    Committee continues to compensate Martyrs bridge the distribution of grants owed to the families of minors
    in Sadr City. Said Kadhim Qarishi member of the compensation of martyrs in the municipal council in the city and said that the committee is eager to deliver grants to eligible applicants as soon as possible and added that the committee had distributed 150 of a total of 318 treatment of minors. He explained that the remaining transactions will be completed within the coming days, the service of the affected families, particularly those who are minors or who have no dependents.

    WASHINGTON (Reuters) - A new report to the American government on Monday that the sniper attacks in Baghdad and death threats addressed to the repair crews in the Iraqi capital made it almost impossible to repair power lines there, which is exacerbating the problem of lack of energy.

    He said the Special Inspector for the reconstruction of Iraq in the report that the energy shortage resulting from sabotage feeder lines to Baghdad recently resulted in decreased electricity supply to the city only two hours a day over several days in October October.

    The report said "the energy problem in Iraq exacerbated by the fact that the reform of the electricity lines almost impossible because of sniping attacks and death threats directed to the repair crews."

    The report added, saying that the Iraqi Minister of Electricity told the officials that the Americans "every day I sent teams of reform (to repair power lines), but they do not have access to the region, there is a lot of the rebels."

    The grim description of the problem of the lack of electricity in Baghdad, part of the fourth annual report prepared by the Special Inspector of the government of President George W. Bush expressed relief and reconstruction efforts in Iraq.

    The document concluded that, although there will be definitely a need for more American aid to Iraq, it must be conditional on the Iraqi government targets political and economic concrete.

    Since today are the much anticipated meetings I posted details about them for quick reference. They have already been posted many threads back but since so many key developments surround events today I posted it anyway. Good luck to us all. Here is hoping for an October reval.

    Kuwait hosts meeting of Intl'' Compact for Iraq Oct. 31

    KUWAIT, Oct 27 (KUNA) -- The state of Kuwait would host a preparatory meeting for the International Compact for Iraq on October 31 where discussions would focus on the final preparations to endorse the international compact by the end of 2006.
    A statement by the Kuwait Fund for Arab Economic Development (KFAED) said Friday the meeting would be attended by Deputy Prime Minister and Foreign Minister of Kuwait Sheikh Mohammad Al-Sabah and US assistance Secretary of State, Iraqi Vice President, and senior figures representing 22 states as well as UN.
    Labeled as "The International Compact" by the Iraqi government, the meeting aims at reinforcing cooperation between Iraq and the international community for the sake of strengthening economic, social, and political growth in the Middle Eastern country.
    The meeting would discuss the procedures to develop the international compact to guarantee that reconstruction efforts in Iraq would continue, said KFAED.
    It went on saying that another preparatory meeting would be held in Baghdad which would precede the official International Compact conference to be held by the end of this year.
    Kuwait confirmed its supports to the Iraqi government during the last meeting in the UAE. The Kuwaiti Fund granted the Iraqis USD 60 million to finance the sectors of Education and Health, as well as easy loans worth USD 450 million were also given to develop several projects in Iraq.     Preparatory committee meeting of Int''l Contract with Iraq initiative opens

    Deputy Prime Minister and Foreign Minister, Sheikh Dr Mohammad Sabah Al-Salem Al-Sabah will inaugurate Tuesday the preparatory committee meetings for the International Compact for Iraq Initiative hosted in Kuwait A statement by the Kuwait Fund for Arab Economic Development (KFAED) said a senior-level delegation headed by Iraqi deputy Prime Minister Burham Saleh would join the meetings with the American delegation headed by Robert M. Kimmitt, Deputy Secretary of the Department of the Treasury.

    The Fund, which will be hosting the meetings, added the gathering would prepare for another preparatory meeting scheduled in Baghdad at the end of this year. That meeting will finalize a draft to be agreed upon in an official meeting later next year.

    The meetings will begin with an official ceremony with a speech by Kuwait presented by Sheikh Mohammad Al-Sabah followed by a speech by the United Nations representative.

    During the first session, the participants will discuss the framework of the document and the shared commitments between Iraq and the international community. Saleh will then present the Iraqi government's vision of these commitments and the government's goals for the Compact's term.

    The second session will be discussing supporting and financing developments in Iraq. The third and final sessions will discuss methods of putting the Contract into effect with each of the Iraqi government, the World Bank, and the United Nations sharing their plans.

    The final session will include two press conferences; one with Saleh and the UN representative, the second with Kimmitt.

    The Compact's draft includes the Iraqi government's goals and vision for a five-year term spanning from 2006-2011.

    The statement pointed out that discussion of the draft comes in line with efforts exerted to preparing the document in its final formula and endorsing it as a framework for action.

    It said the document included the political, security, social and economic measures aimed at achieving Iraq's national objectives.

    KFAED added the document also included perceptions of needed mechanisms and the role played by the Iraqi government and the world community's commitment toward this Compact.

    It said the document also included objectives and ambitions sought by the Iraqi government during the Compact period topped by achievement of Iraqi people's ambitions in security, national unity, democracy and establishment of a federal state.

    It said the Iraqi government would grant, through the document, the private sector a leading role in Iraq's economic activities and would work on reducing poverty rate and assisting the least poor citizens and facilitating services to all nationals.

    Meanwhile, meetings of the preparatory group would witness participation of 14 countries including Canada, France, Germany, Japan, Italy, South Korea, Saudi Arabia, Spain, United Arab Emirates, United Kingdom, United States, Finland (current Chairman of the European Union), hosting country Kuwait and Iraq.     Does anyone find it feasible that they would rv at the Aatar Yazzmen rate of I think it was $3.67? I know, me either, but think about this - Goverments are holding large amounts of dinar, in turn they will have boatloads or 747's of money to buy the oil with. Also if they did rv at that rate think about how much money the US alone would get in taxes! And the taxes would not be just a one time deal because we would not spend all of our $ in 1 year. So we would pay taxes on it as long as we draw interest on it. Does this make sense or am I way off base?
    first of all, i dont think there was a confirmation of this information about that rate or that it is what they were refering to in this statement.

    im sure they can put any amount on it they like because we all know they can easily back whatever they pick. the issue is the big investors coming in and buying what we sell off. will they be more likely to buy in en masse at a buck or two or do you think they would still be interested at over three fifty?

    my guess would be they will be falling all over themselves at two fifty even. i mean look at the countries around there that dont have half of what iraq has in natural resources and their rates. kuwait would love to be iraq and they are over four bucks already for god sakes!
