Mr. Baqir Jabr counterpart, Minister of Finance that the government is continuing to support oil derivatives through the allocation of seven billion dollars to support oil products.

He pointed out that 2007 will be lifted Mizanihame support from the derivatives Alenaftyhama with regard to the application of a new salary stressed that the ministry decided to strike work under a new salary from this month, pointing to the allocation of amounts necessary.

In regard to the new policy pursued by the Central Bank of Iraq and to raise the value of the Iraqi dinar through the opening of the auction's daily buying and selling of foreign currencies minister explained that this policy aimed to raise the value of the Iraqi dinar against other currencies, especially the dollar through a fixed exchange rate of exchange and the value of '1260' dinars to the dollar with a financial policy for the Iraqi dinar to normall, pointing out that the House did not approve a plan of implementation so far.

He added : that the government had allocated in the budget for the current year, three billion dollars to cover the costs of construction of new lines and maintenance of the filter with the current allocation of $ 300 million for the purchase of kerosene.

The Iraqi Oil Ministry had announced earlier in the termination of negotiations with foreign companies for the construction of three new division for refining crude oil in the cities of Sulaymaniyah and Karbala and Nasiriyah to the tune of three billion dollars to secure the domestic consumption of oil derivatives.

I found this use of the word AND interesting.

Why didn't they say... raise the value of the Iraqi dinar against other currencies especially the dollar through a fixed exchange rate of '1260 dinars??

How does the use of AND change this sentence instead of using OF? I'm seeing 2 "tools" being used here to return the dinar to normal....a fixed rate AND a financial policy. Please re-read this paragraph, several times if need be and see if you see this also. Seems to be that the 1260 rate will be used to reach a fixed rate once they use their financial policy that is written into the budget to return it to "normal". Meaning...$1.26 fixed? I just think there is more than meets the eye in this statement. Any thoughts?

Sources in Iraq's parliament said an economic and financial committee will be formed to revise the government's $42 billion 2007 budget.

The sources said the committee will address certain issues including earlier decisions to withdraw the funding from projects taken on by ministries and provincial authorities if they fail to complete 75 percent of the project.

The sources added it is not possible to punish a whole ministry or province for the underperformance of a limited number of people.

Thanks Mike, Neno and CDN Scrooge for your responses. I do understand that the amendments are to the Constitution. Sorry if I was not clear about that. My understanding is that what we are seeing is discussion and coming to agreements on the amendments. What I have been told is that those amendments could take months to go through the process and be finalized even after everyone is in agreement. I just don't know enough about the process to be certain about the timeline. I hope for everyone's sake that what I'm hearing is wrong and that it's just a matter of voting and signing the amendments into law.

The possibility of more delays is what continues to frustrate me incessantly. I'm affraid that we will see an never ending array of reasons to postpone the sorely needed revaluation of the NID which is seemingly the only way to quell the rampant inflation plaguing Iraq.

From what I understand, everything must be finished this month. What I don't understand is, what happens if it is not? On the one hand, I like to think that those in charge are highly educated and endowed with the good common sence needed to do what's best for all concerned and that likely they know much more regarding the circumstances than what we can possibly glean from the various news reports however, on the other hand, I'm beginning to think that those in charge are either so stupid or greedy or just so down right evil that we may never see this country succeed.

Really, I mean how hard can it be to quell the violence to manageable levels and how hard can it be to implement the necessary laws to get this country moving forward for the good of all? I hope ya'll can forgive my sudden pessimism brought on by frustration over the lack of appropriate action from those that should know better as they are in the position of leadership and I guess maybe I expect too much but honestly, I think I could do a better job and I don't know anything.

If anyone has any encouraging words, they would be much appreciated.

إA decline in demand for the dollar, the exchange rate in the Central Bank auction.

Baghdad - (Voices of Iraq)Decreased demand for the dollar at the end of the week at the Central Bank of Iraq today, Thursday, recording 86 million and 490 thousand dollars, compared with 92 million and 165 thousand dollars yesterday.

Such purchase orders by 28 million and 540 thousand dollars in cash and 57 million and 950 thousand dollars in the form of remittances outside the country, the Bank has full coverage at the exchange rate low of 1290 dinars to the dollar, down two points from the rate of exchange of 1292 dinars yesterday, the first decline since the week.
Did not make any of the 16 participating banks to sell the dollar offers for the bank.
He explained Mr. Sadiq Abdul Razzaq as far, the economic expert and industrial News Agency (Voices of Iraq) Independent that the decline in the volume of demand does not affect the auction because it is still within the limits of high demand as of this week, is the highest circulation weeks auction ever.

He pointed out that the lack of offers sales due to the depreciation of the exchange rate at the closing session of the week, which is not expected unless the price after the state for more than a week.
