    War of words increases as Kirkuk referendum approaches

    With the deadline to implement the Article 140 of Iraqi constitution drawing closer, some elements within the Iraqi federal government in Baghdad seek ways to halt the process.

    The article calls for holding a referendum in Kirkuk province, on whether or not the it should be incorporated into Kurdistan Region. The preventive moves come amid Kurdistan List's serious determination on the implementation of the article.

    Dr. Mahmoud Othman member of the Kurdistan List at the Iraqi parliament accused both the Sunni Iraqi Accordance Front and Shiite United Iraqi Alliance of being in constitutional violation by not honoring their commitment to the implementation of Article 140.
    Meanwhile, a member of the politburo of the Patriotic Union of Kurdistan (PUK), Mala Bakhtiyar, told a gathering of people in Dohuk that the Iraqi government has asked for delaying the implementation for three year but the Kurdish leaders and the Kurdistan Regional Government refused.

    Article 140 of the permanent constitution that enjoyed a unanimous vote of the Iraqis embraces the normalization of Kirkuk and its surrounding areas that suffered from the Arabization campaign by the former Iraqi government to alter the demography of the affected areas. According to the article, following the normalization process in Kirkuk, a referendum must take place by December 31, 2007 for the people of Kirkuk to determine whether Kirkuk should fall under the control of the central government in Baghdad or be returned onto the Iraqi Kurdistan Region territory.

    Ankara's interference in the interior affairs of Kirkuk and its effect on some Iraqi elements member at the Iraqi government was the factor that prompted the recent attitude of Accordance and Alliance lists regarding the implementation of the article, according to Dr. Mahmoud.

    Turkey's leading officials have frequently said that they are entitled to interfere in Kirkuk issue under the pretext of protecting the rights of the city's Turkoman population and have accused the political leadership of the Iraqi Kurdistan Region of trying to change the demographic composition of Kirkuk by settling thousands of Kurds in the city.

    Earlier this month, Massoud Barzani the President of Kurdistan Region had strongly rejected the accusations of Ankara towards the Iraqi Kurdish authorities in his speech at the European Parliament earlier this month on May 7, 2007.

    On the other hand, Qadir Aziz envoy of Masoud Barzani at the committee tasked with implementing article 140 said that the Kurdistan List was currently under extreme pressure to back off in its strong-mindedness to have the article carried out as per the schedule. "Any delay in carrying out the article constitutes the red line, something that we can not accept. It is our legitimate and strategic right to have those areas returned onto Kurdistan Region," Aziz said.

    These reactions by the Kurdish politicians followed an article published in the Arabic language Al-Zaman newspaper of May 16 in which Sami Askari the Military Advisor to the Iraqi Prime Minister has been quoted as saying that Kurdistan List has showed initial agreement to a proposal to delay the implementation of article 140 of the permanent constitution.

    Meanwhile, Firyad Rawandizi the spokesman of the Kurdistan List at the Iraqi parliament rejected the news published in Al-Zaman paper and confirmed that the Kurdistan List was still resolute to have the article implemented as per the fixed timeline.

    Moreover, Nechirvan Barzani, the Prime Minster of Kurdistan government with a delegation in company flew to Baghdad on May 19 to meet with Iraqi government officials in Baghdad and discuss the latest developments concerning article 140 of the Iraqi permanent constitution.

    As per article 140 of the Iraq's permanent constitution, the normalization process in Kirkuk should take place in three phases. The first step is to return the Arab families resettled to Kirkuk--- as part of the Arabization campaign by the former Iraqi government--- to their places of origin with compensations made to them. At the same time, the refugee families-most of whom Kurdish--- who were displaced from the city have to be returned to Kirkuk where they can reclaim their houses and properties.

    Further regarding the situation of the article, Kaka Rash Siddiq the head of the office in Kirkuk of The High Committee to Implement Article 140 said that some relevant parties want the situation of Kirkuk to be normalized but request the referendum to be postponed. " In a one week time, 100 branches committees have distributed compensation forms to the displaced and the Arab settlers and except for some technical shortcomings there has been no problem," said Kaka Rash.

    The Iraqi Ministry of Finance has allocated $262 million from its 2007 budget to cover compensations to be made to the displaced families from Kirkuk. The Iraqi Council of Representatives, also, has approved the allocation of additional funds from its 2008 budget for the same purpose.

    With the Kurds' determination on implementing article 140 for the permanent return of Kirkuk and other similar areas to Kurdistan Region, some neighboring countries of Iraq have voiced serious concerns that this will strengthen the infrastructure of Kurdistan Region and subsequently brings about the independence of Kurdistan Region and its separation from the rest of Iraq.

    Iraqi Kurdish leadership, on the other hand, have repeatedly reiterated their commitment to the constitution and their intention to stay as part of a federal Iraq.

    OK, maybe a little voice of reason or concern. But has anyone considered this could be the LOP that couldn't happen? Not saying it is but we have to explore all of the possibilities. Bash if you want but I do not get all hyped up over the info on the forum as nobody on here, and I mean nobody, has inside info. If you really think that there will be black Ops on your door step due to posting here you might want to rethink your dosage.

    Government Ankara supports a military potential of the Turkish army in Kurdistan

    The Turkish government said it could help American forces in the war against terrorism in Afghanistan if the United States promises to reduce attacks from the PKK. In Istanbul threatened Turkish Prime Minister Recep Tayyip Erdogan that Turkey would move its troops to fight against PKK elements in Kurdistan if it is necessary. Erdogan's statement came after the Turkish authorities had identified the suicide bomber that occurred in Ankara as a Kurdish man from the city as saying. But the PKK denied responsibility for the attack. But Turkish Foreign Minister Abdullah Gul said yesterday, Friday, that no currently no preparations in parliament for approval to send troops into Iraqi territory to fight rebel Kurds there.

    Erdogan said : There are no differences between us and our army and we will all that is necessary to protect our security, our people inside or outside the Turkish border, whatever the circumstances, stressing that "the United States of America ally of Turkey, This could go Turkish troops at the invitation of America beyond Afghanistan to help in the fight against Al Qaeda, if completed Latin regard in the Iraqi Kurdistan region in a reference to the PKK.

    Just going to alot of arabic sites raises flags. There are other people here on RC that are reading this and shaking there head YES, I know exactly what shes talking about.     Iraq seeks help for reconstruction

    New law to review all previous gas, oil contracts; companies have to bid afresh

    RENEWING TIES: Iraqi Oil Minister Hussein al-Shahristani with Union Minister for Petroleum and Natural Gas Murli Deora in New Delhi on Friday.


    NEW DELHI: Iraqi Oil Minister Hussein al-Shahristani on Friday called on Prime Minister Manmohan Singh and sought India's cooperation in rebuilding his country. He also discussed the investment and joint ventures with Dr. Singh.

    Later, the Minister told presspersons that he was delighted to hear from Dr. Singh that the entire nation was with Iraq and its people and New Delhi would extend all help in further promoting the friendly ties.

    "The Prime Minister assured me of continued support of the Indian people and its Government to help Iraq rebuild and once again emerge as a strong economic power."

    Mr. Shahristani said all oil and gas contracts, including Block 8 to ONGC Videsh Limited and the Tuba oilfield, awarded to India by the Saddam Hussein regime, would be scrutinised under a new law.

    The Minister said he could not give any firm commitment on honouring the previous contracts. Indian companies, both private and Government, would have to bid afresh. Petroleum and Natural Gas Minister Murli Deora was present.

    Mr. Shahristani said OVL would have to qualify under the new law for the onshore oil block awarded to it by the Saddam Hussein regime.

    Similarly, Indian firms would have to participate in the Tuba oilfield auction that was under discussion when the United States moved in. The contract for Block 8 in southern Iraq, bordering Kuwait, would also be scrutinised.

    On the Tuba oilfield, which was awarded to OVL, Reliance Industries and Sonatrach of Algeria, he said the contract was not signed and so it would be put up in an international competitive bidding round. Indian companies would have to bid for it. Iraq would also offer by the year-end onshore oil and gas blocks for bidding in the first round.

    It is learnt that Mr. Shahristani has sought the help of Engineers India Limited and Indian Oil Corporation for building a six million-tonne refinery in Iraq and upgrading old refineries.

    However, the Indian side made it clear that it would look in to refinery business only if it was offered oilfields along with it on a nomination basis.
