Iraq postpones election ruling, Clinton urges action

Iraq has delayed until next week a ruling on whether nine parliamentary election winning candidates will be disqualified, an official said, in another hold-up for the country's political process.

US Secretary of State Hillary Clinton on Tuesday urged Iraqi leaders to resolve rows over the March 7 elections and form a new government quickly, amid a stalemate in Baghdad about who will take power in the wake of the vote.

Iyad Kenani, an official with Iraq's Independent High Electoral Commission (IHEC), told AFP late Tuesday that a decision on the nine winning candidates would take place next week, instead of Wednesday as originally planned.

On Monday, a judicial panel eliminated one winning candidate and around 50 others who failed to secure parliamentary seats, drawing anger from former premier Iyad Allawi whose secular coalition narrowly won last month's election.

The disqualified winning candidate came from Allawi's Iraqiya bloc, which has alleged that it is being targeted by officials and religious parties who do not want him to obtain power.

Allawi, a Shiite, whose strong backing in Sunni Arab areas led him to defeat incumbent Prime Minister Nuri al-Maliki, also Shiite, 91 seats to 89, according to unofficial results, said Iraqiya would challenge the disqualifications.

The lack of a government almost seven weeks after the election has alarmed Washington, which plans to withdraw all combat troops from Iraq by August, ahead of a complete US military pullout at the end of 2011.

"The United States calls upon Iraq’s leaders to set aside their differences, respect the courageous ballots of the Iraqi people, and to form quickly a government, that is inclusive and represents the will of all Iraqis," Clinton said in a statement.

The newspaper Al Arab Al Youm (Daily political), in an article written by the Secretary Mashaqba the title (re-sort the hand back to square one!), Is "still the tragedy of the Iraqi people at a standstill, not national reconciliation, not a cessation of violence and murder, no security and stability or the level of of living, unemployment, poverty is widespread and prevalent, not a comprehensive development is at its lowest point, the infrastructure of schools, hospitals and public institutions play the role required, and the return of the displaced internally and externally."

The writer continued, saying, "Although the holding of elections for the second time state of instability are predominant, and the state of polarization and ethnic and sectarian factions in-depth and deeply rooted in the all corners of the State, this bleak picture, but the reality of Yesterday near only killed the suicide bombings and car bombs, dozens of innocent people both in the capital Baghdad and Anbar province."

The writer refers to "After the last parliamentary elections and provide the Iraqi List coalition seats on the rule of law, and international recognition of the validity and legitimacy of the elections, you are back to square one recount in the capital Baghdad to be manually based on a decision of the Supreme Court."

The Appeals Chamber decided Monday, 04/19 re-counting and counting of the votes of the voters in Baghdad exclusively, according to the appeals made by the coalition of the rule of law, led by Prime Minister Nuri al-Maliki, which the Board has found it acceptable.

The author finds that "there are several possibilities, the list of questions arose in the case with the change results in favor of state law, the list will not sit by idly, perhaps demanding the return of the general election of a new internationally-sponsored fact that Iraq is still subject to the decisions of the Security Council and Chapter VII of the Charter, UN, and the other possibility is the withdrawal of some existing powers and the small blocs of the political process entirely, which would lead to a new situation of political polarization between the social components."

He wondered at the end of his article by saying: "Why recount only in Baghdad, and why not in other provinces, and why not give the Iraqi List led by Allawi, the opportunity to begin to form a government."

The implications of the decision by the Appeals delete the voices of the candidates addressed the most prominent newspapers Baghdad

Formed the implications of the decision by the Appeals judicial delete the voices of 52 candidates in the parliamentary elections and their reflections on the political situation, the axis most prominent to those of newspapers Baghdad newspapers on Wednesday, while described by one newspaper the decisions of the discriminatory as "peremptory" For to allow the candidate to participate or not, the view another newspaper that the laws identified mechanisms by which to appeal and challenge the election results, a third newspaper indicated that the Appeals Chamber decision is new episodes of "embarrass" the Iraqi judiciary.

Under the title option (developments), a newspaper said Justice (daily, issued by Vice President Adel Abdul-Mahdi) in an article written by Ali Khalif, "between the re-counting and the exclusion of candidates covered by the procedures of accountability and justice, take the political situation of its operation the electoral scene in which the judiciary Faisal is in the resolution of these developments, has taken a judicial attitude and things are all linked to the UNHCR in that the Appeals Chamber of the problem and the judges of the House of Representatives voted by the Council decisions shall be conclusive for to allow this candidate to participate or not."

The Appeals Chamber first judiciary decided yesterday Monday, delete the voices of 52 people from participating in the elections to include under the law of the accountability and justice and not to return their voices to their lists.

The writer continued by saying that "the case to ratify the Electoral Tribunal, which decisions shall be binding on the Commission, the Court gives decisions and technical procedures rests with the commission, which is not relieved never to take responsibility in all this because of poor procedures and reinvent the wheel, particularly with regard to those included in the Uprooting".

Indicated that the E.xecutive Director of Accountability and Justice Ali al-Lami said earlier that six of the winning candidates were among the covered procedures eradication, noting that the complaint was filed with the Appeals Chamber on the subject claim the exclusion of the votes obtained by the 52 people, including the 6 who hold seats in parliament and belong to different parliamentary blocs.

The author finds that "if there is objection to the back or feel aggrieved eradication and procedures is the only way to guarantee rights, not the language of threats and intimidation and the launch of the words empty of all content, only the echo and gone, and the prejudice of consumers and if such people do not recognize the elimination or the law."

The writer refers to the observer of the situation "was recorded that there Ashdown and the confusion and ambiguity and ambiguous require meeting quick round table tops winning lists and even non-winner to play the political scene to read and informed, rational and realistic to consider the best interests of, and identify points of convergence and to eliminate confusion and focused views is Based wraps around it all and go out him to attract beneficial and helpful to protect the political process."

The writer ended the article saying that "the solution is owned by the Iraqis and they are able to solve their own problems and passed crises evidence of the ability of Iraqis to all problems and all of it is a session open on a round table so that every team we have seen and read his thoughts aloud in front of its partners for the huge deposits just across the ideas and Thhal contract and relax spasms from the glare of tirades."

The results of the elections that took place on the seventh of March last, to show the progress the Iraqi List led by Iyad Allawi, has a strong political backgrounds including a list of renewal, led by Vice President Tareq al-Hashemi with 91 seats, while the winning coalition, the rule of law led by Prime Minister Nuri al-Maliki 89 seats, as well as for the National Coalition led by Ammar al-Hakim on 70 seats, the Kurdish Kurdistan Alliance 43 seats.

To this newspaper said the (daily newspaper of the Patriotic Union of Kurdistan led by Iraqi President Jalal Talabani), in an article written by Abdul Hadi Mahdi, titled (what are ways to re-election process?), "Still the results of elections held on 7 March 2010 and announced by the commission Electoral created controversy in the Iraqi street after many objections and appeals submitted to the Commission on these results, there are a lot of talk about the Office's performance in its management of the electoral process in the light of the many appeals made by the entities".

And the writer continued, "the laws identified mechanisms by which the appeal and the objection to the election results and political entities, which had objected to the election results followed fully satisfied the legal means in their objections."

The writer refers to "What is striking is that there are points of demanding the return of the elections in the whole of Iraq under the supervision of an international interim government by agreement of all parties is for the purpose above and have these bodies of evidence that you think which it has the right of this request, and of course that these claims are legitimate as long as does not have them that goes against the Constitution and the laws in force."

And Istdrick writer "But at the same time it was called such calls should be based on a set of constitutional norms that permit it, the Iraqi constitution in force did not address in any of the items to re-election parliamentary and cases in which this is done through under the specific mechanisms, and the conferred upon repatriation have not been identified for action in such a case, if any."

The writer ended the article by saying that "re-election process at the present time of things default and must be no legislation in force can be adopted in such cases is the responsibility of the House of Representatives next week after the start of operations to engage in this and other things that need to constitutional provisions to deal with them to address any confusion in the legislative and E.xecutive action."

For her part, told the world (political daily) in an article written by Editor in Chief Ahmad Muhanna the title (how to protect the law?), "Perhaps the best thing politicians do is to avoid the involvement of the judiciary in the thorny political issues, such as elections, and deported them, this approach can earn respect for both sides of politics and law together."

The writer continued, "We have the power in particular and politicians in general, stronger and more effective than an institution like the judiciary, and are therefore more capable of them, if there are intent on finding appropriate solutions to thorny problems, which is basically political, especially the election, the most important means of democratic governance, and otherwise can be exposing the politics and the judiciary to Bhzlp, thus jeopardizing the security and stability of the country the same vibration."

The author finds that the Appeals Chamber decision in the election commission to cancel calculation of seats and votes, "is the new episodes to embarrass the Iraqi judiciary is the decision controversial and beneficiary is a coalition of law, that he would present this list to the rank of the first winner in the elections on March 7, and a victim of the menu of Iraq."

The writer refers to the "eradication include the voices of voters who voted for the candidates or the winners of seats in parliamentary, and thus the opposition of the resolution and thereby eliminate the decision-maker will be on the high degree of widening," adding "This is not a convenient way for what should be enjoyed by the judiciary to respect and immunity that prevents the institution to be controversial nor is it proper way to raise the level of confidence in politicians and politics."

The writer ended the article saying, "We all agree that our democracy Jenin, and that all our institutions including the elimination of embryonic, and the judiciary in particular among the embryos must be sponsored with exceptional care, and taking his hand from this stage until puberty and maturity law is a source of security and a bulwark of stability and road safety."

    Conference-term economic
specialists to adopt reforms raise economic growth rates

Search for the economic reforms required was the crossing-point for researchers and specialists in the economic and practical discussion of economic problems in the first economic term. Who worked on the diagnosis of disorders affecting the Iraqi economy in the areas and themes contained in the vision according to the scientific and practical at the same time.

Where the participants stressed the importance of initiating economic reforms in the fields that should be the starting point of economic advancement.

Sami al-Araji, Chairman of the National Investment said: "Work is continuing to find mechanisms to provide appropriate investment environment that contribute to attracting foreign investment. And access to the most important legal acts are looking for foreign investors to secure new investment on the ground. As well as mechanisms for access to land and necessities of other investment. He pointed out that the main problem facing the movement to invest in Iraq is the lack of commitment of many local companies the implementation of contracts with the Organization for Ttoiralmcharie in the country and the reality of the investment has been rising markedly rare in the Middle East, pointing out that the main obstacles that hinder the process of investment restrictions laid down by the ministries including the Ministry of Municipalities and Public Works in relation to the granting of land to investors that it interferes with the law of sale and lease of state property No. 32 of 1986.

The appearance of Dr. Mohammad Saleh said: "The economic literature is still ongoing through the tests demonstrate the ongoing quantitative and use of various statistical models, that the cost of borrowing from international financial market is inversely proportional to the degree of transparency of the borrowing countries, in particular borrowing countries with emerging markets. I mentioned these studies lower the cost of borrowing has to about 11% in average levels of credit spread when the States choose the level of transparency consistent with international standards of disclosure. And that it may reflect the phenomena first, the evolution in the degree of transparency reflects the widely availability or the existence of institutions producing information and worked efficiently and the other the strength of institutions in question are consistent with the quality of governance. If the concept of governance, in particular, corporate governance is defined as the level represents a to deal with problems arising from the separation between private property and the administration. The extreme forms of governance in public administration, which show the separation of public property for the government administrative machinery represented by the independence of central banks in the countries of the world today and how they are managed, rights and public responsibilities in terms of force to deal with stakeholder groups and affected the work of the monetary authority, we mean here the owners of the public interest of the makers government decisions, by making independence actually achieve harmony and communication in achieving the objectives of monetary policy due to separate the management of the monetary authority for public ownership, and therefore the trade-off independence of the Iraqi Central Bank requirement of achieving the objectives of monetary policy derived from the governance itself (both in reducing inflation Aothakiq stabilize the financial system Aothakiq sustainable development and comprehensive utilization) represents the requirement of necessity in building the power of the independence of monetary policy, which is based on the principle of non-lending to the government, either directly or indirectly on the basis of the law of the Iraqi Central Bank No. 56 of 2004 and has not received orders from the E.xecutive authority in the conduct of monetary policy tools, as well as subject central bank's annual external audit and in accordance with International Standards on Auditing.

Said Dr. Falah Hassan Thuwaini that the nature of the relationship (decreasing and integration) between the economic policies in general, and fiscal and monetary policies in particular, is not the result of years or decades and present, as well as they are not confined to the economy of a country without the other, and almost brings together economists that the relationship between fiscal and monetary policy, is a dialectical relationship in which the mismatch and the conflict a lot, and also from the integration and coordination of a lot. But, whenever the elements of contradiction and conflict of the largest element of integration and coordination will lead inevitably to the significant costs borne by the economy and society is the waste of financial resources and real, and vice versa These costs will fall to decrease as the factors of convergence and greater compatibility, and factors of the dispute and the spacing is less.

The difference between the financial and critical generally not focused on that each has its tools and methods that differ from the other, but that the essence of the dispute is in the goals that each seeks to achieve within its powers and functions.

He continued in Iraq until 2003, monetary policy has been described policy (tail) and (compliant) and (adaptive) for the fiscal policy, which they follow and to cope with and adapt to the trends of the fiscal policy expansion to keep pace with the development of the Iraqi economy characterized by disruption of the structural in most, if not not all sectors, but after the political and economic change in Iraq in 2003, there were other attributes of the nature of the relationship between monetary policy and fiscal policy focused on tasks and objectives for each of the two policies, and in some cases, the contradiction and conflict and the consequent loss of economic resources may be Iraq in the greatest need for building and reconstruction of economic infrastructure destroyed.

Walid Idi Nabi financial expert said the world uses different methods of organization, communication and production, interfere with the domestic economy with the outside world, making it more susceptible to rapid change than was the case in the past, at the same time, the last thirty years, showed the differences are striking and increasingly between countries in competitiveness and growth, there is a constant need to improve competitiveness. And maintain the growth of income in the framework of an open economy. In light of this changing world. And most coherent with the Iraqi economy for more than two decades of living a crisis. And suffers from structural imbalances are real, by the depletion of resources in wars is not futile. Economic policies, unwise. "Either of the importance and role of foreign investment in the development process The debate still exists about the importance and feasibility of economic and social development in host countries keep him as long as differences exist between the objectives and the interests of the parties to the different investment. This in spite of that FDI had exercised an important role in the economic growth of multiple in certain sectors, oil fields in the Arabian Gulf and tea plantations in India, but there are some consequences of economic, social and political situation of this investment.

He said that FDI is a long-term real investment in real assets. Has committed to direct foreign investment entities, individually or enterprises, and generally, most of the global FDI is by transnational companies, and multi-nationalities.

Indicating that the indirect foreign investment takes the form of foreign ownership of stocks and private bonds or government in the host country for speculation and benefit therefore price differences or to obtain profits earned on bonds with fixed interest, shares, provided that Aihoz foreign shares, allowing them the right to manage the project , and is characterized by being short-term investment (sometimes »extends for weeks or a few months only). They are usually by financing institutions such as banks or by individuals, especially after he released the Iraqi market for securities instructions whereby foreign acquisition and trading of shares of Iraqi companies listed on the special contribution to the regulation of trading in the Iraqi market for securities.

As for Dr. Abeer Mohammed Jassim
Said: includes proposals shift towards the private sector invited to create and motivate him or her market and the relationships on this basis that excel in the performance planning mechanism adopted by many governments, where an over-reliance on the role of the public sector in economic affairs during a long period of time spread in most countries developing to the late eighties to the growing control of public institutions on the economies of these countries has occurred due to the belief that prevailed under the comprehensive strategy, which was espoused that the market mechanism and economic freedom are incapable of performing the task of efficient allocation Of resources.

I also believe the inability of the private sector in the development of the productive base and provide for their requirements.

According to several studies to disappointing results from the performance of public sector

Most developing countries embodied in incurring the majority of public sector institutions large losses caused by low productivity and profitability because of the multiplicity and conflicting goals. And suffers from a significant reduction in the rate of return on its investments and high debt.
