    If Iraq has met all the Procedural requirments for WTO membership, than they have signed IMF Article VIII which makes IQD fully Internationally convertable.. This is required for WTO Membership! That means IMF has agreed to debt reduction, SBA, and RV!! It's all done!!

    Special adviser on Iraq Compact named - Yahoo! News

    UNITED NATIONS - Secretary-General Ban Ki-moon on Friday appointed outgoing U.N. political chief Ibrahim Gambari as his special adviser on the International Compact for Iraq and other political issues and immediately sent him to Saudi Arabia for consultations.


    Ban has stressed the importance of implementing the Iraq Compact, a five-year plan to ensure Iraq's government has funds to survive and enact key political and economic reforms. It was set up in June 2006, shortly after Iraqi Prime Minister Nouri al-Maliki took office.

    U.N. spokeswoman Michele Montas, who announced the appointment, said Gambari will coordinate support from the U.N. system "to the implementation of commitments made, through the compact, toward a peaceful, secure and prosperous Iraq."

    Hours after the announcement, Montas' office announced that in connection with his new assignment, Gambari was heading to Saudi Arabia Friday night as a special envoy of the secretary-general to consult senior Saudi leaders, including King Abdullah, on regional issues.

    Gambari, a former Nigerian foreign minister, was replaced as undersecretary-general for political affairs on March 1 by B. Lynn Pascoe, an American diplomat.

    In his new post, Gambari will be based at U.N. headquarters in New York and retain the rank of undersecretary-general, Montas said.

    Talabani says that good health and will return to Iraq soon


    The President of the Republic, Jalal Talabani, a speech televised to the Iraqi people from Hussein Medical City in Amman, which reassured them on the stability his health condition.

    He called the President of the Republic of citizens and political forces to unite against the wave of terrorism and for the building of Iraq security and stability.
    Talabani said in his speech yesterday, Thursday, that he was in good health and that he would return to Iraq soon to supplement his itinerary with the people Iraqi

    He added that the sentiments expressed by the Iraqis burdened my shoulders in terms of responsibility towards the masses on the basis of service, and I repeat the pledge I remain good at these masses, and I boarded an actor in the new Iraq.
    Talabani also thanked in his speech all executive officials and Iraqis and non-Iraqis who visited or contacted by to check on his health.
    The President Talabani has been feeling unwell last Saturday, the presidency's statement said that because of serious fatigue and loss of fluids.
    Talabani and transfer to the Hussein Medical Hospital in Amman aboard an American special, and this is the first appearance of Talabani since indisposition health situation.

    Iran says has received US 'proposals' for Iraq talks

    Iran is considering "proposals" which it has received from the United Statesfor talks about Iraq's security, the foreign ministry spokesman said on Saturday.
    The Americans have recently contacted Iran through different channels requesting talks about Iraqi issues and in particular that country's security," Mohammad Ali Hosseini told state television.
    "We are studying these proposals," he added.
    Hosseini did not specify if he was referring to a security conference on Iraq planned for March which is set to include both the United States and Iraq's neighbours including Iran.
    "We are ready to put all our resources at the Iraqi government's disposal to improve stability and security," the spokesman added.
    Iran's top security official Ali Larijani said last week that Tehran would take part in the conference so long as it was in the interests of its violence-plagued neighbour.
    Iran and the United States have had no diplomatic relations since Washington severed ties in 1980 in the wake of the seizure of its embassy in Tehran by Islamist students.
    Any official contacts between the two sides would mark a major break in the frozen relations, which have been marked by mutual recriminations and enmity over almost three decades.
    Washington, which has repeatedly accused Tehran and its close ally Damascus of fomenting the violence in Iraq, said it would join the conference and would not rule out possible contacts between US envoys and Iranians.
    The move is seen as a potential policy shift for the United States, which also accuses Iran of seeking to develop nuclear weapons and is leading an international campaign to force Tehran to stop its controversial nuclear work.

    The other important FACT is that with all the big oil contracts that will be made from the IC meeting , Oil Summit and other up and coming meetings is Iraq has to have a rate set by then to write into those contracts.
    The HCL once passed will allow this. The deals will be made prior to the implementation of the HCL. Although oil will still be paid for in dollars, contractors and workers will be paid in dinars. Do you think there will be enough in circulation at the current rate to do this? LOL.
