    Kurds hope to end the differences of Iraqi Energy Law

    Senior officials from Kurdistan region will head to Baghdad within this week hoping to end the dispute with the central government about the draft law of oil concerning the distribution of oil revenues in the country which possesses the third largest reserves in the world.

    Iraqi Prime Minister Nuri al-Maliki, who is under pressure to proceed with the adoption of the important oil law which Washington says it is vital to settle the sectarian divisions among the various sects and nationalities in Iraq, had said during an international economic conference on Iraq this week that the draft law had been submitted to Parliament for voting.

    However, a source in the oil industry in Iraq, said that the bill is still in possession of a body of the State responsible for drafting the bill and that the Kurds still have reservations about the supplements which they say that they will withdraw oilfields from under the control of regions and place them under the control of a new oil company owned by the State.

    The enactment of the oil law is vital to ensure the introduction of foreign investments to promote Iraq's oil production and rebuild an economy ravaged by wars. The Kurds insist that they want a separate law on the management of oil revenues provides for the establishment of a Kurdish fund; however, the government said it wants to put the proceeds in a central account and distribute them according to the country's population.

    Iraqi Oil Minister Hussein Shahrastani called on Russian companies to participate in the competitions on oil projects, including the development of fields and the establishment of refineries in all parts of Iraq, like the known global companies, after approving the oil law.

    Shahrastani said during his meeting with Russian ambassador in Iraq, Vladimir Jamov: “We are discussing with Russia, ways of strengthening relations between the two friendly countries in various fields, particularly in the area of oil and gas; Iraq expresses its desire to develop relations with Russia in a way that serves the common political and economic interests between the two friendly countries”.

    Shahrastani pointed out that: “it is necessary to activate the (Iraqi-Russian) joint committee, to strengthen cooperation between the two countries”, and said that:”Russian government should write off its debts on Iraq just like the countries of Paris Club did, and which Russia is one of its members, but has not done so yet; however Iraq expects such initiative from Russia at the International Conference in Sharm el-Sheikh”.

    He continued that: “Iraq would not commit to any contract concluded outside the framework of the existing laws that limit the negotiation and contracting in the area of oil and gas to the Oil Ministry, pending the enactment of the new oil and gas law”, adding: “foreign companies must conclude contracts only through the federal government and the Ministry of Oil which warns companies that violate Iraqi laws to bear the responsibility of their actions”. He pointed out that: “any contract in Iraq outside the federal government is considered illegal”.

    I found this someplace else. Over there they seem to think that this could be the end of our reval theory????? Too many "bad guys" with a whole lot of money. Thoughts???

    "Gunmen in four vehicles laid an ambush in central Baaquba for government accountants with one billion Iraqi dinars as a monthly social security program fund for poor families in Diala," the source, who asked not to be named, told the independent news agency Voices of Iraq (VOI).
    He added, "the gunmen escaped with the equivalent of $ 860,000."
    Baaquba, capital city of Diala province, is 57 km northeast of Baghdad.

    The source indicated that the Bank is working on establishing a system for clearing checks electronically and has good and concrete preparations to develop the Iraqi banking sector to cope with the international development.
