Former Oil Minister: Iraq Law Weeks Away

BAGHDAD, May 30 (UPI) -- Iraq's former -- and potentially future -- oil minister said the hydrocarbons law will be passed within weeks, despite continuing disagreement on the bill.

Ibrahim Bahr al-Ulum told Alalam TV Tuesday the Parliament will be able to amend the law to meet the needs of the disputing factions.

He said a main feature of the legislation will be the reconstitution of the Iraq National Oil Company, "which can regulate the oil and gas sectors which suffer from lack of coordination between several decision maker and administrative units."

Ulum was oil minister from September 2003 to June 2004 and May to December 2005. As a person affiliated with the Fadhila Party, which has come out against Prime Minister Nouri al-Maliki's government, he's angling to replace Hussein al-Shahristani as oil minister.

The law is seen as a crucial step to governing Iraq's vast oil and natural gas resources, as well as deciphering the extent of regional control over it and the distribution of oil revenues. It will also determine foreign investment in the sector. All of this is contested by various political groups, technocrats and the unions.

Alsumaria TV reports Shahristani said the law will be passed within two months. It's likely, however, it won't be passed by the end-of-May deadline set when a portion of the law was agreed upon in February.
