    Default Iran and Iraq to strengthen security and intelligence ties

    Despite US concern over Tehran's role in Iraq, two countries to implement previous security deals.

    Iraq and Iran have formed a working group to build closer security and intelligence ties, the Iraqi government announced Sunday, despite US concerns over Tehran's role in the country.

    Iraqi National Security Advisor Muwaffaq al-Rubaie and his Iranian counterpart Gholam Hossein Mohseni Ejei, minister of security and intelligence, recently discussed putting into effect a prior deal to share intelligence.

    "The two sides agreed to form a working group to lay down suitable mechanisms to implement the agreement to strengthen security and intelligence cooperation," said a statement issued by the Iraqi cabinet.

    The United States, which maintains 142,000 troops in Iraq, has expressed concern over what it describes as Iran's role in fuelling the deadly violence sweeping Iraq and has accused Tehran of smuggling weapons to Iraqi militias.

    "Two countries are particularly playing a negative role: the Iranian and Syrian regimes," said US ambassador to Iraq Zalmay Khalilzad on Thursday.

    "These regimes are supporting groups who are killing Iraqis. Their objective is to use Iraqis as cannon fodder in their plan to keep Iraqis divided and Iraq weak," he said.

    Rubaie declined to discuss the agreement or Iran's role in the country, saying: "I do not wish to comment on these issues."

    In a July interview with CNN, however, the Iraqi national security advisor denied that Iran had a hand in the violence, but he acknowledged: "They have a political influence. They have media activity. They have even sometimes a security and intelligence activity inside Iraq."

    He also denied that Iran was supplying militants with special armor-piercing explosives technology, even though US and British officers maintain that the devices can be traced specifically to Iran.

    The US embassy in Iraq did not have a specific comment on the move towards closer intelligence and security relations between the two countries, but continued to express concern about Iranian activities.

    "We have always maintained that Iraq should have normal relations with all its neighbors," said embassy spokesman Lou Fintor. "We have long made clear our concerns about Iranian activities inside Iraq."

    Default U.S. helps rebuild Iraqi air force

    BASRA AIR STATION, 16 October 2006 (Washington Times)

    A team of U.S. Air Force personnel at this sprawling British base in southern Iraq is working to rebuild an air force that the U.S. military spent more than a decade destroying.

    Former test pilot Lt. Col. Kelly Latimer and her team of five pilots and maintainers are partnered with 70 Squadron of the reborn Iraqi air force, which three years ago had been grounded by 12 years of attacks and sanctions.

    The squadron's 15 Iraqi pilots and 39 other personnel operate four light aircraft donated by coalition countries -- two bulbous Seekers powered by a single pusher propeller and painted bright yellow, as well as two single-prop CH-2000s sporting a more conventional engine-in-front layout and gray paint.

    Both types carry infrared and daylight cameras for monitoring power and oil infrastructure and for spotting targets for other branches of the Iraqi military.

    This year, the squadron has spent 900 hours in the air, usually flying about five sorties a day. An American pilot rides along on all flights.

    The squadron's equipment and missions are basic stuff. The Seeker makes 80 knots and, from the ground, sounds like a motor scooter. "With a bit of a headwind, we get passed by cars on the road," Col. Latimer said.

    Many of the unit's Iraqi aviators are former fighter pilots, some having flown the Mach-3 MiG-25.

    "I thought coming in that these guys would be disgruntled," Col. Latimer said, "but they're happy to be flying and to have a job."

    When the squadron was formed two years ago, most flights were dedicated to training. But now that almost all the Iraqi fliers are checked out on both the Seeker and the CH-2000, the unit can dedicate more efforts to patrolling vital oil and power facilities and supporting the Basra-based Iraqi army's 10th Division and the tiny Iraqi navy based at nearby Umm Qasr.

    On one recent anti-smuggling exercise, 70 Squadron pilots spotted suspect boats with its cameras and used radios to direct Iraqi patrol craft to an intercept.

    "We need more exercises," Col. Latimer said, especially to improve the ground and sea forces' procedures for talking to the air force.

    Col. Latimer anticipates that the squadron will swap its single-engine aircraft for bigger twin-engine planes that are faster and can carry more equipment, perhaps including advanced sensors that can transmit imagery directly to ground forces.

    In the meantime, there are logistical problems to sort out. The CH-2000s need a new support contract, and aviation fuel has been in short supply. And Col. Latimer is hoping to find Iraqis with training experience so the squadron can train pilots on its own.

    But there are no plans for the Americans to leave. The next rotation of U.S. advisers will stay a full year, compared with four months for the current team.

    A video posted on the internet yesterday in the name of one of Iraq's largest insurgent groups called for the creation of a separate Sunni Islamic state in the country.

    If authentic, it could indicate a shift in strategy for parts of the Sunni Arab insurgency. "Your brothers in the Mutayibeen Coalition herald the establishment of the Islamic State of Iraq," said a spokesman, whose face was blotted out.

    He said it should encompass the governates of Baghdad, Anbar, Diyala, Kirkuk, Salahedddin, Nineveh and parts of Babel and Wasit - a swathe of central and western Iraq where most Sunni Arabs live.

    The Mutayibeen Coalition was purportedly set up last week by the Mujahideen Shura Council, an al-Qaeda-dominated umbrella organisation, along with smaller groups and tribal leaders.

    It is rarely clear whether internet statements represent a coherent stance by insurgents or a splinter group, or indeed if they are authentic at all. But if a separate state is now a goal of radical Sunni Islamist guerillas, it puts them at odds with mainstream Sunni politicians and many other insurgent groups. They tend to look askance at partition, which they claim would deprive their oil-poor central Iraqi heartland of resources.

    Sectarian violence flared over the weekend, with police announcing yesterday that suspected Shia militiamen had killed 42 Sunnis in the Balad region, north of the capital. The killings were in apparent retaliation for the deaths of 17 Shia, whose bodies were found on Friday.

    Dollar demand down at Iraqi Cenbank auction

    Baghdad, Oct 16, (VOI) – Demand for dollars was lower at the Iraqi Central Bank daily auction on Monday to $43.800 million from $46 million in Sunday auction.
    The central bank said in its daily statement it covered all bids which were $18.690 million in cash and $25.110 million in foreign transfers.
    The dollar exchange rate was stable for the third session running at 1,470 dinars.
    Ten banks participated in the auction but none offered to sell dollars.
