Visiting Iraq Oil Minister invites Indian oil firms to build refineries
    4 Hour,50 minutes Ago

New Delhi, India: Visiting Iraqi Oil Minister Hussain al-Shahristani today invited Indian oil companies to build oil refineries in Iraq.

"Iraq is very keen to build new refineries, upgrade existing refineries and also develop oil fields. These are all areas Indian companies are competent and they can bid for these contracts," said Shahristani.

Replying to a question, Shahristani said discussions are on with Iran over building a pipeline to take crude from southern Iraqi oilfields to an Iranian refinery.

"We are talking to the Iranians about a new pipeline to supply crude oil for the Abadan refinery and we expect to finish our discussions in a month and sign a contract… and also we are talking to them to build a second pipeline to import some refined products from the Abadan refinery to the Iraqi market," he said.

The proposed pipeline is to carry 200,000 barrels per day of Iraqi crude.

Shahristani is on a four-day visit to India to invite Indian firms to set up oil refineries in his country.

During a visit to Riyadh earlier this month, Oil Minister Murli Deora met Shahristani and raised the issue of moving forward with ONGC Videsh Limited’s participation in Iraq’s upstream oil sector.

According to the Organization of Petroleum Exporting Countries (OPEC) web site, Iraq has a refining capacity of 603,000 barrels per day (bpd). It produces 477,000 bpd of refined products and consumption stands at 514,000 bpd.

Iraq's oil-reserves are the third largest in the world. A total of 15 onshore oil and gas assets are to be auctioned once the law is passed.

Foreign investment is crucial for Iraq's plans to ramp up production from its oil sector, which has suffered from years of mismanagement and sanctions.

Kurds support new oil law, a key benchmark
Agreement to share oil wealth could open economy to new investments

SULAIMANIYAH, Iraq - Kurdish authorities have agreed to back a draft law to manage and share Iraq’s vast oil wealth, removing the last major obstacle to approving the measure and meeting a key U.S. benchmark in Iraq, a top Kurdish official said Saturday.

Approval of a new oil law could help open the way for international oil companies to invest billions to upgrade Iraq’s decrepit wells and pipelines and exploit the country’s reserves, among the world’s largest.

The bill also provides a formula for distributing revenues among all major ethnic and religious groups, easing Sunni fears of being cut out of a future bonanza because their central and western homelands lack extensive reserves.
