And considering the cohesion Lebanese people in the face of aggression and unity to ensure the future of Lebanon and its security and stability>. The resolution <full Arab solidarity with Lebanon, and to provide political and economic support to the Lebanese government, so that the Lebanese national unity, security and stability of Lebanon and its sovereignty over the whole of its territory>.

    The resolution pays tribute <national role played by the Lebanese army in the south and in all regions of Lebanon at the government's decision>, also supports <task of the army, as decided by the Lebanese Council of Ministers, in terms of the extension of the state's sovereignty over its entire territory>. My seven-point plan put forward by the Lebanese government. It calls on the United Nations and the Security Council to <taking the Lebanese proposal on the Shebaa Farms area contained in this plan in mind, the Secretary-General of the United Nations proposals on this subject>.

    The resolution of Israel <full responsibility for the aggression suffered by Lebanon and the results of the deliberate targeting of civilians and infrastructure, and the liability of the Lebanese Republic and the Lebanese citizens on the tragic loss of direct and indirect damage to the Lebanese economy due to the aggression>.     Ban Ki-moon calls on Arab leaders to renew backing for Middle East peace plan

    Ban Ki-moon with Sudanese President Al-Bashir
    28 March 2007 – United Nations Secretary-General Ban Ki-moon today urged leaders meeting at the Summit of the League of Arab States to re-affirm their commitment to the Arab Peace Initiative, which he called one of the pillars of the Israeli-Palestinian peace process, while stressing that the world must build on the “new stirrings of potential” to resolve the long-running conflict in the Middle East.

    Mr. Ban used his address to the opening of the summit, taking place in Riyadh, Saudi Arabia, to underline the need for renewed efforts by Arab nations to resolve the region’s other crises, from Somalia and Sudan’s Darfur region to Lebanon and Iraq.

    In his speech, the Secretary-General said he saw positive signs in the formation of a Palestinian National Unity Government and the prospect of an Israeli-Palestinian dialogue.

    He added that the Arab Peace Initiative, a plan adopted during the Beirut Arab Summit in March 2002, “suggests a new way forward for the region” after decades of division over the Israeli-Palestinian conflict.

    The initiative, based on the principle of land for peace, calls for Israel to withdraw from all Arab lands occupied since 1967, recognize an independent Palestinian State and provide a just solution to the issue of Palestinian refugees. In return Arab countries would recognize Israel, end their conflict and normalize relations.

    Although peace between Israelis and Palestinians would not be “a regional panacea,” Mr. Ban said, “it would go a long way toward promoting political moderation and pluralism. Solving this conflict is a moral and strategic necessity.”

    While in Riyadh, Mr. Ban attended a mini-summit on the humanitarian and political situation in strife-torn Somalia, which was chaired by Saudi Arabian Foreign Minister Prince Saud and included senior officials from the UN, the League of Arab States, the African Union (AU), the Organization of the Islamic Conference (OIC), the European Union (EU) and the Kenyan Government.

    He stressed in his speech to the League of Arab States that there can be no military solution to the fighting in the impoverished Horn of Africa nation, adding that “an inclusive political process” offers the only path to lasting stability.

    Mr. Ban called on Somalia’s Transitional Federal Government to reach out to the country’s main political and social forces as part of that inclusive process.

    The Secretary-General has also conducted a series of bilateral meetings in Riyadh, including a meeting with Sudanese President Omar al-Bashir to discuss the situation in Darfur, where the UN and the AU want to deploy a hybrid peacekeeping force to stop the fighting that has killed more than 200,000 people since 2003.

    “The people of Darfur have waited too long, and suffered so much,” Mr. Ban said in his speech to the League of Arab States, saying grave human rights abuses and violations of international humanitarian law continue to be committed by all sides.

    Saudi Arabia’s King Abdullah is scheduled to chair a mini-summit meeting tonight on Darfur that will also include Mr. Ban and Arab League Secretary-General Amr Moussa.

    Last night Mr. Ban spoke with Syrian President Bashar al-Assad, and they discussed Iraq, the deteriorating situation in Lebanon, the Israeli-Palestinian conflict and Darfur.

    Noting that he will travel to Lebanon after his visit to Riyadh, Mr. Ban said he was concerned that although the cessation of hostilities has been holding, the country continues to experience “internal political turmoil.”

    The Secretary-General also held bilateral meetings with Lebanese President Emile Lahoud, Mauritania’s President Col. Ely Ould Mohamed Vall and Somali Prime Minister Ali Mohamed Gedi, as well as Sheikh Khalifa bin Zayed al Nahyan, the President of the United Arab Emirates, and AU Chairman Alpha Oumar Konaré.

    General Assembly President Sheikha Haya Rashed Al Khalifa also addressed the summit in Riyadh today, calling for the international community to support the Arab Peace Initiative, which “provides the necessary basis for a just, comprehensive and permanent solution that is consistent with international resolutions.”

    Sheikha Haya, who became the first Arab Muslim woman to address a Summit of the League of Arab States, then held bilateral meetings with numerous leaders, including Egyptian President Hosni Mubarak, Palestinian President Mahmoud Abbas and Prime Minister Ismail Haniyeh, and Lebanese President Emile Lahoud and Prime Minister Fuad Siniora.

    Economic : the participation of Iraqi .. Oman attracts meeting of the Financial Action Task Force for the Middle East

    There will be a Financial Action Task Force for the Middle East and North Africa held its fifth meeting in Amman early next April under the chairmanship of the Governor of the Central Bank of Jordan, Dr. Touqan illiteracy.

    The group is meant "an independent group of a voluntary nature and cooperative," was established in 2004 and based in Bahrain to adopt and implement international standards and recommendations on combating money-laundering and the financing of terrorism and the application of treaties and conventions of the United Nations resolutions.
    It also means adopting and implementing Security Council resolutions on combating money laundering and financing of terrorism through the establishment of an effective system implemented by the States in line with the cultural values and their constitutional and legal systems.
    It should be pointed out that the group does not emerge from the international treaty to confirm the seriousness of the countries of the region in addressing the risks posed by money laundering and the financing of terrorism.
    Participating in the meeting in addition to Iraq, the UAE, Bahrain, Tunisia, Algeria, Saudi Arabia, Sudan, Syria, Palestine, Oman, Qatar, Kuwait, Lebanon, Egypt, Morocco, Mauritania, Yemen, France, Britain and the United States of America and Spain.
    Will also participate in the meeting by representatives of the IMF and the World Bank and the International Financial Action Group "expected" and the United Nations Office for Drug Control and Crime and the Cooperation Council for the Arab Gulf states.
    Iraq's participation in such a group aware of the risks posed by money laundering and the financing of terrorism in the Middle East and North Africa and the belief that these risks could be addressed effectively through cooperation among the countries of the region.

    Satterfield: Iraq oil law will pass
    UPI - [29/03/2007]

    The Bush administration remains optimistic Iraq will approve a law governing its oil and natural gas despite growing opposition.

    Ambassador David Satterfield, senior adviser to U.S. Secretary of State Condoleezza Rice and the State Department's Iraq coordinator, said a deal reached last month on the framework for the draft hydrocarbons law meets two of three points necessary for the military "surge" to be successful.

    The added troops "cannot by and of itself achieve lasting security for Baghdad or Iraq as a whole," Satterfield said Tuesday at a forum at the Washington Institute for Near East Policy.

    He said it needs to be coupled with political reconciliation, economic development and diplomatic engagement.

    Kurdish and federal government negotiators ended nearly a year of deadlock and agreed in part to the law, which will govern Iraq's oil and determine revenue sharing. Not all the details have been worked out, something necessary before Parliament takes up the measure.

    The law won't affect current production, which is struggling amid war, sabotage and attacks, shortages of electricity and historic degradation after years of sanctions and misuse by Saddam Hussein.

    It will set the framework for investments in Iraq's oil, which at 115 billion barrels of proven reserves is the third-most in the world.

    The Iraqi Accordance Front and the Iraqi National Slate, led by former Prime Minister Iyad Allawi, have come out against the law.

    So has the Iraqi Federation of Oil Unions, which can shut down most of Iraq's 2 million barrels per day production if it wanted to.

    This could spoil any progress the Bush administration has pointed to as one of the benchmarks for continuing the support for the current Iraqi government.

    "I believe that this is a benchmark that will be met. It will be met at the timeframe which I think will be defined in terms of weeks and months and not longer period," Satterfield said.

    Pentagon Supply Needs Help Revitalize Iraqi Economy

    In an Iraq jobs program, the Pentagon has helped reopen three factories shuttered after the 2003 invasion, seeding the ground by buying uniforms and armored vehicles from two of them.

    Reopening state-owned factories that produced everything from cement to buses for Saddam Hussein's regime is among efforts President Bush hopes will boost the economy and help salvage a violent Iraq. His controversial strategy of increasing troops there to try to calm violence is meant to buy the Iraqi government time to move forward on political reconciliation and reconstruction.

    In a program started nearly a year ago, the Defense Department has reopened a large textile factory in Najaf by buying uniforms for Iraqi soldiers and police that the U.S. has been training, and has reopened a vehicle factory south of Baghdad by buying armored vehicles, said Paul Brinkley. He is deputy undersecretary of defense in charge of Pentagon business modernization efforts and has been running the program.

    Officials helped find other customers for the third restarted factory, in Ramadi, which makes ceramic products the U.S. has no need for in Iraq.

    Brinkley has been taking representatives from private industry in the United States and elsewhere to Iraq to encourage them to do business in the country.

    One company has agreed to buy 120 trucks from the transport company and another is expected to buy clothing from the textile factory that Brinkley said could be on American shelves by fall.

    Brinkley declined to name the companies, saying they are still negotiating.

    After the 2003 invasion of Iraq, occupation officials of the U.S.-led Coalition Provisional Authority decided to do nothing with the government-owned factories, hoping they would quickly be taken over by the private sector. Privatization never happened as violence gripped the country and disrupted the economy.

    Brinkley said the program will reopen private as well as government factories.

    Military commanders have long seen employment as one of the keys to slowing the violence. The idea of restarting factories differs from some previous reconstruction efforts that have had limited success in that it's aimed at providing long-term employment for factory workers as opposed to short-term jobs that came with individual rebuilding projects.

    Of some 200 large factories that made up Iraq's former industrial base, Brinkley said the Pentagon believes 140 are potentially viable and has identified ways to get 56 of them running again, hopefully this year.
