    Iraq needs USD 100 bill. to rebuild infrastructure -- spokesman

    By KUNA Team KUWAIT, Oct 31 (KUNA) -- Iraq needs a total of USD 100 billion to rebuild its infrastructure and reform a number of economic aspects within four years, said Iraqi government's spokesman Dr. Ali Al-Dabbagh on Tuesday.

    During a press conference on the sidelines of the fifth preparatory meeting for the International Compact with Iraq (ICI), Al-Dabbagh said the mentioned amount of USD 100 billion was a speculative and unofficial figure that was based on a number of reports.

    As for the type of assistance needed from the meeting's participating nations, he said such preparatory meetings were set to determine what Iraq would be given, noting that Iraq's commitments would be based on what it would be receiving.

    Iraq has explained its commitments and other nations were awaited to present their financial, technical and political obligations, he explained.

    The current government needs the international community's support because it has inherited a number of severe problems from the former regime, he noted.

    The government, he said, was doing its best to battle corruption and five months ago it started summoning former ministers and officials accused of violating public funds, adding that some of them were convicted.

    Regarding Iraq's ongoing blood shed, he explained that terrorists have many h-hours for their operations, adding that the government was doing its best in light of available means which made the presence of international forces a necessity.

    Extending these forces' mandate, starting next December, for another year in Iraq was based on the need for their presence, he said.

    The sudden withdrawal of these forces would be like a gift to terrorists, so leaders of international forces have agreed on not leaving before Iraqi forces are capable of assuming tasks in full, he noted.

    The ICI would not only enable Iraq to battle attacks against it, it would also enable it to block attacks against neighboring nations, he said.

    Because terrorism in Iraq would sooner or later spill into the region, Iraq has requested the assistance of neighbors to avoid augmenting the problem, he said.

    Al-Dabbagh refused labeling certain nations with playing a role in Iraq's terrorism, but he said some countries were not handling the use of their territories as a passage by terrorists.

    As for ties with Iran, he stressed that Iraq wishes to develop strong ties with all nations including Iran.

    When asked about the absence of Iran and Syria the compact, he said "such a question should be directed to them," noting that they might have their own reasons.

    He urged the Syrian government to act against the unrest flowing from its borders.

    ICI's preparatory group includes the UN, US, UK, United Arab Emirates (UAE), Kuwait, World Bank, International Monetary Fund (IMF), European Union (EU), Arab development funds, Islamic Development Bank (IDB), France, Germany, Italy, Japan, Saudi Arabia, South Korea, and Spain.     KUWAIT CITY -- Iraq is seeking around $100 billion from donor countries to develop its infrastructure over the next five years, an Iraqi official said Tuesday, as a meeting for donor nations opened in Kuwait.

    "We need $100 billion to rebuild our infrastructure. This is an approximate figure for the next five years," Ali Al Dabbagh told a press conference. "We need the assistance until the oil sector is reconstructed," Dabbagh said, following the opening of the Preparatory Meeting for International Compact with Iraq.

    Representatives of 14 major donor countries and seven international institutions are taking part in the one-day meeting that is expected to approve the blueprint of a partnership between Baghdad and the international community.

    Donor nations are seeking commitments from Baghdad that it will carry out comprehensive economic, social and security reforms, and combat rampant corruption before paying the aid.

    The Compact is an initiative from the current Iraqi government aiming to secure financial and political backing from the international community for restoring peace and democracy to the war-torn nation.

    Iraqi Interior announced lower rates of political crimes and criminal in Baghdad

    Baghdad-10-31 (KUNA) -- The Iraqi Interior Minister Jawad who is the rate of political crimes and criminal retreated in Baghdad until 35 to 40% and that the crimes of kidnapping rate plummeted to 62% during the twenty-day attacks on New York and Washington.
    The Iraqi minister said in an interview published by a newspaper (morning) issued in Baghdad today that this indicator of the success of low security forces and the internal organs in the follow-up duties with the energies available.

    Default $1.2 Billion Deposit Facility

    According to Iraq Updates, yesterday Ahi United Bank ("AUB") announced the
    signing of a $1.2 billion deposit facility, the largest ever syndicated financing deal by any financial institution in the Middle East.

    Fifty-one banks participated - 63% from Europe, 28% from the Far East, 8% from North America and 1% from the Middle East. The transaction was over-
    subscribed from a launch of $500 million.

    AUB announced a net profit of $164 million for the nine-month period ending
    September 30th, a 26% increase.

    Total assets of the banking Group stood at $19.1 billion on September 30th,
    a 37.4 % increase since December 31, 2005.

    Does Prime Minister Nuri al-Maliki have the political spine to deal with Iraq's No. 1 problem — the Shi'ite militias? There's a growing suspicion in Baghdad that he does not. Having promised, for the umpteenth time, to crack down on the sectarian death squads wreaking havoc on the Iraqi capital, the prime minister promptly turned around and castigated U.S. forces for doing precisely that. The Iraqi leader claimed that a predawn raid Wednesday on a militia stronghold by U.S. and Iraqi soldiers had been conducted without his approval, and said such attacks would not be repeated.

    A U.S. military statement said the raid was directed at a "top illegal armed group commander directing widespread death squad activity throughout eastern Baghdad." At least 4 people were killed and 20 injured in the raid, which included air strikes from U.S. aircraft. It is unclear whether the targeted militia leader was captured. Although the U.S. said Iraqi special forces played the lead role in the raid, al-Maliki claimed the Iraqi government had not been consulted.

    Passing the Buck in Baghdad

    For the beleaguered residents of Baghdad, this has become a familiar Green Zone farce. Beholden to the very militias he has vowed to crush, the increasingly hamstrung prime minister has forced U.S. troops guarding the city to don kid gloves when dealing with the Mahdi Army, the militia loyal to the radical Shi'ite leader Moqtada al-Sadr, which has been blamed for much of the sectarian violence that kills an average of 100 Iraqis a day. And there is palpable frustration among U.S. soldiers patrolling the streets of Baghdad that every time they strike against the Mahdi Army, they are publicly scolded by the Iraqi prime minister. "Every time he does one of these about-turns, he makes the Madhi Army stronger and the government weaker," says a Western diplomat in Baghdad. "And of course, it drives the [Americans] up the wall."

    Moqtada al-Sadr commands enough seats in the Iraqi parliament to topple the prime minister, which is what makes his Mahdi Army untouchable. Still, few in Baghdad doubt that the Mahdi Army is conducting a campaign of organized violence against Iraq's Sunnis. TIME has uncovered evidence of a Mahdi Army program of ethnic cleansing designed to drive Sunnis out of mixed neighborhoods. As a member of a Shi'ite Islamist party himself, al-Maliki dares not incur the wrath of his own community. The last Iraqi leader who tried to face down al-Sadr, former Prime Minister Iyad Allawi, paid a heavy political price — in two general elections following his authorization of U.S. forces to smash the Mahdi Army in the summer of 2004, Allawi has been soundly defeated. That cautionary tale is not lost on al-Maliki.

    So, rather than directly confront the Shi'ite militias, the prime minister tends to deflect the blame for the sectarian violence toward Sunni terrorist organizations. He did it again Wednesday, saying: "The root of the bloody cycle that we are undergoing is the presence of terror organizations that have arrived in the country."

    Nor was the prime minister in any mood to placate his critics. In addition to criticizing the U.S. military, al-Maliki on Wednesday also publicly slapped down U.S. Ambassador Zalmay Khalilzad. He dismissed suggestions — made a day earlier by Khalilzad — that Iraqi political parties had agreed to timetables for dealing with the violence. "No one has the right to impose a timetable" on the Iraqi government, he said.

    He suggested Khalilzad's statement was motivated by political considerations that had more to do with the American midterm elections due next month than any real deal. " We are not much concerned with it, " he said. The defiance plays well with al-Maliki's political allies: al-Sadr and other Shi'ite Islamists. But it leaves other groups, including Sunnis, Kurds and secular Iraqis — and not a few observers in Washington — wondering whether the prime minister can stop his country from descending into a total sectarian war.
