    I posted this on another website so some of you may have already read it. Just an observation I have been thinking about.


    As we can see from past articles inflation is still a problem in Iraq but not an uncontrollable one. With the loss of a lot of the government subsidies inflation is going to be around for awhile. For the time being this is good for us because it will continue to foster the desire to pull money out of circulation, thus raising the value of the Dinar. With the different programs in the 2007 budget, which includes a $91 handout, for the first and last three months of the year, to each person deemed a hardship case and a (if I remember correctly) 50% increase in pay for the government employees, the economy will get a strong boost. The government is the largest employer in the country. It seems the GOI is really trying to stimulate the Iraqi economy.

    There was another article that the demand for the dollar is also growing, this means only one thing. With the general populace hording the Dinar and the CBI continuing to pull Dinars out of circulation, the demand for the dollar is up because the Iraqi economy is growing and imports are increasing. Purchasing power is slowly increasing and almost all imports are in dollars. If demand for the dollar is up then imports are also up. We know from the past articles that the economy is growing at about 12 to 15 percent a year, this demand for the dollar helps back that supposition of a growing importing economy. If they can keep the inflation from getting out of control this is a great formula for a rapidly growing economy. Remember in another article they plan on getting the 22 factories around Baghdad up and running by the end of the year. The people surveying the factories were surprised at the good condition the factories were in. This alone is going to employee 22 thousand people.

    With the neighboring countries reaping a good portion of the benefits of the growing import business in Iraq this will help curb the influx of violence. We are already witnessing this between Turkey and the Kurds. Syria and Iraq want to soon reopen an already existing oil pipeline to the Mediterranean. You can be sure Syria won’t let that revenue generator get bombed and hopefully we will see the oil pipeline to Turkey not bombed as much now, since Syria has theirs too. I think we are seeing the stage being set to a witnessing of an economic boom in that part of the world. The revaluation is coming, maybe not as fast as I would like it, but it is only a matter of time. I don’t think that time is more than 2 years out at the very most.

    The article is a couple of days old but we are seeing some great things starting to happen in Iraq and here is one of them

    With the Iranians nationalizing the Japanese oil assets in Iran, we can see from here the Japanese are doing what it takes to secure their energy needs. The money allocated for the oil and electricity, which is the largest portion of the loan, is to build an oil pipeline with all of its electrical power needs from Basra to the ports. The increase in the importing of goods from the overflow of this loan and the employment opportunities is going to be huge. This is no small amount of money. Right now the going rate to carry a bomb is 50 to 70 dollars, I have a feeling the influx of these types of loans are going to drive the insurgents out of business. Why have the dangers of carrying a bomb when the ignition switch is in someone else’s hand, when you can make more money working for something that will give you a good feeling at the end of the day, because you are bettering your community. There will always be the hardcore insurgents but it is going to get much more difficult and expensive for them to recruit in the future.

    The Iraqi Ministry of Finance is preparing to receive the Japanese loan of 3.5 billion dollars by the end of this month after it signed an agreement with the Japanese embassy during the bilateral meetings held for the period from 12-18 last December in Amman. A source in the ministry said that the Japanese loan is expected to arrive this month and that it is specified for the implementation of projects of rebuilding Iraq. Those projects concern the sectors of electricity, oil, water resources and industry. The source pointed out that currently the legal and administrative aspects of implementing the loan are being discussed after the approval of the Economic Committee for the projects prepared by the relevant ministries.

    This is absolutely great stuff in the article below. This is the kind of thinking we have been waiting for. People are starting to to see and plan a better future. They have hope. This is what is going to defeat the insurgents and in turn raise the value of the dinar.The more we see of this kind of thinking and doing, the faster the dinar will go up.

    Mahmudiyah’s mayor wants to chart a new course and believes a signature project for his community would be welcome news.

    Mayor Muayid Fadil Hussein Habib is viewing several possibilities including a Vocational Technical College, a soccer stadium, and a vegetable and fruit processing factory.

    "My hope is that we can convince Iraqi and American officials to invest here in a facility that will have a meaningful impact for decades to come," Muayid said. "These projects would employ local people not only in the construction phase, but would benefit our area and help the local economy as a lasting legacy," he noted. He was also hopeful that a facility like a Vocational Technical College would encourage other small industries to open in his community, such as a new cement plant or metal fabrication shop.

    "We need to boost our local employment opportunities that will benefit not only Mahmudiyah, but the surrounding villages." He was hopeful farmers in his areas could qualify for low-interest loans so they could expand their agricultural opportunities including fish farms, poultry and beef operations. "If we can help them with the start-up costs, they will be able to repay those loans with the profits. It’s another way to help the local economy," Muayid said.

    David Schmidt with the U.S. Army Corps of Engineers recently met with Muayid to discuss those possibilities, as well as ongoing work in his city. Schmidt encouraged the mayor to work through his Iraqi officials and the Baghdad Provincial Reconstruction Team to determine what was possible and to identify funding.

    Ongoing work includes repairing the community’s water treatment plant, rebuilding Mahmudiyah’s Market, school renovations, a new primary healthcare center, and electrical distribution upgrades.

    Regarding such projects, Muayid asked that local contractors be utilized. Schmidt said his office is interested and willing to schedule a meeting with local contractors to provide them training on how to prepare bid proposals -- the documents and references that are required. He also suggested that someone in the mayor’s office attend so they could offer that information to others in Mahmudiyah. "It shows them the steps necessary to qualify for the work," he added.

    Schmidt complemented the mayor on his interest in economic development. "This is a definite priority for all -- business and job creation is something we’re all interested in," Schmidt said.

    "We need new projects offering long-term benefits," the mayor noted. "This is how we’re going to build a new Middle East. Such efforts will encourage trust and friendships we’re all looking for."

    With the number of specialists in the economic field for the need to speed up the adoption of the current year budget, and work on what came from allocations for the advancement of the country by residential and service in various fields.
    They warned of the failures that may be due to administrative corruption stressing the importance that the government is working on the follow-up mechanisms to implement what was stated in that budget plans and urban health, education and service will be strictly to the upgrading of the Iraqi reality in a comprehensive manner.
    In the meantime, the extensive discussions have taken place between members of the House and a number of specialists approval and stand on the key strengths and address the contents of the negative aspects, and had recommended a number of attendees to speed up the adoption of the budget because it contained a large investment funds benefit of Iraq to set up many vital projects which is dire need them.

    Call to speed up the ratification
    He called on the Minister of Planning and Development Cooperation on Papan the House of Representatives to speed up the ratification of the budget for the current year.
    He said during a discussion of the financial budget for the current year in the House of Representatives : that the ratification of the budget will reflect positively on the completion of many projects. The delay in ratification would delay the completion of those projects. Stressing that the government could, in this circumstance is difficult to develop a budget not by any previous government, which is encouraging the completion of the budget plans of all ministries during the current year if implemented carefully.     Dollar demand down in Iraqi Cenbank auction
    Baghdad, Jan 23, (VOI) – Dollar demand declined on Tuesday in Iraq’s central bank daily auction, reaching $60.605 million compared to $104.240 million on Monday.
    In its daily statement the bank said it covered all bids which were $13.105 million in cash and $47.500 million in foreign transfers at an exchange rate of 1,295 dinars per dollar, three ticks lower than Monday’s rate.
    None of the 14 banks that participated in Tuesday’s auction offered to sell dollars.
    Economist Abdul-Razzaq Sadeq al-Abaiji told the independent news agency Voices of Iraq (VOI) the new decline in rates heralded a new retreat in auction activity.
    Abaiji expected a big rise in the monthly sales of the central bank during the coming months after approving the Iraqi federal budget in dinars. He said this would make the government buy dinars from the central bank and sell dollars in the daily auction, thus propelling sales to record levels.


    I don't post much, but this really jumped out at me. It would appear that changes need to be made in the verbage of the 2007 budget monetary allocations. Since the budget was approved in Dinars, either the Dinar needs to be adjusted, or the amounts requested by the ministries needs to be adjusted. JMHO

    WASHINGTON (AP) -- The Army general who would carry out President Bush's troop buildup in Iraq urged patience Tuesday and predicted "tough days" ahead.

    "None of this will be rapid," Lt. Gen. David Petraeus told the Senate Armed Services Committee. "The way ahead will be neither quick nor easy."

    Many in Congress, including some Republicans, oppose Bush's plan, which would send an extra 21,500 U.S. troops to Iraq as part of a revised strategy for quelling sectarian violence in Baghdad and stabilizing the country. Before the build up began in recent days there were 132,000 U.S. troops there.

    Bush nominated Petraeus to replace Army Gen. George Casey as the senior American commander in Iraq. Petraeus told the committee he had spoken to Casey in recent days and that Casey said he favored Bush's troop build up.

    Sen. Carl Levin, D-Michigan, chairman of the committee and a leading critic of Bush's Iraq policy, pressed Petraeus on whether the flow of additional U.S. troops could be halted in midstream if the Iraqi government failed to meet its commitment to provide thousands more Iraqi troops.

    "It could," Petraeus replied. Earlier he said there were no "specific conditions" the Iraqis must meet in order to keep the flow of U.S. forces moving. The last of five additional U.S. brigades are scheduled to arrive in the Iraqi capital in May; the first got there just days ago.

    Petraeus said that in the event the Iraqis did not meet their commitments, he would consult with Defense Secretary Robert Gates on how to respond.

    'The situation in Iraq is dire'
    In his opening statement, Petraeus, 54, painted a grim picture of conditions in Iraq.

    "The situation in Iraq is dire," he said. "The stakes are high. There are no easy choices. The way ahead will be very hard. ... But hard is not hopeless."

    Petraeus, a former division commander and once the head of the Iraqi training mission, is considered a shoo-in to win Senate confirmation as commander of Multi-National Forces-Iraq. Devoted early in the war to trying to win the hearts and minds of Iraqis, Petraeus later wrote the Pentagon manual on how to tackle insurgencies. He also previously supported expanding U.S. forces in the region.

    Sen. John McCain, R-Arizona, a leading proponent of Bush's troop build up plan, asked Petraeus how long he thought the U.S. build up could be sustained.

    "I am keenly aware of the strain" on the Army and Marine Corps, Petraeus said, adding that he welcomes Bush's proposal to increase the size of the land forces over the coming five years.

    Asked by McCain how soon he thought he would know whether the new strategy was working, Petraeus said, "We would have indicators at the least during the late summer." As currently planned, he said, the last of the five additional U.S. Army brigades would be ready to fight in Baghdad by the end of May.

    Kennedy: How long will they stay?
    Several committee members noted that Petraeus recently oversaw the writing of a new Army manual on how to counter an insurgency. Sen. Edward Kennedy asked him why an extra 21,500 would make a significant difference.

    Petraeus replied that the important factor was how extra troops are used, not their numbers. Their main focus, he said, will be on securing the civilian population of the capital rather than killing insurgents.

    Kennedy, D-Massachusetts, asked how long the extra troops would remain in Iraq.

    "I don't know what the time limitation is," Petraeus replied, adding that it would be reasonable to give the Iraqi government more time to gain its political footing and to make the tough decisions needed to quell sectarian violence.

    Casey said last week that the new U.S. troops might be able to begin leaving as early as late summer.

    Sen. John Warner of Virginia and two other Republicans on Monday announced legislation denouncing the U.S. troop increase, as House leaders drafted what they called "strategic benchmarks" for the war. (Watch GOP's Warner compare Iraq indirectly with Vietnam )

    "I feel ever so strongly that the American GI was not trained, not sent over -- certainly not by resolution of this institution -- to be placed in the middle of a fight between the Sunni and the Shiite and the wanton, incomprehensible killing that's going on at this time," Sen. John Warner, R-Virginia, told reporters Monday.

    قال محمود المشهداني رئيس مجلس النواب العراقي اليوم الثلاثاء اثناء أفتتاحه الجلسة رقم 62 أن قادة الكتل يصوتون اليوم على طلب تمديد عمل المجلس لغاية العاشر من شباط فبراير الجاري.
    Said Mahmoud Almshahadani President of the Iraqi parliament today, Tuesday, during the inauguration of the No. 62 that the leaders of the bloc vote today on the request for the extension of the work of the Council until February 10th of this month.

    وقال المشهداني لاعضاء البرلمان " تم الاتفاق على ذلك بشرط أن تكون الفترة منتجة ويتم فيها الانتهاء من التصويت على الموازنة وإقرار قانون عمل المفوضية العليا المستقلة للانتخابات وقانون أنتخابات مجالس البلديات وتمديد قانون الطوارىء.
    He said Almshahadani for members of Parliament "has been agreed on the condition that the period be productive and be the completion of the vote on the budget and approve the work of the Office of the Independent Electoral Commission and the law of the municipal elections and the extension of the Emergency Law.

    وقد صوت مجلس النواب بالاجماع على تمديد عمل البرلمان لغاية العاشر من الشهر الجاري.

    That converts to 31 million dollars..... NOT LIKELY
    I would tend to believe that the amount is still 41 Billion but he just converted it and SAID DINARS... now that is just my opinion

    I like the way you're thinking but slow down -they didn't say the amount in that article. They only mentioned approving the budget in Dinars, not the amount of Dinars. Again, i like where your heads at but seems a little premature based on just this article.
