Of course its been delayed. You are telling us something that is obvious. Violence has delayed it in the past. And Violence has delayed these significant regulations and laws. Now disagreement on oil proceeds has delayed the oil law. Iraq could not agree or pass their 2007 budget until the year was well on its way to being started. Come on they are looking like the US congress more and more....lol Just read the articles coming out. They tell us that this thing IS delayed. There will be no huge move on the Iraqi dinar until ALL pertinent laws and regulations are passed and I believe they will be required to be a full member of the WTO. Tell us something we dont know....
