i couldnt tell you why the decimal is moved 4 spots, nor can you use this to determine a usd amount (unless you plug it all back in the equation from earlier). however, it is a very strange coincidence and one that warrents some more thought.


the only thing i see wrong ( i use that word loosely not trying to imply anything ) doesnt the SDR rate actually translate into a set value set by that countries currency value ( example i think 1sdr = 1.29 usd or something like that ) so to currect the above mentioned rate you would need to find out what 1SDR to 1IQD is and that should give you your correct rate ( based on the math mentioned above ) now if im wrong im sorry just i seem to remember it being mentioned somewhere before
