Tejari Partners with Development Gateway Foundation to Create ‘Manshoori’ Online Government Tender Service for Middle East Market

    December 6, 2006

DUBAI, United Arab Emirates – In concurrence with the Arab Strategy Forum, a new online government tender information service in Arabic and English will be launched through a partnership between Tejari and the Development Gateway Foundation. The new ‘Manshoori’ service, based on the state-of-the-art dgMarket tender publishing platform and created as part of the Tejari business-to-business marketplace, will enable governments across the Middle East to post local “e-tenders” for new infrastructure projects.

Manshoori will be the region’s first deployment of the Development Gateway’s web-based dgMarket service, which increases transparency in government procurement worldwide and saves millions of dollars for governments in emerging markets.

“Adding tenders from Middle East countries to dgMarket via the new Manshoori service is an important step in our plan to attract users and build this service into a ‘one-stop shop’ for government contracting worldwide,” said Mark Fleeton, Chief Executive Officer of the Development Gateway. “The stronger dgMarket becomes, the more we are able to help firms in emerging markets to access international business opportunities. Moreover, by joining Manshoori, any government can increase competition and reduce public procurement costs.”

Manshoori, slated for launch by January 2007, will enable governments across the Middle East to create online tenders in English and Arabic to widen the pool of organizations bidding on infrastructure and other keys projects. Both regional and international organizations will then have the opportunity to respond to these electronic procurement requests, which Tejari anticipates will reach several billion dollars in the first year of Manshoori’s operation.

“Regional governments have become increasingly comfortable with the online procurement model due to the cost savings and increased efficiency it delivers. Manshoori creates a real-time tendering platform for the billions of dollars in development projects currently taking place around the region, from energy and gas to telecommunications, electricity, and healthcare,” said Omar Hijazi, Chief Executive Officer, Tejari.

“Our exclusive agreement covers 17 countries in the Arab world allowing Manshoori to support the entire Arab World. Furthermore, our existing Tejari auctions will be made visible on the global dgMarket website providing our customers access to an expansive base of international suppliers”, added Hijazi.

The global dgMarket website provides easy access to information on more than $500 billion worth of public sector contracts each year, in 19 languages. These include government contracts in 150 countries funded through international lending agencies such as the World Bank, plus nearly all other public procurement listings from more than 35 countries thus far.

The Manshoori website can be integrated into larger national procurement and financial management systems. dgMarket also uses standard international procurement terminologies and helps disseminate common technical standards.

It looks like no one has read this article... This is the tell tale sign right here. I'm surprised no one has commented on this... this is soooooo important. It looks like a plan is definately in place and not everyone in the GOI is privey to it. According to this article the budget set for the province of Dhi Qar for 2007 is 165 billion dinar ($115.8 mil). When in 2006 they received 236 billion dinars ($160.5 mil). Now factor in that the Dhi Qar province was assured that their 2007 budget would be " EXPLOSIVE " (requested 800 billion dinar, which was preliminarily approved by Ministry of Finance and the Council of Minister) to only be ear marked for 165 billion dinar.

Something is definately in the air!

Thanks MR. Piper... out of all the articles you posted today I think this one is a tell tale sigh.

Did 1470 to 1428 cover 20% inflation??? ( 70% minus 50% that they are talking about as of today's date)???

"Our goal is to reduce inflation, which is now running at about 50 percent, by improving the dinar and thereby making imported goods cheaper," Qassim said in a telephone interview.

    Is that possible?
    Good point,

What we are seeing is a moving target, just as with all economics, there are seasonal adjustments which create different supply and demand. We also know the dollar is dropping, so we have to take this into consideration as well.

We have seen the rate of inflation go all over the board from month to month, but most of it is related to fuel shortages which has a ripple effect on many goods and services. We have also seen the CBI increase interest rates from 8% to now 20% with no long term impact, so we know this is not working since most in Iraq are not savers who would benefit from rise in rates.

The way I see this shapping up is this. CBI had to first try everything else under its power to control inflation to insure the world was behind them when they return the dinar to former value. I think this is more for show than for actual control of inflation. Just as we have seen over the past years, Iraq seems to operate on a trial and error basis, and this is understandable since they are in an unfamiliar territory given the total dismay former economy was in.

All in all, I think we are moving closer and closer to the real inflation fighter, the impending revalue. So many signals have been uncovered by so many here on ROL that draws the same conclusion, and none that has not. I hate to say logics rules since Iraq seems so illogical, but in the end, there really is only one answer to out of control inflation, too bad we have had to wait so long for them to figure this out for themselves. (g)

As well, having again heard from my Kurd's, they have still not received or heard a thing over 10K. Seems to be a well kept secret to where it is and when it will be released. Again, this confirms they seem intent on testing the news releases to evaluate before enactiing. Sure is a strange way to run a government. It was also good to hear Barzani swings the bigger stick against Baghdad bozos when it comes to HCL. He is the driving force behind it, so it only makes sense he will get his way in the end, and the end is near. (g)

Happy Holiday Season to all, Mike

LORD TIM CLEMENT-JONES LEADS BRITISH TRADE DELEGATION TO KURDISTAN REGION IN IRAQ

Erbil, Kurdistan-Iraq (KRG.org) - Lord Tim Clement-Jones, the British peer who led a British trade delegation to the Kurdistan Region in Iraq last week, described the Region as full of potential for investment.

The member of the House of Lords led a delegation made up of members of the Middle East Association (MEA), including Michael Hodges of HSBC bank and Chris Holden of Price Waterhouse Coopers.

Lord Clement-Jones said, “We met several senior ministers as well as many people engaged in the private sector in Kurdistan, which helped us gain a strong understanding of the business climate and investment opportunities in Kurdistan Region. We satisfied ourselves that the security situation in Kurdistan is conducive to doing business there. We also met Prime Minister Nechirvan Barzani, a very effective leader who with President Masoud Barzani has a real vision for the future of Kurdistan.”

Two years ago he visited Kurdistan and promised Prime Minister Barzani that he would return with a trade delegation.

The delegation, whose trip was organised by the Kurdistan Development Corporation and hosted by the KRG Office of Foreign Relations, met various cabinet ministers and senior government advisers, who gave them an overview of the political, security, economic and financial situation in Kurdistan. The Kurdistan UK Friendship Association, which this month opened its office in Erbil, hosted a reception for members of the delegation on their first night and invited them to join the association.

Michael Thomas, Director General of the MEA, said, "Our visit was very successful and we received a very warm welcome from the friendship association, the business community and the government. Our report to the members of the MEA will give them a real insight into the Kurdistan Region. We were delighted to meet members of the Erbil Chamber of Commerce, and we’d like to return to Kurdistan with a delegation of medium-size businesses to develop contacts with the Chamber and Kurdistan’s businessmen.”

Also in the delegation were Lord Anthony St John, Philip Stephenson of Davis Turner freight logistics, John Irish of the Middle East Economic Digest, John Vergopoulos of Raphael Group infrastructure project management, Philip Dew who has a business development consultancy, and Nick Hills of Two Rivers legal practice. They were accompanied by Bayan Sami Abdul Rahman, KRG Representative to the UK and chairman of the Kurdistan Development Corporation.

TO Terry Tate : about Gates negotiating with the Iranians during the
hostgage crisis. YOU ARE AN FOOL get over it carter lost the election by a
    landslide. The democrat congress investigated.
    Senate Investigation
The US Senate’s 1992 report concluded that "by any standard, the credible evidence now known falls far short of supporting the allegation of an agreement between the Reagan campaign and Iran to delay the release of the hostages".
The left wing nut Lyndon LaRouche printed the allegation in dec 1980 in his
newsletter. Gary Sick published the book after an editorial in the NY times.
If the Reagan staff was smart enough and sneaky enough why didn't they convince
the Iranians to release the hostgages on Dec 25 for goodwill. The election was already over.
