    News : presentation of the facts of the presidential meeting had been held yesterday with British Prime Minister Tony Blair
    December 18, 2006

    Publication Press Office on yesterday, Sunday, 12-17-2006, issued a press release on the joint press conference of President Jalal Talabani and British Prime Minister Tony Blair, and publish a report on the following meeting, which preceded the conference.

    President Talabani also spoke to some of the efforts to divide the Iraqi people and the convening of a conference in Istanbul, tried to deepen the differences Iraqis.

    For his part, British Prime Minister Tony Blair, for me, the issue is the existence of a strong political track reuniting all, and the possibility of building the armed forces well to ensure the protection and the application of the will of the majority.

    For his part, the Vice President Dr Adel Abdul Mahdi, Iraq is now going through a new stressing that we have our, we have a political movement with strong support of the people, we are trying to overcome our difficulties, we have a government of national unity, we have not been able to obtain them in the past, and have the support of the international community, and added, but we need to activate the resolutions to counter terrorism and make the government the only institution bearing of arms. And he stressed that the government of Prime Minister Nuri al-Maliki now enjoys the support of all.

    Secretary of Baghdad announced that the Secretariat had signed contracts and referred the reintegration projects exceeded their 1000 billion dinars


    The Secretary Saber Eissawi Baghdad that the secretariat of Baghdad and signed contracts and the transfer of reintegration projects during the current year, valued at more than 1000 billion Iraqi dinars.

    Just last week in The National Interest online, I argued that the U.S. was destabilizing Iraq by pushing democracy. Applying the theory from Ian Bremmer’s The J Curve, I said the occupation should focus on economic development instead. We’ll have a better chance at democratization if we wait awhile.
    Statistically and theoretically, it’s very unlikely a democracy will take root in poverty, and forcing governmental openness hurts stability. The unabating violence is a warning sign that we should take a few steps backward — closed societies are better than failed states.
    So this Newsweek story is great news — Iraq’s economy is booming, indicating that either (A) the occupation really has been doing a good job of economic development, even if the efforts aren’t public or (B) the Iraqi people more resourceful than we give them credit for.
    From the story:
    “Real estate is booming. Construction, retail and wholesale trade sectors are healthy, too, according to a report by Global Insight in London. The U.S. Chamber of Commerce reports 34,000 registered companies in Iraq, up from 8,000 three years ago. Sales of secondhand cars, televisions and mobile phones have all risen sharply. Estimates vary, but one from Global Insight puts GDP growth at 17 percent last year and projects 13 percent for 2006. The World Bank has it lower: at 4 percent this year. But, given all the attention paid to deteriorating security, the startling fact is that Iraq is growing at all.”
    If 4 percent is more accurate, Iraq has a long way to go before prosperity will cause stability. As I wrote in TNI, “According to the CIA World Factbook, Iraq ranked 189th in per-capita GDP last year at $1,800. It came in nine slots below Sudan ($2,100), four above Haiti ($1,700) and five above North Korea (also $1,700).”
    But back to the bright side, the gains are helping everyone:
    “Nor are ordinary Iraqis themselves short on cash. After so many years of living under sanctions, with little to consume, many built up considerable nest eggs—which they are now spending. That’s boosted economic activity, particularly in retail. Imported goods have grown increasingly affordable, thanks to the elimination of tariffs and trade barriers. Salaries have gone up more than 100 percent since the fall of Saddam, and income-tax cuts (from 45 percent to just 15 percent) have put more cash in Iraqi pockets.”
    My original point holds in many respects. The lack of stability — again, arguably caused by the rush to open government — means there is no banking system, and that investors are incredibly wary.

    My coworker (who is involved on this ride) went to Chase today to get a few more NID and the purchase price was the same as it was last week ($0.00078290) regardless of the drops the past two auctions.

    KUWAIT, 18 December 2006 (Kuwait Times)


    Delegates from Kuwait and Iran will meet with Iraqi officials to consider sharing oil production agreements for cross-border fields, Dow Jones reports. Meetings with Iranian officials will take place this month, and discussions with Kuwaiti counterparts are planned for a later date.

    Following the Iranian discussions, a company will be picked to appraise the reserves. It is worth mentioning that a modern fluid catalytic cracking (FCC) unit will be build for the refinery at Basra, for production of lighter products such as gasoline from heavy crude oil. Funds will also be utilized for a floating terminal in the Persian Gulf and a new pipeline.

    An Iraq Petroleum Council will oversee all new contracts under a new hydrocarbon law which is scheduled to take effect in January.

    All previous contracts will be reviewed. Some details of the law still need to be finalised with Kurds in the north, who already established a separate licensing procedure.
