"It seems as if it were about social welfare or the Baath party that it would have been spelled out."
    __________________________________________________ _________

If it is about the Baath Party that would be EXTREMELY HUGH!!! AND THAT WAS AN AMENDMENT TO THE CONSTITUTION AND HAD BEEN SENT TO PARLIAMENT OVER A WEEK AGO...

Remember the cabinet approved the bill that would allow Baath Party members to return to their old jobs as follows:

Military Personnel (80,000 plus) would be able to rejoin the military by merely reporting in to their old unit headquarters (up to the rank of Colonel) Colonels and above would be taken back after a review. If they were not taken back they could apply for their retirement at full pension.

Civil Servents could return to their old jobs (to include teachers) but would have 3-6 month period where they could have charges brought against them by concerned citizens but, after that no charges could be filled. Again, if not accepted back they would get their pension.

If this was to be what was posted; this ENDS the Sunni Civil War as this was what the groups were asking for.

In some ways this is more important than the HCL....

This was one of the most important benchmarks next to HCL....

Let's hope one or the other...OH WELL! Lets pray for both!!

Do you have the power to move them?

If so, I suggest all political statements (US that is...) be moved to the appropriate section of the forum.

    Thank you.

They are of great importance, however I feel that they have a greater reason to keep the HCL secretive for as long as possible.

Of interest on the VND, the State Bank web site has been down since Friday. That is like the CBI site.

There may or may not be a connection to the web site but the head of the State Bank of VN, Ho Chi Ming, suddenly passed away at his office Friday at 8am where he was found. The medical experts suggested an autopsy, but relatives took him home. He was a member of the Vietnam Communist Party unit in HCMC.

I hesitated for days to bring this up and I feel it wise to not debate it at this time. Thanks

Thanks, well we know that Iraq is very anxious to bring foreign investment dollars into the agriculture and tourism sectors. They do believe that they hold outstanding investment potential. A smart use of time as well, while they work out the HCL. Great to see them making progress.

sorry, that post was a mistake. i have re-investigated and the first amendment to the iraqi constitution is stated as dealing with unity:
The first amendment, adding the phrase "The constitution is the guarantee of the unity of the country", might have important symbolic value, but is meaningless if the violence and insurgency continue.
Asia Times Online :: Middle East News, Iraq, Iran current affairs
    Article 1:
Amendment:(The Republic of Iraq is a single, independent federal state with full
sovereignty. Its system of government is republican, representative Parliamentary
and democratic. This Constitution is the guarantor of its unity.)
The Republic of Iraq is an independent sovereign state. Its system of government
is republican, representative (Parliamentary), democratic and federal.
