    Here are the questions.

    Would the stock price of the company drop with the increase in the exchange rate or would it stay the same? If the stock price stays the same (10 dinars) the foreign investor makes a lot of money without a real increase in the value of the company. If the stock price drops (.01) in accordance with the reval of the local currency, that company can still be bought up for very little, because the stock priced dropped so much because of the revaluation.

    So the question is will it be more beneficial to revalue the currency now before the exchange opens to foreign investors or latter?

    Washington has repeatedly pressed the Shi'ite-led government of Prime Minister Nuri al-Maliki to reach out to disaffected minority Sunnis, wary of the newly empowered Shi'ite majority.

    While Maliki has talked of the importance of national reconciliation, there has been little action on the ground.

    CAUSES FOR OPTIMISM

    Khalilzad said reasons for optimism included a fall in violence in Baghdad by 25 percent since a crackdown began in February, the improved performance of Iraq's security forces, and agreement on a new law to share out Iraq's oil equitably.

    "These are positive indicators. But for success to be inevitable, more needs to be done," he said.

    "We are an impatient people and I constantly signalled to the Iraqi leaders that the patience of the American people is running out," he added.

    He said the government must demobilise militias, schedule provincial elections, amend the constitution to address Sunni concerns and reach agreement to "allow insurgents to lay down arms and join the political process".

    A government source said on Monday a draft of amendments to a law banning former Baath party members from public sector jobs, which has been a source of deep resentment to Sunni Arabs, was finalised and ready to go to parliament.

    Iraq has seen a surge in sectarian bloodshed during Khalilzad's 21 months as envoy, eclipsing the insurgency against U.S. forces and the Shi'ite-led government, and pitching the country towards all-out civil war.

    As Khalilzad spoke, U.S. soldiers and Iraqi security forces battled gunmen in Iskandariya southwest of Baghdad, the scene of tit-for-tat attacks on Sunni Muslim and Shi'ite mosques in the past three days. Police said a curfew had been imposed.

    At the news conference, Khalilzad was pressed on whether the U.S. contacts with the insurgent groups did not violate Washington's policy of not talking to terrorists.

    "I did not say we've talked to terrorists," he said, drawing a distinction between terrorists and "reconcilable" insurgents.

    Al Qaeda's adherence to a hardline form of Sunni Islam and indiscriminate killings have brought it into conflict with some Sunni tribes, particularly in western Anbar province.

    Former Baathists, loyal to Saddam Hussein, form the bulk of the Sunni Arab insurgency. The Islamic Army in Iraq is believed to be the largest group of former Baathists and military officers fighting Iraqi and U.S. forces.

    "One of the main challenges is how to separate more and more groups away from al Qaeda," Khalilzad said. "There's a real struggle going on in the Sunni Arab part of Iraq between al Qaeda and the other more patriotic groups."


    Washington still views al Qaeda as one of the biggest threats to security in Iraq, although most of the killing now is attributed to sectarian violence between Shi'ites and Sunnis.

    Despite hundreds of its members being killed or captured, the al Qaeda-led Islamic State in Iraq group is still able to launch attacks and is responsible for some of the worst bombs. (Additional reporting by Mariam Karouny and Waleed Ibrahim)

    Sharing petroleum resources only path to Iraqi unity and stability

    London, UK (KRG.org) – At a seminar in London on Thursday, experts on Iraq and the oil industry discussed Iraq’s draft federal oil and revenue sharing laws. One of the speakers, Dr Ashti Hawrami, the Kurdistan Regional Government’s (KRG) natural resources minister, said, “sharing Iraq’s oil and gas revenues fairly and transparently is the only path to a united and stable Iraq”.

    Dr. Hawrami, who sits on the Iraqi committee that is drafting the federal oil and gas law, told participants that while the main points of the draft have been completed and agreed, some annexes and model contracts are still being decided. He said, “The law reiterates that the KRG is responsible for awarding contracts in its area. It also includes strong checks and balances to ensure that contracts follow guidelines.”

    The drafting committee in Baghdad decided that a federal oil and gas council will be established that can review newly signed contracts, to make sure that they meet guidelines. The council can ask an independent panel of experts to study the contracts and if the panel finds that a contract seriously deviates from the guidelines, the contract has to be modified.

    Dr. Hawrami added, “Contradictory to what some reports have said, no one has told us Iraqis what to put in the law. Iraqis alone have been deciding it. The only pressure put on us has been to move it forward and complete it.”

    Hamid Dhiya Jafar, an Iraqi national who is chairman and CEO of Crescent Petroleum and executive chairman of Dana Gas, said “Iraq’s oil sector needs massive investment because it has been stuck in a time warp since the 1970s and needs to modernise. When countries like India and Pakistan are privatising to modernise the industry, we need to recognise that Iraq has to do the same.

    He added, “Iraq now has a unique opportunity to design the right regulatory framework.” Mr. Jafar also said that the government should encourage a healthy Iraqi private sector petroleum industry.

    Peter Galbraith, former US ambassador to Croatia and United Nations director for the East Timorese transitional government, said that the Iraqi constitution gives regions such as Kurdistan considerable powers. He said, “In terms of its constitutional rights, the KRG is making major concessions in the draft federal oil law”.

    About 140 analysts, journalists, diplomats and oil company representatives attended the seminar, which was chaired by KRG Spokesman Dr. Khaled Salih.

    I keep coming back to the idea that a major, or even a minor revaluation of the dinar, would do a tremendous amount to shift the attitude about living or dying. Life is good when there is money in your pocket, a roof over your head, food on your table, and those that you love living securely.

    Though it is often thought that a war time economy is a good economy, the real truth is, peace brings greater prosperity than war. Or, in this case, prosperity could bring the peace.

    Yes, there will always be that tiny fraction of people, who will always wish to vent some supposed injustice about some imagined offense against someone they think has it better than them, but for the majority of people who wish no more than the real oppoortunity to live in peace, to love their family, to prosper for those they love, and to eventually leave this life thought of well by their community, peace, or living peacefully, is the key to their prosperity, and they know it.

    A revalution of the dinar, could settle a lot of issues in a short time, for the greatest majority. One simple step, with great huge impact. Think of it!!

    Iraqi coalition calling for the summit to support the government of Maliki

    The United Iraqi Alliance asked the upcoming Arab summit to take supportive of the government of Mr. Nouri Al-Maliki, and not allow any attempt to weaken it.

    This came in an official letter addressed to the coalition to the Secretariat of the Arab League and to the Preparatory Committee for the Arab summit.
    The message comes after leaking information that some Arab leaders with a project aimed at weakening the government of Maliki in an indirect manner by creating an atmosphere of pressure to impose a greater proportion of Sunni Arabs in the government in a cabinet reshuffle planned.

    It is my own table and what I am trying to get input about is the scenario of a reval before or after the Iraqi stock market goes on to the world markets. It seems to me a reval before their stocks go on to the world markets would be best for them. Of course it just so happens that it would benefit me just a tad. So speaking from a very unbiased veiw ,of course, why can't they see it this way also.

    Seriously, I was wondering if it makes any difference to the Iraqi's if they would reval before or after their stocks go on to the world markets.

    He added that "the challenges ahead are enormous, and I am sure all of you will agree with me that we can not leave Iraq facing them alone, especially that political violence and sectarian fighting are political crisis beyond ordinary people’s patience and ability to cope with daily life".

    Deputy of the American Treasury Secretary, Robert Kimmitt, said that "success in Iraq will be achieved through a coordinated political, security and economic strategy".

    He added: "Iraqis have done their part; the question is: what would the international community do?"

    The United Nations intends to hold a meeting at the end of April, at the most, to discuss the international donors’ pledges to support the reconstruction plan in Iraq.

    The Conference will be held while the United States is preparing to send more troops to Iraq to support the security operation.

    An official at the Pentagon said on Friday that the total number of military personnel who will participate in the extensive security operation will be 28 thousand troops, including 21500 from the fighting forces.

    Iraqi Minister of Electricity said that his country intends to put an end to electricity shortages by mid-2010, and talks are under way with investors, hoping to complete planned annual investments at the value of $ 2 billion.

    Some Iraqi investors are currently building three power stations with the capacity of 500 megawatts in the Kurdish area, north of the country, and Waheed expressed his hope that these projects would encourage foreign capital.


    He said: "for this year, I think (foreign investment) is very difficult because of the lack of security but it may be possible next year; however, they have been in contact with us, and they are well-informed on their part. We have investors from Britain, America, Kuwait and other foreign and Arab countries”.


    Iraq recently approved a law regulating foreign investment and it is expected to be followed by a law on oil investment which is expected to be passed late this May.

    Waheed was speaking on the sidelines of an international donors’ conference in Istanbul, which aims to speed up the delivery of grants and loans that had already been made.

    Minister of Planning, Ali BaBan, said that only about 35% of the funds that had been pledged during a major conference of donors in Madrid in 2003 were delivered.
