and i believe i read on a post that march 1rst is the beginng of iraqs new year or something of that nature,and this may explain why the rush and why parliment is working overtimeas i believe the budget has been finalised and they need to hurry up and get things together fast,perhaps someone can clear this up or add to this with greater clarity

The other important FACT is that with all the big oil contracts that will be made from the IC meeting , Oil Summit and other up and coming meetings is Iraq has to have a rate set by then to write into those contracts. The HCL once passed will allow this. The deals will be made prior to the implementation of the HCL. Although oil will still be paid for in dollars, contractors and workers will be paid in dinars. Do you think there will be enough in circulation at the current rate to do this? LOL.

While this whole senario sounds great how do you know 100% sure this is how it will go down? Contractors and workers paid in dinar. Most of the contractors over there now are being paid in dollars...do i stand correct as of now...I know some are WISHING to be paid in dinar as i believe they only want dinar as they are speculating themselves. i know that the budget is submitted by october and begins implementation on jan 1. that is why when they passed the budget it was retroactive. so their financial year is jan to dec. i cant remember about their calendar year.

AP: Iraq PM Says He'll Reshuffle Cabinet

BAGHDAD, Iraq -- Iraqi Prime Minister Nouri al-Maliki said Saturday he will reshuffle his Cabinet in coming days, as his government faces mounting U.S. pressure to take greater responsibility for security and other efforts to stabilize the country.

"The reshuffle will be either this week or next week," al-Maliki told The Associated Press in an interview in Baghdad's heavily protected Green Zone.


Al-Maliki did not indicate the extent of the changes, including whether the overhaul would include replacing key posts such as the defense and foreign ministers.

The reshuffle could coincide with preparations for an international conference March 10 that is expected to bring together dozens of Western and Islamic nations, including the United States and members of the Arab League.

Iraq also has invited neighboring Iran, which has close ties to Iraq's major Shiite political factions that support the government of al-Maliki, a Shiite.

Washington has pressed Iraq to take steps to improve its security forces, which could help pave the way for possible U.S. troop withdrawals.

An international conference aimed towards restoring peace in Iraq will be held on 10 March in Baghdad, announced on Wednesday Iraqi Prime Minister Nouri al-Maliki.

"Iraqi Government formally sent invitations to the meeting to neighboring countries, Egypt, the five permanent members of the U.N. Security Council, as well as the Arab League and the Organization of the Islamic Conference, .inviting them to talks in Baghdad on 10 March", announced the government.

Talking with Iran and Syria

The Bush administration has reversed a long-standing policy and will sit down with representatives of Iran and Syria to discuss the future of Iraq.

The face-saving explanation is that the meetings will take place as part of a conference organized and run by Iraq with lots of other participants from the region, the U.N. Security Council and the G-8 group of industrialized democracies.

The Bush administration's policy had been that it wouldn't meet with either Iran or Syria until Tehran abandoned its uranium-enrichment program and Damascus ended its support for extremists in Lebanon and Iraq. And the administration says those strictures still apply to any bilateral, face-to-face talks on issues other than Iraq.

The first round of talks will be held this month at the ambassadorial level, with top State Department envoys filling in. The United States hasn't had diplomatic relations with Iran since the Islamic revolution in 1979. And although we have diplomatic relations with Syria, there is no ambassador in Damascus, as a sign of displeasure with the regime.

In April, foreign ministers, including Secretary of State Condoleezza Rice, are to meet. The dynamics of that second, higher-level gathering will tell much about Iraq's prospects.

It shouldn't have taken this long for a regional conference on stabilizing Iraq, ending the violence and getting its economy, especially the oil industry, rolling again. Doing so had been one of the key recommendations of the Iraq Study Group in December, but the White House had appeared to brush it off.

The conference won't succeed until the regional parties, including Russia, can be made to realize that a stable, prosperous Iraq is in their own best economic and diplomatic interests. In any case, it's worth a try. And it's not like there are a whole lot of other ideas out there.
