Pointing out that "Japanese companies are preparing for the development of Iraqi oilfields once the oil and gas law into effect," explaining that "Japanese companies showed their interest in the development of oilfields Nasiriyah, the huge field located east of Baghdad," in addition to the partnership between those companies and the national oil company to develop giant oil fields currently produced less capacity.

    Baghdad security plan extended to five other provinces

    The Iraqi government has decided to expand the scope of the security plan for Baghdad to include five other provinces to deal with armed and stabilize. He said Brigadier Abdul Karim Khalaf, "The security campaign in the town of Diwaniyah comes in the framework of expanding the scope of the security plan." He pointed to the start of the process behind the other security in the Mosul area and called the imposition of the law.     Maliki appeals greater UN role in support of Iraq

    Agency (Lucky) Italian News - The Iraqi Prime Minister Nuri al-Maliki that the International constitutes a base for the integrated support of Iraq at all levels of political, security, economic, and stressed "the importance for the United Nations to play a greater role in support of Iraq at this stage, to take place from the new center of the international community."

    The Al-Maliki, during his reception of the Adviser to the Secretary-General of the United Nations for the International Ibrahim Kambare today, Friday, that "the progress made on the security and the building of State institutions came as a natural result of progress in the national reconciliation process, which consequently led to the tightening of terrorists and armed groups and the dismantling of many of the networks and the arrest of many of the symbols and elements inside Iraq, "he said.

    He noted that "the government of National Unity is currently trying to propose more bills to the parliament to promote the reconstruction process in the country and attract more foreign investments." He pointed to al-Maliki said, "In this regard, the government has provided the oil and gas, and the previous Iraqi foreign investment law to build a strong economy supported by the ongoing transformations in the country."

    For his part, Kambari stressed the "necessity of coordination between the United Nations and the Iraqi government for the success of the International Conference to be held in Cairo," and new "international organization pledged to support Iraq to complete the political process and achieving security and stability".

    The Council of the Iraqi parliament had held an international symposium this today, Friday, in Dubai to discuss the oil law and gas controversial before it was officially introduced for discussion and voting in the Council, had been approved in a session held the previous draft foreign investment law which provides facilities for major capital to work on projects in Iraq.

    This almost sounds like they are saying the HCL has been approved by Parliament...

    The company is currently studying 15 projects require loans in the areas of industrial, agricultural, and service.
    Hanzl said that "the financing of small and medium-sized projects and a large area is important because if it does not grow such projects to Ainmu economy fully. "
    And the value of loans approved by the company between five thousand dollars to a quarter of a million dollars.
    He added that the sectors covered in the company is the industry, services and tourism, building and construction, trade and agriculture.

    Default Kurdistan minister warns of consequences if article 140 not applied

    The Kurdish minister for areas outside Iraq's Kurdistan autonomous region [Ed: KRG Minister for Extra-Regional Affairs] warned on Monday of grave consequences failing the application of article 140 of the Iraqi constitution, which makes provisions for the normalization of the situation in oil-rich Kirkuk in 2007.

    This came during a press conference that the minister, Mohammad Ihsan, held on Monday upon his arrival in Erbil from Baghdad, after a series of talks with the Iraqi government on implementing article 140 on Kirkuk.

    The minister, who represents the government of Iraq's Kurdistan in the committee for normalizing the situation in Kirkuk, said “we want to implement this article through dialogue”.

    He warned of dire consequences if the article was not applied.

    “Kurdish fears will not vanish until a referendum is held, which has to be in public,” the Kurdish minister asserted.

    The article stipulates that the normalization of the situation in Kirkuk can only be achieved through the return of Arabs, who settled in the city during the former Iraqi regime, to their hometowns after offering them compensation, as well as the return of expelled Kurds. A census will follow the referendum, during which the people of Kirkuk will decide whether to stay as part of the Iraqi federal government or to join Iraq's Kurdistan region.

    “Kurds insist that the article be applied because there are former Ba’athists in most of the Iraqi institutions in Kirkuk, despite the toppling of former Iraqi president Saddam Hussein's regime,” Mohammad Ihsan also said, noting that there was a leadership crisis in Iraq, “As there are some men who assume leading positions without having the real ability to be decision makers”.

    "Others do not deal with the Kurdish position seriously,” he added.

    ”We met with the head of the Shi’ite Unified Iraqi Coalition (UIC), Abdul Aziz al-Hakim, during which we demonstrated the Kurdish position and the consequences of not applying article 140,” the minister stated.

    He denounced the Iraqi cabinet’s decision to refer the approval of the normalisation committee’s decisions to the cabinet instead of the premier.

    “This decision was wrong because we agreed that the premier would sign the committee's decisions, not the cabinet,” the minister said. ”Unfortunately they insisted on referring them to Iraq's cabinet”.

    Ihsan pointed out that the Kurdistan government was working on preparing a draft resolution to present to Iraq's presidency on the administrative borders of Kirkuk city.

    “I conveyed a message from Iraq’s Kurdistan President Masoud Barzani to Iraqi Prime Minister Nouri al-Maliki, which confirmed the Kurds’ determination to implement the article,” Mohammad Ihsan noted.

    He also criticized those who oppose the implementation of the article, considering them to be opposed to the democratic process in Iraq.

    Regarding the regional and international position on applying the article, the minister said, "during our talks with British and US officials, we were convinced that they are resolved and committed to what we have voted for.”

    Kirkuk city is just outside the Kurdistan autonomous region and is not under the full control of the Kurdistan Regional Government administration. Its population is a mix of majority Kurds and a minority of Arabs and Turkmen

    Talking A giant ship for oil transport at Khor Al-Zubair

    The Associate Director of Khor Al-Zubair port in Basrah said last Saturday that the port received the largest ship to transport Iraqi oil, pointing out that this is the first time in the history of the port to receive a giant ship of this size.

    Engineer Majid Al Yousef added that “the ship (West Starr) anchoring in the port, and which was received on Friday, weighs (70) tons while its length is (243 m.) and its width (32 m.)”. He pointed out that “the ship came to port to load on black oil through the pipeline that extends from the port to the Basrah refinery (20 km west of Basrah)”.

    Youssif pointed out that the berthing of this giant ship indicates the ability of (Khor Al-Zubair) port to receive large ships, as a response to the rumors against Iraqi ports.

    Default Oil exports rise in March to the highest level in 2007

    Transport sources said on Monday that Iraqi oil exports rose in March to hit the highest level since September 2006 because of the increasing shipments from Basrah which is the main port on the Gulf for the export of Iraqi crude oil.

    According to data gathered by Reuters, the exports have increased from 1.49 to 1.62 million barrels a day in February, and this was the highest level since last September when exports hit 1.64 million barrels per day.

    Spokesman of the Iraqi Ministry of Oil, Assim Jihad, said on the fifth of March that the total exports in March was less than what was desired by Iraq which was seeking to increase its exports to 1.7 million barrels a day during that month.

    The total figure for the exports in March was 2360061 barrels exported from the Iraqi port of Khor Al-Amaih on the Gulf.

    The cabinet has agreed to offer loans up to 50m dinars for small projects through the state-owned banks," Ali Al-Dabbagh told reporters after a cabinet meeting. The interest rate is 6%, two to be paid by the loan holder while 4% will be paid by the finance ministry, he said.

    The cabinet also approved the establishment of the Najaf power plant, operating with natural gas at a cost of US$55m and a design capacity of 22 MW, Al-Dabbagh added.

    "A contract to that effect will soon be signed with a spe******ed company to start carrying out the Najaf power plant project," said the spokesman, without providing the name of the company.

    Al-Dabbagh added the cabinet decided to sign WLL (wireless local loop) contracts with companies offering cellular service in the country if they already had contracts with previous governments before April 2003.

    The cabinet agreed to implement the contracts concluded by the mobile phones companies and allocate them the required frequencies for operation, he said.

    Smile Local council set up in Hit for first time in two years

    The first local council in two years in Hit was set up on Friday, with a lineup of 21 members, to run the city's affairs and prepare a plan to re-build it, residents in Hit, in the western Baghdad Sunni province of al-Anbar, said on Saturday.

    "The members were elected by a committee of 100 notables and tribal chiefs in Hit," a local resident told the independent news agency Voices of Iraq (VOI).

    The members include university professors, engineers, school head*******, physicians, lawyers and others connected to civil society organizations, another local resident said.

    Hit, 180 km west of the capital Baghdad, is enjoying a relative lull compared to the restive cities of al-Ramadi and al-Falluja. Young men from the city joined the city police forces before they received training at a camp belonging to the U.S. army in eastern Ramadi, capital of Anbar.

    The council, which disbanded itself or had previously little role to play, was formed in light of mounting military operations and armed conflicts between U.S. troops and gunmen that prevailed in Hit two years ago, paralyzing the activities of all government departments.

    Talking Top Qaeda leader killed

    The Iraqi army's 1st Brigade killed a leading member of al-Qaeda Organization in Iraq, the official TV al-Iraqiya quoted a security official as saying.

    "Al-Qaeda leader Abu Baraa al-Libi was killed by the Iraqi army in al-Ghazaliya, northwestern Baghdad," the state-owned TV channel quoted Brig Qassem Atta, the official spokesman for the Fardh al-Qanoon security plan as saying, but did not say when the operation took place.

    Al-Libi was a prominent aide of Abu Omar al-Boghdadi, the leader of the so-called Islamic Nation in Iraq.
