Seems to me there have been several people on this forum and IIF (myself included) that prognosticated (predicted) that if the Dems took some level of control back we would start to hear about positive stories from the mainstream press. SHOCKER eh? All hail the mainstream "all knowing" press!

Yes,

It was drafted months ago, which turned out to be the case, but there were debates in yet to be discovered oil reserves which the Kurd's brought up which were constitutional issues, so in the end they made appropriate concession under the agreement to enact HCL as soon as possible. So it was done, and now all we are waiting on is announcement, which as we know is ofter dragged out, but don't worry, it is done. The only issue that was still being discussed had nothing to do with HCL, it was a distribution strategy of HCL, so I am not concerned over it, nor is it needed for revalue, so I still say it all comes down to budget and fiscal year start, so we have to wait a little longer. (g)

So in your opinion the HCL is finalized but not yet enacted, yet the enactment will not be required for a revaluation on January 1, 2007 the date which starts the new fiscal year?

Exactly,

This is all about distributing the wealth to Iraqi's, so nothing to do with holding up revalue, but when you look at it logically, the revalue should be in place before first payments are made to citizens, so this is the tidbit I have my ears on, not the HCL in itself.

First payments? Are you referring to the 30%? If so isn't that tied into the HCL?
