    The Ministry of Planning seeks to invest the natural resources in the hands of Iraqi workers

    Iraqi Vice President in Cairo, Meets with Mohieldin on Investment Ties

    Heading an Iraqi delegation, Iraqi Vice President, Adel Abdel Mahedi, visited the Ministry of Investment headquarters and held a bilateral meeting with officials, followed by extended investment talks joined by chairpersons and representatives of some 30 major economic companies and institutions. Mr. Mahedi and his delegation, which included chairman of Iraq's National Investment Commission (NIC) and a number of Iraqi officials, took a tour at the Ministry's One-Stop Shop and were introduced to facilitations offered to investors.

    The visit comes in light of the growing Egyptian-Iraqi economic and investment ties during the past year and there have been mutual exchange visits at the official level, which aimed at enhancing economic relations.

    Dr. Mohieldin said, "Since last August's visit to Iraq, the Ministry has been coordinating on receiving a number of Iraqi investment delegations, inviting delegations from NIC and making arrangements for field meetings and visits with a number of Egyptian business associations and investment firms."

    The Minister continued by stating that training courses are underway for Iraqi cadres. "The Ministry is enforcing its administrative promotion and qualification program for some 600 Iraqi trainees from investment, stock market, insurance, financial services and asset management sectors in Iraq; and who represent different administrative levels at the central and provincial levels," Dr. Mohieldin noted.

    Four training courses have taken place since February 2010. They covered 194 trainees (129 from Iraqi investment institutions at the central and provincial levels, 29 from the insurance sector and 36 from the Iraq Stock Exchange – ISX).

    They were trained on administrative skills at the Leadership & Management Development Center (LMDC).

    Specialization-based training was also held for trainees at the headquarters of the General Authority for Investment (GAFI), the Egyptian Financial Supervisory Authority (EFSA) and Egyptian Stock Exchange (EGX), in addition to field visits to industrial clusters and investment zones.

    The Iraqi Vice-President stressed the importance of Egyptian-Iraqi relations and the need to support Egyptian companies' presence in Iraq, especially within the framework of the joint Arab responsibility to preserve the Arab identity of Iraq.

    "Iraq has several investment-attractive areas in which Egyptian companies can invest, especially in the fields of contracting and construction of housing units. The Iraqi market currently needs 500,000 housing units, with demand continuing to rise, in addition to infrastructure projects," he added.

    Iraq is seeking to attract more investments. Therefore, the Investment Law has been amended to encourage further investment. More amendments will be introduced to economic legislation.

    The Iraqi Vice President commended Egypt for developing training programs for Iraqis, noting that Iraq is still in its construction phase and in need of rehabilitation and training for its cadres in various fields. This will, of course, facilitate and help investors in Iraq.

    "Egyptian companies plan to invest in a number of areas in Iraq, topped by pharmaceuticals and medical supplies, food industries, oil production, housing and contracting," Dr. Mohieldin continued.

    Egyptian public and private companies participating in the meeting presented their plans for investing in the Iraqi market, the most important areas they can invest in, and developments in projects that have been agreed upon since the Minister of Investment's visit to Iraq last August.

    The Iraqi Vice-President welcomed Egyptian companies' desire to support the Iraqi side, expressing hope for further cooperation between the two sides and thanks to the Egyptian political leadership and the Egyptian people.

    Expert warns of oil overproduction

    An oil expert on Friday warned of oil overproduction due to competition from producers as well as failure to retain storing of large quantities which are supposedly hitting 12 million barrels by 2017.

    “Overproduction as a strategy in the Iraqi oil field after the two rounds of oil tenders might backfire at the national economy, considering expectations by the Organization of Petroleum Exporting Countries (OPEC) and the World Energy Council (WEC) that global markets would absorb only 106 barrels per day (bpd) by 2020, which would increase supply and lower demand on oil,” Dr. Abduljabbar al-Halfi told Aswat al-Iraq news agency.

    “Iran and Saudi Arabia would increase their production by 12 million bpd, in addition to other OPEC producers, which would bring about abundant production and consequently Iraq would incur great losses,” said Halfi.

    He pointed out that oil companies in this state of affairs usually resort to manufacturing petrochemicals and derivatives outside Europe in a bid to avoid such losses.

    Iraq had signed 10 contracts with major global oil corporations during the two rounds of oil tendering held in Baghdad in mid- and late 2009 as part of deals expected to up the oil-rich nation’s production from 2.5 million bpd to 12 million bpd during the next six years.
