refineries, none of which were damaged during the invasion.

    Oil officials say that the plants are operating at only 50 per cent-75 per cent of capacity, forcing Baghdad to import most of its fuel. Reuters
