    Iraqi PM receives Kuwaiti Minister of Finance at Bayan Palace KUWAIT, April 24 (KUNA) -- Iraqi Prime Minister Dr. Nouri Al-Maliki received on Tuesday at Bayan Palace the Kuwaiti Minister of Finance Bader Mishari Al-Humaidhi.

    Default New Letter of Intent???

    Does anyone have any verifiable info on a new/current Letter of Intent. I think we all agree the last one submitted in Feb has expired and a new one was needed. I thought this was a key point to having the rate set for the RV. Maybe I am mistaken on this. Thanks.

    UN Panel Says CPA is Mismanaging Iraq’s Oil Revenues
    In criticism reminiscent of US charges against Saddam's handling of Iraq's oil revenues, a UN-mandated oversight panel says the US-led Coalition Provisional Authority has mishandled billions in Iraqi funds.

    A UN-mandated oversight panel says the US-led Coalition Provisional Authority (CPA) is mismanaging billions of dollars in Iraqi oil revenues.
    The International Advisory and Monitoring Board (IAMB), which was set up by the UN to monitor the Development Fund for Iraq (DFI), issued the criticism on Tuesday, according to Reuters. The Fund holds proceeds from the sale of Iraqi oil, as well as assets seized from Saddam Hussein's regime and money transferred from the sanctions-era Oil for Food Program.
    According to Reuters, the Monitoring Board said the Coalition Provisional Authority falsely stated that it had awarded contracts for equipment to meter Iraq's oil production. The absence of such equipment makes it possible for smugglers to gain access to oil supplies, said the IAMB.
    The IAMB also accused the CPA of delaying action for three months on a request by the Board that it turn over US audits of sole-source contracts awarded to Halliburton last year without competitive bidding, according to Reuters.
    The IAMB includes representatives from the Secretary-General of the United Nations, the International Monetary Fund, the World Bank and the Arab Fund for Social and Economic Development.
    The Financial Times reports that the US-based accounting firm KPMG, which is currently auditing the development fund on behalf of the Monitoring Board, says the Coalition's poor management has left the Fund "open to fraudulent acts."
    KPMG is not expected to complete its audit until July 14, two weeks after the Coalition Provisional Authority is formally dissolved, according to Reuters. But in a preliminary report, a copy of which the Financial Times has obtained, KPMG criticized the coalition's handling of the DFI and said the audit has been delayed in part by "resistance" from CPA staff.
    The Development Fund for Iraq was created by the UN last May and is managed by the CPA's Program Review Board (PRB), a panel appointed by and subordinate to the Coalition's civilian administrator, Paul Bremer. Spread sheets on the CPA's own web site indicate that the PRB has already spent $11.2 billion from the Fund, an amount that far exceeds the $3.2 billion in US taxpayer funds awarded thus far by the CPA for Iraqi reconstruction projects.
    The PRB has also committed $4 billion to additional projects, leaving only $4.4 billion in the fund, which is to be formally turned over to Iraq's interim government on June 30. The UN Security Council resolution setting the terms for Iraqi sovereignty states that the interim government is obligated to honor all contracts awarded by the CPA.
    The KPMG report obtained by Financial Times reads, "The CPA does not have effective controls over the ministries' spending of their individually allocated budgets, whether the funds are direct from the CPA or via the ministry of finance."
    Some of KMPG's harshest criticism was directed at the State Organization for Marketing Oil (SOMO), an agency charged with selling Iraq's oil, the Financial Times reports. KMPG's report says SOMO's only record of transactions was "an independent database, derived from verbal confirmations gained by Somo staff."
    An Iraqi minister, speaking to the Financial Times, said he and many of his colleagues who will take office on June 30 feel "let down by how the CPA has controlled resources."
    An adviser to a former member of the Iraqi Governing Council told the Financial Times that he feared auditors would never be able to complete a thorough review of the CPA's handling of Iraq's money. "If the auditors don't finish by June 30, they never will, because the CPA staff are going home," the adviser said. "I lament the lack of transparency and lack of involvement by Iraqis."
    Ironically, the US has frequently complained about the UN's management of funds in the Oil for Food program while Saddam Hussein was in power.

    Rice Urges Iran To Attend Mideast Meeting on Iraq

    Secretary of State Condoleezza Rice called on Iran not to boycott a conference next week of the major countries and parties with a stake in the future of Iraq, at which the United States and Iran would have an opportunity for senior-level talks.
    President Mahmoud Ahmadinejad said yesterday that Iran is still "reviewing" whether it will attend. Yet in a reflection of the sometimes bizarre relations between Tehran and Washington, he also called for direct talks with President Bush. "Last year I announced readiness for a televised debate over global issues with His Excellency Mr. Bush, and now we announce that I am ready to negotiate with him about bilateral issues as well as regional and international issues," Ahmadinejad was quoted as saying by an Iranian television channel. He made similar comments in an interview with Reuters.
    U.S. and Middle East officials dismissed the offer as grandstanding.
    In an interview with the Financial Times published yesterday, Rice said it would be a "missed opportunity" if Iranian Foreign Minister Manouchehr Mottaki does not join counterparts from five neighboring states -- as well as the United States, the European Union and the United Nations -- at the conference in Egypt. Senior Iranian officials have indicated that Mottaki may not attend, in part because the United States has refused to release five Iranian Revolutionary Guard officers captured in northern Iraq in January.
    The standoff comes when the Bush administration is seeking regional help to stabilize Iraq, as even top U.S. officers say the new security plan for Baghdad is having mixed results. Iran is particularly important because it has aided or armed Iraq's major Shiite political parties and militias as well as Kurdish parties. U.S. officials recently charged that Tehran is also providing weaponry to Sunni fighters.
    Rice is scheduled to attend the conference in the Egyptian resort city of Sharm el Sheikh May 3 and 4, as are Prime Minister Nouri al-Maliki and other top Iraqi officials.
    Iraqi Foreign Minister Hoshyar Zebari is expected to fly to Iran this week to make the case for Tehran to send senior representation to the meeting, a senior Iranian official said yesterday. A decision by Mottaki not to attend -- or to send only lower-level diplomats -- could undermine efforts to win real involvement by key neighbors.
    Tehran feels affronted on several counts, which will all factor into its decision, Iranian officials said Monday.
    The regime in Tehran thinks that it was in part duped into attending a lower-level meeting of the same parties last month in Baghdad, in which it agreed to participate after Iraqi officials said they expected the five Iranians to be released shortly, Iranian sources said. The Bush administration instead overruled a recommendation from the State Department to release the five intelligence operatives, picked up in a raid on Iran's Liaison Office in Irbil.
    The Iranian captives, known as the Irbil five, now have the same status as about 250 other foreigners captured in Iraq. Their cases are not eligible for review until July, U.S. officials say.
    Iran is also unhappy because it was excluded from final consultations on the venue and agenda of the meeting, even though it has more political sway in Iraq than any other neighbor, Iranian sources said.
    But Tehran also does not want to be seen as obstructing neighbors' efforts on Iraq, Iranian officials said. The compromise may be to send a lower-level official, sources added.
    In the interview, Rice also said the United States is open to discussing any topic with Iran if it will agree to suspend the enrichment of uranium, which can be used to develop nuclear energy as well as nuclear weapons. If Tehran complies with a U.N. demand to suspend enrichment and comes to the negotiating table, "I will come to the table, too," Rice said. "It would reverse 27 years of policy. We can talk about anything."
    In the Reuters interview, Ahmadinejad said Iran is prepared to talk with the United States -- on the condition that it is "in the presence of international media and the talks should be broadcast live." Iran did not have "good memories" of earlier secret negotiations, he said, apparently referring to the controversial arms-for-hostages swap during the Reagan administration.

    Man!! I had to go play at field day with my second grader today all morning...what did I miss????!! Now, I have to go buy flea treatment for my cute toy poodle-and go to the bank (can't wait until I just have a large WAD to put in and I won't ever have to GO again!!!) and THEN I have to go try to get a Permit for our addition (which will be even NICER post RV)-won't be back to check in so for a couple- so anyone who responds with a nice summary-thanks sooo much!!
