    CBI sells $169m on Thursday

    The Central Bank of Iraq’s (CBI) dollar sales dropped to $169.671 million in its daily auction on Thursday, compared to $186.025 million in the previous session.

    “The demand hit $15.750 million in cash, covered at an exchange rate of 1,170 Iraqi dinars per dollar, and $153.921 million in foreign transfers outside the country, covered at an exchange rate of 1,173 Iraqi dinars per dollar,” according to a CBI news bulletin received by Aswat al-Iraq news agency.

    None of the 19 banks that participated in today’s session offered to sell dollars.

    Of the Presidency of the Republic to ratify the financial budget for 2010

    Council approved the Presidency of the Republic in its meeting held today on the General Budget Law for the Federal Republic of Iraq for the fiscal year 2010.

    A statement issued by the Presidency Council's endorsement of that came "Based on what passed by the Parliament in accordance with the provisions of item (I) of Article (61) and the provisions of paragraph (a) of item (V) of Article (138) of the Constitution, the Presidency Council decided in its meeting held today the ratification of the financial budget."

    The Oil Minister for ((et al)): oil contracts signed by the Ministry of commercial contracts do not need to be approved by parliament

    Denied, Oil Minister Hussain al-Shahristani said the contracts to be concluded by the ministry are unconstitutional because they are not certified by the Federal Parliament of Iraq.

    Shahristani said in a statement singled out by the Agency for News News ((et al)): commercial contracts between companies do not need to be approved by the House of Representatives under the Constitution of Iraq and need to be approved by the House of Representatives is the international conventions and treaties and the mean of the Iraqi state when you sign an agreement or treaty must be aggregated approval House of Representatives under the Constitution either commercial contracts is the responsibility of the government does not need the approval of one non-Iraqi government.

    Trade Minister: Iraq needs the United States as an investor and strategic partner to develop its economy

    Iraqis divided over candidate ban from Poll

    Thousands of Iraqis took to the streets on Wednesday some in support and others against the decision to ban 500 candidates from running in Iraq’s Parliamentary elections due on March 7 due to links with Baath Party.

    Thousands staged a rally in Karbala holding up pictures of victims of Baath Party which was led by former president Saddam Hussein.

    Demonstrators chanted anti-Baath slogans and called for the candidates accused of Baath party links to be banned from elections.

    Iraqi lawmaker and senior member of Prime Minister Nuri Al Maliki's Dawa party MP Ali Al Adib said attempts to reverse the ban are driven by regional powers.

    Hundreds of demonstrators rallied in front of the headquarters of Iraqi Front for National Dialogue, protesting against a recent reversal by the appeal panel which had initially suspended the bans until after polls.

    The banned list included mainly MP Saleh Al Motlaq who has been one of the government's biggest critics in the past few years.

    "Today, the Iraqi judiciary is facing a tough test. There will either be a strong Iraq heading towards change, heading towards civilized and humane construction, heading towards a unified society or we will say Iraq has fell down 'God forbid'," Al Motlaq said.

    Almost all the candidates who contested their ban from the election did not submit their cases properly and may have lost the chance to appeal, the Justice and Accountability Commission said.

    Coalition calls Parliament for urgent session

    Iraqi National Coalition urged Parliament to hold an urgent session in order to discuss recent developments on candidate ban mainly the appeals panel work and performance.

    Following a meeting for the Coalition members, Iraqi National Coalition called for the neutrality of the appeals panel and stressed the necessity to ensure it abides by the Constitution and the Law in fear of re-instituting Baathists into power.
