Thursday, April 05, 2007 Iraq to receive $700m loan from Japan
(MENAFN) Japan's Foreign Minister stated that Japan has agreed to help Iraq develop its production of crude oil through the signing of a $700 million loan agreement between the two countries, Iraq Directory reported. A statement from the Ministry said that Japan's long-term strategic partnership with Iraq holds significance since Iraq has the third largest oil reserve in the world. An Iraqi Member of Parliament stated that the 40-year agreement between Iraq and Japan will improve the country's production of crude oil and power output. It will focus on the construction of gas lines in Basra and development of Iraq's nation-wide power transmission facilities.

Baghdad, Apr 5, (VOI) – Iraqi Prime Minister Nouri al-Maliki accepted the resignation of Justice Minister Hashim al-Shibli and assigned Minister of State for National Assembly Safa al-Din al-Safi to take over his tasks, the state-run al-Iraqiya satellite channel reported on Thursday.

The minister presented his resignation last week, protesting the way the government is operating, by saying “I cannot take responsibility in this critical stage in Iraq’s history.”

He is a member of the Iraqi National List, a secular parliamentary bloc with 25 seats out of the 275-member parliament, under former Prime Minister Iyad Allawi.

BAGHDAD - A ministerial meeting between Iraq, its neighbours and world powers to follow up earlier talks aimed at stabilising the country has been postponed until the first week in May, Iraq’s foreign minister said on Thursday.

Hoshiyar Zebari told Reuters the meeting would be held outside Iraq, declining to give the location or elaborate on the reason for the delay.

The meeting had been expected to take place in Istanbul in early April.

Prime Minister Nuri al-Maliki wanted it held in Baghdad, but Iraqi officials had said some countries were worried about security.

“All I can say at the moment is that it will be held in the first week of May and outside Iraq,” Zebari said.

Iraq called the meeting of senior officials in March to enlist the support of its neighbours to help end bloodshed. But it also provided a rare opportunity for the United States and its adversaries Iran and Syria to sit at the same table.

Washington accuses Syria and Iran of supporting militants in Iraq, a charge they deny, and has spurned suggestions that it should reach out to them for help in stabilising Iraq.

Maliki had urged the officials in March to do all they could to help end the sectarian violence that threatens to plunge Iraq into all-out civil war and spread across the region.

**Earlier this month (March) Under Secretary of Commerce for International Trade Franklin Lavin visited The Center for Strategic and International Studies (CSIS) to deliver a speech entitled "Opportunities and Challenges for Economic Growth in Iraq."

In the address, Under Secretary Lavin shared observations from his recent trip to Erbil, Iraqi Kurdistan and described the U.S. Commerce Department's economic policy priorities for Iraq.

In addition to launching the U.S.-Iraq Business Dialogue, Lavin also aimed to work on the Iraq Gateways Initiative, "which is simply to encourage companies that are looking at Iraq – are looking at doing business in Iraq – to think about particular locales that might be more fruitful environments for starting a business," Lavin said.

Regarding the Iraqi dinar, Lavin commented: "I think probably an underreported story is a very stable currency, so at least trade and normal economic decision-making can be facilitated."
