The mean classification Bremer when staff that classification based on the allocation of staff to only four categories in terms of salary, which the Finance Ministry insisted on retaining it for the designated services enjoyed productive while other government salary of ten categories of the building based on years of service is not free one of the many weak points.

Observers believe that the decision of the Ministry of Finance to retain the classification Bremer for the producer that the producer pay differentials financial staff of the profits, - just so that companies and laboratories which were productive and reap profits from the production are now complaining of bankruptcy for lack of raw materials and the presence of first foreign goods cheap and secondly that the borders are opened it in the goal shortly before the State Tax activation duties.

Barzani and Maliki Deepen their Alliance
Barzani and Maliki deepen their alliance

Ilnur Cevik - The New Anatolian / Baghdad-Erbil
    16 June 2007

The Iraqi Kurdish leadership and the Shiites dominating the government have agreed to deepen their alliance in Baghdad to facilitate American demands to improve the deteriorating security situation in Iraq and push ahead with reforms and the passage of the oil law that may appease the Sunni Arabs.
President George W. Bush has called Iraqi Kurdish Region President Massoud Barzani by phone on Thursday and thanked him for contributing to the Kurdish efforts to enhance security in Baghdad, The New Anatolian learnt from sources close to Barzani. Bush also said he appreciated the cooperation between the Kurds and the Baghdad government to solve political problems. He voiced solidarity with the Kurds.
A U.S. delegation led by United Nations Permanent Representative John Negraponte visited Erbil and met with Barzani on Wednesday. Bush also said he appreciated the positive attitude displayed by Barzani at these talks.
Iraqi Kurdish sources who asked not to be named said Bush had also told Barzani that the U.S. will make every effort to dissuade Turkey from launching a cross border operation against northern Iraq to fight PKK terrorists.
The move to deepen their alliance between the Kurds and Maliki has angered the Sunni Arabs and radical Shiite cleric Muqtada al-Sadr whose militia forces have reportedly clashed with Kurdish peshmerga troops.
It has also prompted moderate Shiite politician Iyad Alawi to rush to Erbil on Thursday to meet Barzani. Alawi a secular Shiite who was a former prime minister opposes Maliki. He reportedly told Barzani "we are still friends." Barzani has been angered because he feels Alawi is involved in a plot to undermine the Maliki government. Alawi attended a meting in Egypt allegedly organized by Arab intelligence agencies to set up a joint front against Maliki.
The Sunnis in Baghdad claim Maliki has sold out Kirkuk to the Kurds. An Iraqi member of Parliament representing the Sunni-led Iraqi Accordance Front (al-Tawafuq) speaking on condition of strict anonymity inside the heavily fortified Green Zone of central Baghdad where the Iraqi government meets, told Inter Press Service (IPS) that Prime Minister Nouri al-Maliki "sold Kirkuk in exchange for Kurdish support for his collapsing government, and other matters such as not being in the way of Shiite militias in Baghdad".
He explained that he believes Maliki made a pact with Kurdish leaders to relinquish plans for trying to have the central government in Baghdad control economic and oil issues in the Kurdish-controlled city of Kirkuk in northern Iraq, but did not express confidence that the deal would be honored.

All political maneuverings these days are "about who is to take over power in the country", he added, "while people are getting killed by the hundreds every day."
The New Anatolian was told in Erbil that Maliki has promised to ease Kurdish concerns in the new oil law that will give Kurds direct access to oil revenues and also loans for the Kurdish government to meet investment targets for 2007. Maliki has also assured the Kurds that the referendum for the future of Kirkuk will be held this year.
Last month clashes between the Kurdish forces and Shiite militias occurred in the Amil and Bayaa areas of southwest Baghdad. The Kurds were manning a checkpoint that was part of the Baghdad security plan when they were attacked by the Shiite militiamen.
The clashes underscore the tense and extremely volatile political situation, exposing a very real possibility that Kurdish-Shiite fighting could ignite in the oil-rich city of Kirkuk, as Muqtada has many followers in that mostly Kurdish city.
"Peshmerga Kurdish forces withdrew from Bayaa and Amil immediately after Prime Minister al-Maliki's return from Sulaymaniya and Erbil, cities in northern Iraq," retired Iraqi Army general Mahmood Sultan told Asia Times online service.
Sultan, who now works as a military analyst for various organizations in Baghdad, told Asia Times: "It is obvious that Iraqi leaders have started dividing the country and high posts. They are taking advantage of the US administration's despair for any possible exit from the deteriorating situation."
The first battalion of the second Iraqi Army division, which is a Kurdish Peshmerga militia unit, withdrew from the Bayaa and Amil quarters while telling people in the area that they would be replaced by another Kurdish group.
Residents, however, were surprised to see forces of the Ministry of Interior taking over the former Kurdish positions. Ministry of Interior forces are largely composed of Shiite militias, and have been accused of operating as death squads.
Immediately after the Kurdish forces withdrew, Shiite militias appeared to invade Sunni mosques and allegedly started harassing and evicting Sunnis in the area.
A spokesman for the People of Iraq Assembly, led by Adnan al-Dulaimy, condemned the reappearance of Shiite militias and their "brutal attacks" against Sunni mosques.
"Faatah Pasha and other mosques are now occupied with Shiite militiamen under cover of Iraqi police," read a statement from the group addressing the matter, "and the government is fully responsible for the current situation and any future disasters which could take place in the coming days."
Shock waves from the incident are already shaking up the government.
An Islamic party senior member who is deputy chief of the Security Committee in Parliament, Abdul Karim al-Samarra'e, said at a news conference that he contacted Minister of Interior Jawad al-Bolani and National Security Adviser Muaffaq al-Rubaie about Shiite militias invading southwest Baghdad and the urgent need to react to the withdrawal of the Kurdish unit.
"I received no response," he told reporters, "and this has led me to suspend my post at the committee until the situation is corrected."
Sunnis claimed Shiite militia activity continues to be high across Baghdad, but has worsened since the Kurdish unit was removed from the aforementioned areas.
The Sunni Arabs say all that is happening in Baghdad now is a part of a deal between Maliki, Barzani and President Jalal Talabani who is also a Kurd.
A Sunni Arab journalist identified as Yassir al-Ani, who lives in Saydiya claimed the Sunnis never trusted the Kurds to be a positive factor in the equation and "we were positive that they were brought to Baghdad just to support Americans in their effort to defeat the resistance and to gain more privileges in the new arrangements for dividing the country."
