Strength of Iraq's oil is growing, but companies are looking forward to the election

Iraq has taken a step toward becoming a major force in the world's oil but the political maneuvers by any of the parties participating in elections in January could disrupt plans to increase production to about three-fold.

Approaching Baghdad from the signing of agreements to increase the production of millions of barrels per day of the third-largest oil reserves in the world, could plunge Iraq into third place - the seventh - a list of the largest producers.

But foreign oil companies see the policy a threat to the legitimacy of contracts and a source of great seriousness on investment.

The conflict has already disrupted the attempts to attract investments worth billions of dollars necessary to reform the sector, which collapsed because of years of sanctions and war.

The E.xecutive said a major oil company compete for contracts in Iraq "is still the legal status of the contract is not clear. That is the big problem now. Spare Iraq a long way to clarify other issues, the agreements appear to be better .. .. but who will believe it .. Will the next government will respect the Hmaaltsidik ... "

And give Iraq an agreement to a consortium led by Italian oil giant Eni to develop the Zubair oil giant boost output by about one million barrels per day.

Iraq had laid another contract to increase the production Rumaila by 1.8 million barrels per day to a consortium of me. Quote, Profile, Lucy. That. Me. C-Chinese. Two decades and awaiting ratification by the Council of Ministers on them.

However, there is no agreement in Iraq, about who has the authority to approve such agreements. The Oil Ministry says that the ratification by the Council of Ministers enough. But some lawmakers say that the parliament is only those who have that power.

Fears oil companies to come to abolish the governments of those agreements. The problem is part of a wider conflict.

After more than six years of US-led invasion of Iraq after Iraq had not reached a consensus on how to develop the oil wealth and the distribution of revenues.

The crisis and delayed the adoption of a new oil law for years and left the country facing difficulties in maintaining production at the pre-war levels because of crumbling infrastructure.

Said Samuel Sizok an energy analyst at the Middle East has any. HP. Feed Global Insight "in the presence of the uncertainty associated with the ratification of the agreements, elections and other .. it may be premature to say that Iraq achieve its objective.

"But this is an important and very positive towards the provision of a much larger oil supplies to the market during the past seven to nine years."

And good conditions of Iraq oil contracts as tax cuts to attract big oil companies that had been rejected the previous conditions, which it considered difficult.

Approaching Baghdad from the signing of the third also compete as a consortium led by Exxon Mobil with another led by Lukoil, Russia to promote the production of the West Qurna field up to 1.8 million barrels per day.

And Iraq's failure to conclude agreements on the fields of Zubair and West Qurna in the bidding round held in June, was the first since the war in 2003 has not been awarded a contract in which only one of eight contracts for oil and gas before the tour.

Observers said that the E.xecutives and officials to conclude agreements at the moment and revive the interest of oil companies promise good results for the second round to be held in December.

And the second round in particular fields has been tapped so far and may increase production in larger quantities.

Said Alex Manton Foundation, an analyst at consultancy Wood Mackenzie, "It is positive from the standpoint of Iraq because it means that the negative reaction to the first round of offers .. based on the fact that the contract has been awarded only one .. no longer exists.

"This proves that these projects may be marginal in financial terms but is still economically viable companies is also accepted that the conditions for investment."

Some argue that the way it was negotiated in which the new agreements and the timing of this could cause the problems for later.

He said an oil company E.xecutive of another world "The whole thing prepared for the elections. Want (Iraqi Oil Minister Hussein) al-Shahristani, the conclusion of agreements to show that he has achieved some success."

The al-Shahristani has a lot of transparency with regard to the first round of broadcast T.elevision stations on the air, however, the new agreements were discussed behind closed doors.

It is scheduled to appear al-Shahristani told parliament for questioning on 27 October, could face a vote of no confidence over accusations of mismanaging the country's oil wealth.

The stakes are high for the Minister and Iraq and the oil market and OPEC. However, al-Shahristani can through those agreements, allegedly to make progress towards the promotion of oil revenues to pay for reconstruction.

And add 4.5 million barrels per day of oil exports could generate the Iraq $ 300 million additional day at current prices.

The total additional supplies about five percent of global daily demand. The reduced supply of new prices for years and allay fears that future demand will exceed supply.

And Iraq is a member of OPEC but is excluded from the production quota system because of the impact of war and sanctions. Could push the program to increase the production capacity of Iraq to seven million bpd from around 2.5 million barrels per day currently OPEC to discuss Iraq's claim to rein in production to not flood the market and push prices down and grab a share of other members of the market.
