    Security Responsibility of Maysan Province Transferred to Iraqi Government
    Joint statement by U.S. Ambassador Ryan Crocker, British Ambassador Dominic Asquith and General David Petraeus
    Baghdad, Iraq
    April 18, 2007

    Today’s transfer of security responsibility in Maysan Province from the Multi-National Force–Iraq to the Government of Iraq and civilian-controlled Iraqi Security Forces (ISF) demonstrates another step towards a stable and secure Iraq. Maysan is the fourth of 18 provinces to be transitioned, and this reflects Iraq’s continued steps toward a capability to govern and protect itself and its citizens as a sovereign nation.

    The joint decision of the Iraqi Government and the MNF-I to transition security responsibility reflects their assessment of the situation in Maysan and the capabilities of the Iraqi Security Forces there. It also reflects an assessment of Maysan’s provincial leadership as having the ability to perform governance duties at the provincial level. Transition teams are in place to facilitate the transfer process, and Coalition forces stand ready to provide assistance if needed.

    Even after today’s transfer, Multi-National Force-Iraq will remain committed to the development of Maysan Province. To date, the U.S. Army Corps of Engineers has completed 211 projects in Maysan Province, totaling $98.2 million, and it will provide further funding for 15 additional projects totaling $14 million dollars. In addition to this, the Maysan Provincial Reconstruction Team is working with provincial officials to increase their ability to access central government funds and to improve the capacity of provincial institutions to spend revenues effectively. The PRT is also funding $8 million of health and road infrastructure projects, which will speed the delivery of essential services to the people of Maysan.

    The transition of responsibility in Maysan Province represents another step toward Iraqi self-reliance. With the continued support of the Coalition, Iraq will continue to progress along a path to national unity, improved security, and increasing prosperity which benefits all its citizens.

    Parliament resumes its sessions tomorrow

    The House resumes its sessions tomorrow,
    Tuesday, after a suspension of more than a week because of damage to one of the parliament buildings by the attack which targeted it.

    Abbas Bayati, a member of Parliament from the United Iraqi Alliance list News Agency (Voices of Iraq) Independent today, Monday, said that the Council will resume its normal at eleven tomorrow morning to discuss topics on the agenda, which said that members have not attained its contents.

    The explosion targeted a cafeteria in the building of the Iraqi parliament on the 12th of this month and led to the death of deputy Iraqi Front for National Dialogue, Mohammed Awad, and wounding a number of parliamentarians, journalists and workers in the building.

    And in relation to, Bayati said that the Constitution Drafting Committee may meet tomorrow, if completed straight to discuss a working paper submitted by the United Nations on the distribution of wealth, noting that the meeting will be held under the chairmanship of Deputy Chairman of the Committee Fouad Massoum because travel Chairman Dr. Humam Hamoudi with Prime Minister Nuri al-Maliki in his foreign policy.

    It is noteworthy that the Commission reconsider the terms of the Constitution re-writing some of the paragraphs of the Constitution and add new paragraphs and deleting others, and is composed of 29 members representing Mahtlv Iraqi spectrum.

    With advanced banks of the 14 participating offers to sell 2 million dinars compared presentations selling hit five million bank yesterday bought full exchange rate amounted to 1268 dinars.
    Mr. Ali Yasiri, one dealing with the World News Agency (Voices of Iraq) Independent said that the low exchange rate encouraged greater conversion because it came after the stability that has lasted for more than a month with the lack of clarity about the policy price in the days ahead.

    i commented on adsters article as did mike because we both confirmed it was the same information we had heard a couple years ago from troops on the ground who were guarding the survey crews.

    kuwait only dropped their rate to a dime when the war there began and when it was over they immediately raised it back to where it was.

    yes the dinar is worth at least $5 if not higher we know from their natural resources, but they must show stability in the country in order to get up there. i believe it will open up at least a dollar twenty and then revalue again for next year and possibly a third time the next year. with stability comes the higher rates and when they achieve that there is no limit to the value of the dinar.

    New Findings Peg Iraq's Oil Reserves At 200 billion Barrels
    23 April 2007 (AHN)

    Iraq may have untapped oil reserves of over 100 billion barrels on top of a known reserve base of 116 billion barrels, making Iraq the world's potential top oil producer, says an IHS Inc. report. According to IHS's rankings, Iraq ranks third in known oil reserves, behind Saudi Arabia and Iran.
    The consulting firm in a comprehensive report released Wednesday said the untapped oil reserves mainly lie in the western part of the country.
    Describing the oil reserves a "gold star opportunity," president and chief operating officer of IHS Ron Mobed told reporters the security situations need to improve drastically to let the country exploit the potential. "Obviously the security side is a big question," Mobed remarked.
    According to the IHS report Iraq's two main oilfields, at Kirkuk in the north of the country and Rumaila in the south, were operating below capacity due to damage caused by the war and previous sanction regimes.
    Iraqi's highest oil production was in 1979 at an average of 3 million barrels a day. The country could not realize its target of pumping 3.5 million barrels a day set back in mid-2006. So now the daily output stands at two million barrels per day, down from three million barrels in early 2003. "It could rise to four million barrels by 2012 if the conflict subsides and new investments in oil infrastructure are made," the IHS report said. It also said the output could be raised to six million barrels in the future.
    IHS said its experts conducted a field-by-field analysis of Iraqi oil prospects and the finding would be released next month in full detail.

    U.S. envoy says coming months critical for Iraq

    BAGHDAD (Reuters) - The U.S. ambassador to Baghdad said on Monday the months ahead for Iraq's government would be "critical", adding the country's leaders needed to make progress on reconciling warring communities.

    Ryan Crocker, in his first news conference since arriving in Baghdad late last month, said Iraq needed to pass key legislation seen as vital to healing divisions between majority Shi'ites and minority Sunni Arabs.

    He urged the government to make use of a U.S.-backed security plan in the capital to move forward on reconciliation.

    "I think the Baghdad security plan ... can buy time but what it does is buy time for what it ultimately has to be -- a set of political understandings among Iraqis. So I think these months ahead are going to be critical," Crocker said.

    Crocker was echoing remarks made by U.S. Defense Secretary Robert Gates, who met with Iraqi leaders in Baghdad last week.

    Iraq PM orders halt to Baghdad wall

    Iraqi Prime Minister Nuri Al Maliki has ordered a halt to the construction of a wall around Al Adhamiyah, a Sunni enclave surrounded by Shiite areas in Baghdad.

    "I oppose the building of the wall and its construction will stop. There are other methods to protect neighbourhoods," Al Maliki said on Sunday. "I asked yesterday that it be stopped and that alternatives be found to protect the area."
    Criticism has mounted over the construction of the wall, which the US military said will protect residents from sectarian violence.
    Sunni leaders and residents said it will only serve to isolate them and divide Baghdad along sectarian lines.
    Lieutenant-General Abboud Qanbar defended the scheme. "The barriers can be modified or removed at any time ... the purpose of these barriers is to provide security," he said.

    US troops have begun placing six-tonne sections of wall around Adhamiyah. When finished, the wall will be up to 3.5m high with military checkpoints at entrances.
    US officials had said the districts of Amiriya, Khadra, and East and West Rashid will also become "gated communities".

    US to 'respect Iraqi view' on wall

    The US ambassador to Iraq has said the American military will "respect the wishes" of the Iraqi government regarding a barrier being built around a Sunni enclave in Baghdad, but stopped short of saying construction would stop.

    Ambassador Ryan Crocker made the comments at a news conference on Monday.
    They came a day after Nuri al-Maliki, the Iraqi prime minister, said he had ordered the building of the wall in Adhamiyah to stop after the project drew strong criticism from residents and Sunni leaders.
    "Obviously we will respect the wishes of the government and the prime minister".

    "I'm not sure where we are right now concerning our discussions on how to move forward on this particular issue," Crocker said.
    But he defended the principle behind the Adhamiyah wall, saying it was aimed at protecting the community, not segregating it.
    As he spoke, hundreds of Iraqis took to the streets in the area in northern Baghdad to protect the wall's construction, which residents have complained would isolate them from the rest of the city.
    Crocker said the intention of the barrier in Adhamiyah as well as those constructed around markets in the capital is "to try and identify where the fault lines are and where avenues of attack lie and set up the barriers literally to prevent those attacks."
    "It is in no one's intention or thinking that this is going to be a permanent state of affairs."
    Criticism
    Al-Maliki said he has ordered a halt to the US military construction of the wall on Sunday in Cairo, Egypt as he began a regional tour to shore up support from mostly Sunni Arab nations for his Shia-dominated government.
    The US military announced last week that it was building a 5km-long and 3.6 metre tall concrete wall in Adhamiyah, a Sunni stronghold whose residents have often been the victims of retaliatory mortar attacks by Shia fighters following bombings usually blamed on Sunnis.
    US and Iraqi officials defended plans for the barrier as an effort to protect the neighbourhood, but residents and Sunni leaders complained it was a form of discrimination that would isolate the community.
    Lieutenant Colonel Christopher Garver, a US military spokesman, declined to comment on whether construction of the wall would stop, saying only that all security measures were constantly under discussion.
    "We will coordinate with the Iraqi government and Iraqi commanders in order to establish effective, appropriate security measures," he said.
    The Sunni Iraqi Islamic Party had denounced the wall's construction earlier on Sunday.
    "Isolating parts of Baghdad with barbed wire and concrete barriers will inflict social and economic damage and it will lead to more sectarian tension," it said.
    "This measure will harm the residents and it will have a negative impact on the areas instead of solving the problems."
    Aides to al-Sadr also criticised the barrier as an "unacceptable" move by the United States, saying they feared Shia areas in Baghdad like Sadr City would be next.
