CBI: Office of Financial Supervision demands audited budgets

A Central Bank of Iraq Board of Supreme Audit systematic scrutiny in the financial budgets for previous years.

The central bank adviser said the appearance of Mohammed Saleh told the Kurdish news agency "The BSA is located on his shoulder a great responsibility in the audit of the budgets of previous years which failed to scrutiny," adding that "the bank hopes from the Board of Control to speed up the checking of these budgets and Statistics Final numbers have both its primary and complementary. "

And that "non-audit the budgets of previous years disrupted financial transactions for Iraq with the fund financial development (dvi), who runs the Iraqi funds since 2003 in coordination with the United Nations main supervisor on the financial revenues due to Iraq's oil exports," explaining that "technical reasons and security behind the delayed Office of Financial Supervision in an audit disclosures budgets for previous years, but this was supposed to be addressed carefully and make public statements and accurate information about public budgets before the end of the fiscal year. "

And formed a government in Iraq last March a commission to expedite the check numbers, financial budgets for previous years.

On the other hand, said an economist Ali Ke Ji's (Rn) that "the lack of audit of funds disbursed from public budgets by the Office of Financial Supervision offers a greater opportunity for mischief for tampering with public money," noting that "Checking the budget with the end of each financial year will help boost the economy Iraqi and treatment of inflation suffered by the Iraqi market because of the blurry figures of final disposal by the Iraqi government. "

He noted that the "exchange numbers financial budget must be by the Committee of specialist follow-up of Iraqi funds, not only by the Prime Minister and Minister of Finance," stressing the need to "check the budget 2011, with the end of the financial separation of the first and then re-checked with the launch of the supplementary budget."

It is hoped that the cabinet will discuss the country's general budget for 2011 later this month after the end of the Ministry of Finance prepared.

The committee was briefed on the economic and the draft paper provided by the Ministry of Finance, and found the real deal for inflation through the support of institutions of industrial productivity and urged the Ministry of Industry to turn them into profitable companies.

The Iraqi Finance Ministry announced last month that the finalization of the draft budget for Iraq in 2011, and the new budget allocates a large share of investment, and to support the government's development strategy that will continue for the next four years.

The initial budget for Iraq in 2011 about 86 billion and $ 400 million, assuming the price of oil is $ 70 per barrel, an increase of up to 14 billion dollars in the last budget.

In addition to the existing concerns of the late adoption of the budget for the lack of sessions of the Council of Representatives because of the government crisis, the experts in the field of economists argue that the budget did not address many issues, most notably inflation.

According to the Financial Management Act No. 95 of 2004, the government should prepare a budget for the following year, in September of each year, in preparation for discussion at the House of Representatives for approval.

Many feel that the delay in adoption of the budget would put the country in the midst of another crisis, will reflect negatively on service projects and investment in the country.

And usually sees the preparation of budgets, the country's financial and approval delays by the government and the House of Representatives because of the large number of objections and criticisms on some of its clauses, most notably the aspects of exchange and the financial allocations for some government institutions and the three presidencies.

The House had previously acknowledged last January that the 2010 budget at 72 billion and $ 400 million deficit of $ 19 billion and $ 600 million assuming the price of a barrel of oil at 62 dollars and 50 cents.

Iran, Iraq set to boost ties
    http://www.presstv.ir/detail/148085.html

Iran's President Mahmoud Ahmadinejad and his Iraqi counterpart Jalal Talabani have stressed the need to further boost the already flourishing Tehran-Baghdad ties.

In a late Sunday phone conversation, Ahmadinejad and Talabani discussed issues of mutual interest, calling for the further promotion of bilateral ties.

Ahmadinejad described Tehran-Baghdad relations as "very good," expressing hope that the establishment of an Iraqi government would result in the all-out expansion of bilateral ties, particularly in political and economic areas.

Making reference to his meeting with Talabani on the sidelines of the UN General Assembly in New York, the Iranian president said, "Good issues were brought up in that meeting, and I hope such meetings will continue."

Talabani, for his part, said Iraq is keen on bolstering relations with its eastern neighbor.

"I hope I will pay a visit to Tehran after the Iraqi government is formed," the Iraqi leader said.

15 countries and more than 1,000 firms to take part in Baghdad trade fair

Baghdad International Fair expects largest participation since the 2003-U.S. invasion when it starts its 37th session at the beginning of November.

The fair’s director-general, Sadeq Sultan, said the 10-day fair will see 1,200 foreign firms taking part as well 15 foreign countries.

“The participation of so many firms and states is beyond our expectations if one bears in mind the political hurdles,” he said.

Sultan said some firms and states, which he did not name, were about to cancel their participation. “The holding of the fair itself was at some point at stake,” he said.

He said the problems facing the formation of a new Iraqi government more than six months after the general elections were among the main obstacles.

Sultan said this year’s session “is outstanding as it managed to lure countries such as France, Japan, Germany, India and Holland.”

He said tentatively, both Sweden and Bulgaria have agreed to be present.

As for security, Sultan said he had received assurances from the Baghdad Operations Command to safeguard the session, the participants and the visitors.

The Spokesman for Al-Iraqiya Bloc, led by former Prime Minister Iyad Allawi, Mamsoun Damalouji, has described the statements by some of the bloc's Members of Parliament, regarding the nomination of Vice-President, Adel Abdul-Mahdi, for the new prime minister's post as "mere wishful thoughts."

"Al-Iraqiya does not want to surpass the events; because we have a full agreement with the Supreme Islamic Council towards the national scheme, without the discussion of distributing the posts," Damalougi told Aswat al-Iraq News Agency.

She pointed out that "the statements by some of Al-Iraqiya leadeships and parliament members towards the official position of the Abdul-Mahdi's nomination for the new prime minister's post does not exceed being personal viewpoints and 'mere wishful thoughts."

Damalougi said: "al-Iraqiya was waiting for Abdul-Mahdi to return from Arbil, in order to reach an official position for the interest of the said scheme, through discussing the practical mechanisms to practice the initiative of Kurdistan Region's President, Massoud Barzani, to hold a meeting for the political forces in Arbil in order to put an end for the the crisis of the formation of the new government.
