Iraqi port is struggling to meet the requirements of major oil companies

facing Iraq's hopes of achieving economic prosperity through agreements worth billions of dollars to develop its vast oil reserves, a major obstacle is the lack of berthing space and bureaucratic vulnerable in the largest ports.

Neglect and lack of investment and red tape, corruption and bureaucracy are all factors that left the port of Umm Qasr near Basra's oil industry in the country is ill-equipped to deal with the requirements of major oil companies are trying to move tons of equipment to Iraq.

Ismail Ashour, owner of a pool Basra local freight port of Umm Qasr, while the ships were lined up in the Gulf and waited for the trucks in long lines to receive the shipments "for the mechanisms are missing .. minus mechanisms ports of Iraq. lacks ports Iraq any to him, even if they have a mechanism operates Iattloha to blackmail Trader Of Iraq."

Iraqi authorities seek to improve the country's port facilities including the upgrading of berths at Umm Qasr port and plans to create a huge new cost six billion dollars in the FAO in the far south of the country.

Complained that companies that import wheat, sugar and rice from the bribes the large, poor services and high costs of handling that make the Umm Qasr, one of the most expensive ports in the world for shipping companies.

Ashour said "the customs and shipping each one of them tariff. This tariff equivalent to several times the number of neighboring ports. Now that the Iraqi trader started playing on the transfer of goods through the ports of Iraq. began work on a Kuwaiti port of Bandar Abbas ... on ... on the way."

The agents say that the shipping fee to dock in any port in the world does not exceed one thousand dollars, but traders in Iraq are forced to pay eight thousand of the representative line.

Reliable and Iraq, which pass into decades of war, sanctions and economic decline to raise the production capacity of the quadrupling of oil out of the chaos launched by the US-led invasion in 2003.

But companies such as BP, Royal Dac, Shell Lucy. & C Chinese compete to raise the capacity of Iraq's oil finding it difficult to just drop the equipment you need on board the ships and transported from the port to some of the biggest projects to develop oil fields in the world.

And lies over Iraq's third largest oil reserves in the world have signed agreements to increase production capacity to 12 million barrels per day during the seven years in a major leap for a country struggling to provide the most basic needs of a population of 30 million people.

And prompted complaints from officials of the foreign oil companies of the capacity of the port and roads and crumbling infrastructure, dilapidated Iraqi oil officials to conclude an agreement with Kuwait to open the border crossing, particularly for oil companies.

Said Jafar Director-General of the Southern Oil Company owned by the Iraqi state "There's a volume of great work in ports. possibilities ports operator Iraqi .. potential and human resources, technical resources may not be sufficient to cover these things. in addition to the presence of some failures of human and these are present in all constituencies And not in Iraqi ports company only."

Iraq is not and does not have a narrow coastal strip between Iran and Kuwait and Umm Qasr port receives 80 percent of its imports. The Iraq's imports of grain for the food rations huge large part of this activity.

Jaafar stressed that the new border point will facilitate the flow of equipment to oil companies that won contracts to develop Iraq's oil fields after he complained of the capacity of the country's busy ports.

He said the ministries of oil, finance and Interior is considering the proposal but should also be approved by the Kuwaiti government.

"I put Another solution is to create a port another border in the North Rumaila. Coordination is now in the circles of the Iraqi state, either in the Oil Ministry or Ministry of Interior or Ministry of Finance. must be coordination between these bodies in order to open this port is also proposed to the minister. There Considerable understanding of this issue by the Ministry of Oil we need desperately. "

In the field of Rumaila largest oil field in Iraq prescribed product executives, engineers, workers digging in the process of large development to raise the daily production of one million barrels for about three-fold.

The project is the first contracted by Baghdad, and won by British Petroleum . my Lucy. that. Me. C . There are 300 workers already there for the oil services company Weatherford International, a company that won a contract worth 500 million dollars to drill new wells. It also starts the implementation of agreements for the development of ten other oil fields.

    Baghdad, July 15, 2010

That the new interpretation of Article (76) of the Constitution submitted by Mr. Medhat al-Mahmoud President of the Supreme Judicial Council, in his press conference on 10.07.2010 and as a bloc meant that the largest number is (mass, which was formed within the parliament and not the winning list) is a serious turning point in the process of The Iraqi judiciary that is affected, especially in the recent pressures and fickle political to some bodies and clearly, has moved Mr. Medhat al-Mahmoud in the interpretation of the latter on the right, and the philosophy of logic, when he contributed in the interpretation mentioned cancel the meaning of victory in the elections, and violated all norms and principles that the practice of the Practices of democracy in the world, and if it was that Mr. Mahmoud marketing of the new interpretation in order to satisfy this side or that he has committed a dangerous precedent set by the Iraqi judiciary and put in front of the historic responsibility of : -

    1. to contribute to the complexity of the political landscape and increase the negative effects resulting from the delay in forming a government.

    2. override the will of voters who cast ballots in order to reach a government that represents their aspirations are real, and lift them out of the painful reality of their lives because of instability and lack of services.

3 . Convert Iraqi judiciary authority of the senses that people are an influential factor in the establishment of justice and rights into a tool for the implementation of the specific points of wills against the others.

And Iraq, as recorded profound astonishment that this interpretation is far from fair, it recalls that the President of the Supreme Judicial Council that he was better by the consolidation of justice and end the controversy on this issue as the proceedings of writing the Constitution, which confirms that the intended mass larger number is the mass of winning elections as a legal basis on the basis of The principle of the wisdom of the legislation and intent of the legislature, rather than put into the Federal Court interpretation of crawfish in the previous report in which the 25/3/2010 that it was intended (the winner of the cluster or mass gathering of two or more in the House of Representatives), although our reservation was.

And stresses that it is holding Iraqi electoral and constitutional entitlement, they will not concede any price, in deference to the will of voters and the will of our people who are looking to consolidate the constitutional rights and not to circumvent it.
