Kirkuk Governor stresses necessity of participation of all of the application of Article 140

5- must be included at the beginning of the law articles (106, 111, 112, 121 (III)) of the Iraqi Constitution, which stipulates that the Council of Ministers to prepare a law on oil and gas exploitation and management of petroleum resources for the benefit of the Iraqi people as the owner of these wealth. In this case must delete paragraph (a) of Article (11) of the draft law.
