    Did you know that Iraqi real-estate prices have gone up several hundred percent since the fall of Saddam Hussein?

    That Iraqi workers' salaries have increased more than 100 percent in that time?
    That the number of cars in violence-torn Baghdad has grown by 500 percent in the same period?

    That the Iraqi construction, retail and wholesale trade sectors are all growing at a healthy pace?

    Chances are that you are astonished by these facts. I certainly was when I read them in an article by Silvia Spring in the end-of-the-year edition of Newsweek International.

    The piece is titled "Iraq's Economy is Booming"[and it's a revelation. It goes on to mention that the number of registered businesses has increased from 8,000 to 34,000 in three years; that the number of cell phone subscribers has increased from 1.4 million to 7.1 million; that the stores are stocked with goods, and that consumers are buying them; that taxes have been cut, government revenues are up and that oil revenues and foreign grants are estimated at $41 billion for the year just ended.

    Moreover, "Iraq's official economic institutions are making progress," the Kurdish region in the north is booming and with the oil fields in the south increasingly secure, oil production revenues are projected to grow substantially. The Global Insight firm,which tracks international economic activity, estimates Iraq's GDP growth at 17 percent for 2005 and projected 13 percent for 2006. The World Bank's estimate is lower (four percent for 2006), but the fact that there is any economic growth at all in Iraq will come as a shock to most people.

    The article does not gloss over the country's many problems-- the raging sectarian violence foremost among them. Unemployment is estimated at a minimum of 30 percent, but even here there is a silver lining as foreign investment from neighboring countries is pouring into Iraq because of cheap labor. The author notes that "there is a vibrancy at the grassroots that is invisible in most international coverage of Iraq."
    You can say that again.

    It is understandable (if deplorable) that the "mainstream" media (with the honorable exception of Newsweek International) would be unaware of these facts or uninterested in publicizing them.

    But what about the Bush administration? Why has the Bush team not put on a full-court press to inform the public about these signs of progress in Iraq?

    The American people are, understandably, demoralized by three and a half years of largely negative media coverage of Iraq. Most do not want a pullout from Iraq, however; they want victory.

    Radio Tigris : The Ministry of Finance that it would apply the new salary scales this month and that the staff would receive their salaries, according to a new set of the increase to their salaries. A well-informed source said that the ministry was about to tariff mechanism on the implementation of the new peace and a book definitions attached to the report on the new distribution mechanism explaining the rates increases in the salary and grade. He pointed out that this action came after objections from some officials and grades not covered by the planned increase was accounted for between 50 to 75% of the original salary.

    President Bush today reveals the new strategy on Iraq contains three options : move significantly, any of sending more American troops to the country. Work long there any keep troops in Iraq for as long as possible and then return to the homeland.

    However, it seemed to me clear from my meeting with President Bush in the White House recently that he would not accept the idea of reducing the number of American forces and then escape from Iraq, and this means that the third option »« return to the homeland is unlikely, at least for the moment.

    The option will not long survive subject to the will of the President that will be replaced by another person in the White House after two years, therefore, not by choice but Bush now move to a large which is attacked by critics.
    In fact, those familiar with the file of Iraq know that the war is about the future now be fought in the United States and to a lesser extent in Britain, and this means that the terrorists do not have the hope of victory in Baghdad, but they continue in the fighting there to convince public opinion in Britain and America that these two lost war, and that the new Iraq does not deserve support.

    But a daily digest of media coverage focused on American casualties and sectarian carnage in Baghdad is gradually leading the public to conclude that there is no hope of success in Iraq. The economic news coming out of Iraq does give real cause for hope, however.
    It is a matter of the greatest urgency that President Bush -- and his administration -- inform the American people about Iraq's economic strides. The president's upcoming policy address on Iraq is the logical place to begin.

    WASHINGTON (Jan. 9) - A first wave of additional U.S. troops will go into Iraq before the end of the month under President Bush's new war plan, a senior defense official said Tuesday. Congressional Democrats kept up their criticism of plans to add soldiers in the unpopular conflict.

    Up to 20,000 troops will be put on alert and be prepared to deploy under the president's plan, but the increase in forces on the ground will be gradual, said the official, who requested anonymity because the plans have not yet been announced.

    Details were emerging a day before Bush was to address the nation on his broad initiative to shore up the fragile country after nearly four years of bloodshed. Bush is expected to link the troop increase to moves by the Iraqi government to ease the country's murderous sectarian tensions, and to increased U.S. economic aid.

    Moving first into Iraq would be the 2nd Brigade, 82nd Airborne Division, which is in Kuwait and poised to move quickly into the country, the defense official said.

    Carl Levin, a Michigan Democrat who chairs the Senate Armed Services Committee, said he expects Bush to announce that up to 20,000 additional troops will be sent to Iraq but not to say how long the extra forces will be there.

    Levin, who spoke to reporters a day after meeting with White House national security adviser Stephen Hadley, said he believes Bush will signal that the overall U.S. commitment in Iraq is not open-ended.

    Bush is expected to link the troop increase to promised moves by the Iraqi government such as curbing Shiite militias that have terrorized the Sunni minority, enacting a plan to distribute oil revenue to the country's sects and easing government restrictions on members of former Iraqi leader Saddam Hussein's Baath Party.

    The added U.S. troops are also expected to be linked to a requirement that the Baghdad government commit more money toward reconstruction and send more of its own troops into the fight, Sen. John Cornyn, R-Texas, said Tuesday. Cornyn, a Bush loyalist who recently met with the president to discuss Iraq, said he believes these conditions were suggested by the Iraqi government.

    There are currently about 132,000 U.S. troops in Iraq. Much of the increase would come from speeding up the timetable for sending some forces already scheduled to go to the country, and keeping others there who were about to leave, the defense official said.

    The extra forces would be sent to Baghdad, which has been consumed by sectarian violence, and the western Anbar Province, a base of the mostly Sunni insurgency and foreign al-Qaida fighters, Sen. Kay Bailey Hutchison, R-Texas, and others said following a White House session with Bush.

    A day before Bush's nationally televised speech, Sen. Edward Kennedy, a longtime critic, proposed legislation that would deny the president the billions needed to send more troops unless Congress agreed first. Though it was unclear whether the bill would ever reach the full Senate, it could serve as a rallying point for the most insistent foes of the Iraq conflict.

    White House press secretary Tony Snow said the president was still listening to ideas from lawmakers.

    "What I'm saying is the president still continues to have an open mind because this is a way forward. This is not, 'Wave a wand and it's going to happen,'" Snow said.

    He conceded that Bush has a challenge in persuading a war-weary public.

    "The president will not shape policy according to public opinion, but he does understand that it's important to bring the public back to this war, and restore public confidence and support for the mission," Snow said.

    In the House, Rep. Marty Meehan, D-Mass., introduced a resolution urging the president not to send additional troops. The resolution also asks that the president seek Congress's permission if he wants to raise levels beyond 132,000.

    Senate Democrats were planning to bring to the floor next week a nonbinding measure that would urge the president not to send more troops. The resolution, which Democrats said they hoped would win support from some Republicans, would not force the president's hand on Iraq or try to cut money for troops, they said.

    Sen. Harry Reid said he did not believe Democrats would need to do more to twist the president's arm.

    "I really believe that if we can come up with a bipartisan approach to this escalation it will do more to change the direction in Iraq than anything else we can do," Reid, D-Nev., told reporters.

    Bush is expected to convene to send reinforcements numbers approximately twenty thousand soldiers to Iraq in order to enhance security, especially in Baghdad, which is witnessing acts of violence and to address the fierce sectarian violence and the establishment of stability in the country, which would allow for the subsequent withdrawal of American forces.     WASHINGTON (Jan. 9) - A first wave of additional U.S. troops will go into Iraq before the end of the month under President Bush's new war plan, a senior defense official said Tuesday. Congressional Democrats kept up their criticism of plans to add soldiers in the unpopular conflict.

    Up to 20,000 troops will be put on alert and be prepared to deploy under the president's plan, but the increase in forces on the ground will be gradual, said the official, who requested anonymity because the plans have not yet been announced.

    Details were emerging a day before Bush was to address the nation on his broad initiative to shore up the fragile country after nearly four years of bloodshed. Bush is expected to link the troop increase to moves by the Iraqi government to ease the country's murderous sectarian tensions, and to increased U.S. economic aid.
    Moving first into Iraq would be the 2nd Brigade, 82nd Airborne Division, which is in Kuwait and poised to move quickly into the country, the defense official said.

    Carl Levin, a Michigan Democrat who chairs the Senate Armed Services Committee, said he expects Bush to announce that up to 20,000 additional troops will be sent to Iraq but not to say how long the extra forces will be there.

    Levin, who spoke to reporters a day after meeting with White House national security adviser Stephen Hadley, said he believes Bush will signal that the overall U.S. commitment in Iraq is not open-ended.

    Bush is expected to link the troop increase to promised moves by the Iraqi government such as curbing Shiite militias that have terrorized the Sunni minority, enacting a plan to distribute oil revenue to the country's sects and easing government restrictions on members of former Iraqi leader Saddam Hussein's Baath Party.
    The added U.S. troops are also expected to be linked to a requirement that the Baghdad government commit more money toward reconstruction and send more of its own troops into the fight, Sen. John Cornyn, R-Texas, said Tuesday. Cornyn, a Bush loyalist who recently met with the president to discuss Iraq, said he believes these conditions were suggested by the Iraqi government.

    There are currently about 132,000 U.S. troops in Iraq. Much of the increase would come from speeding up the timetable for sending some forces already scheduled to go to the country, and keeping others there who were about to leave, the defense official said.

    The extra forces would be sent to Baghdad, which has been consumed by sectarian violence, and the western Anbar Province, a base of the mostly Sunni insurgency and foreign al-Qaida fighters, Sen. Kay Bailey Hutchison, R-Texas, and others said following a White House session with Bush.

    A day before Bush's nationally televised speech, Sen. Edward Kennedy, a longtime critic, proposed legislation that would deny the president the billions needed to send more troops unless Congress agreed first. Though it was unclear whether the bill would ever reach the full Senate, it could serve as a rallying point for the most insistent foes of the Iraq conflict.

    White House press secretary Tony Snow said the president was still listening to ideas from lawmakers.

    "What I'm saying is the president still continues to have an open mind because this is a way forward. This is not, 'Wave a wand and it's going to happen,'" Snow said.

    He conceded that Bush has a challenge in persuading a war-weary public.

    "The president will not shape policy according to public opinion, but he does understand that it's important to bring the public back to this war, and restore public confidence and support for the mission," Snow said.

    In the House, Rep. Marty Meehan, D-Mass., introduced a resolution urging the president not to send additional troops. The resolution also asks that the president seek Congress's permission if he wants to raise levels beyond 132,000.

    Senate Democrats were planning to bring to the floor next week a nonbinding measure that would urge the president not to send more troops. The resolution, which Democrats said they hoped would win support from some Republicans, would not force the president's hand on Iraq or try to cut money for troops, they said.

    Sen. Harry Reid said he did not believe Democrats would need to do more to twist the president's arm.

    "I really believe that if we can come up with a bipartisan approach to this escalation it will do more to change the direction in Iraq than anything else we can do," Reid, D-Nev., told reporters.
