    The Presidency ratified the amendment to the Income Tax Law
    - 25/02/2007

    Council ratified the presidency of the republic to re-work Balvs for the seventh and 20th of the Income Tax Act and assigned a guardian of the House of Representatives, and that's Assembly at its meeting held on February 22, 2007.
    And following is the text of the law :

    BAGHDAD, Iraq - The Oil Ministry cast doubt Sunday on statements indicating the Kurds had agreed to support a draft oil law that would divide revenues among all Iraqi factions and meet a key U.S. benchmark in Iraq.


    Prime Minister Nouri al-Maliki's government had promised to enact a new oil law by the end of 2006 but missed the deadline due to objections from the Kurds. Many of Iraq's vast oil reserves can be found in the Kurdish north and the Shiite south, and the Kurds wanted a greater role in awarding contracts and administering the revenues.

    Massoud Barzani, president of the self-governing Kurdish administration in the north, said Saturday that he and President Jalal Talabani, a Kurd, had discussed the latest draft law by telephone with al-Maliki and "the results were good."

    Barzani made the comments in a joint press conference with Talabani after a meeting with U.S. Ambassador Zalmay Khalilzad in the northern Kurdish city of Sulaimaniyah.

    "We reached a final agreement," Barzani said, without elaborating. "We accept the draft."

    An Oil Ministry spokesman, however, stressed that the draft law still needed to be discussed at the Cabinet level.

    "Today, we got confirmation that Barzani said that they support the draft law but he mentioned nothing about agreeing to it," ministry spokesman Assem Jihad said. "The discussions and the negotiations are still ongoing."

    It was unclear if Barzani was saying he supported the idea of a law or the draft as currently worded. Kurdish officials could not be reached for clarification.

    Secretary of State Condoleezza Rice said she had stressed the importance of making rapid progress on the oil law with Iraqi leaders when she was in Baghdad last week. But she said she recognized the difficulty of the task.

    "The oil law is not just an oil law. It's a law about dividing the resources of the country and therefore maintaining the unity of Iraq. So it's not easy," she said on "Fox News Sunday."

    Once the Cabinet signs off, the measure goes to parliament for final approval once the legislators return from a recess early next month.

    The Bush administration, facing growing pressure to end the Iraq conflict, has been urging the Iraqis to finish the new oil law.

    A new law is needed, most outside experts believe, to encourage international companies to pour billions of dollars into Iraq to repair pipelines, upgrade wells, develop new fields and begin to exploit the country's petroleum reserves, estimated at about 115 billion barrels.

    Report: 3 Gulf states agree to IAF overflights en route to Iran

    Three Arab states in the Persian Gulf would be willing to allow the Israel Air force to enter their airspace in order to reach Iran in case of an attack on its nuclear facilities, the Kuwaiti newspaper Al-Siyasa reported on Sunday.

    According to the report, a diplomat from one of the gulf states visiting Washington on Saturday said the three states, Qatar, Oman and the United Arab Emirates, have told the United States that they would not object to Israel using their airspace, despite their fear of an Iranian response.

    Al-Siyasa further reported that NATO leaders are urging Turkey to open its airspace for an Attack on Iran as well and to also open its airports and borders in case of a ground attack.

    According to a British diplomat who spoke to an Al-Siyasa correspondent, Turkey will not repeat the mistake it made in 2003, when it refused to open its airspace to U.S. Air Force overflights en route to attacking Iraq.

    British newspaper The Daily Telegraph reported Saturday that Israel is negotiating with the U.S. over permission for an "air corridor" over Iraq, should an attack on Iran's nuclear facilities become necessary.

    Deputy Defense Minister Ephraim Sneh on Saturday denied the reports and said Israel has no such plans.

    Talabani had arrived in Amman on Sunday and was admitted into al-Hussein Medical City, where he had a checkup, which revealed that his condition was normal and stable.
    The diagnosis held that Talabani suffered fatigue and dehydration during the past few days.
    The Jordanian news agency Petra shad aid in an urgent news report on Sunday that the Iraqi president arrived in Amman for medical checkup in al-Hussein Medical City, adding King Abdullah II of Jordan instructed the royal medical teams to offer the best medical service possible for President Talabani until he is totally recovered.

    BAGHDAD (Reuters) - An oil law crucial to resolving political divisions in Iraq edged closer to approval after Kurds said some key issues were resolved, officials said on Sunday.

    Passing an oil law to help settle potentially explosive disputes among Iraq's ethnic and sectarian communities over the division of oil reserves has been a key demand of the United States in providing further military support to the government.

    Officials are in last ditch talks to finalize a draft law that sets rules for sharing the wealth from the world's third largest oil reserves.

    Agreement was nearly reached last month but leaders in the largely autonomous Kurdish region in northern Iraq demurred, saying they still had concerns about relations between regions and Baghdad.

    A top aide to Kurdish regional president Masoud Barzani said on Sunday letters had been exchanged between the two sides in recent weeks and solutions found to some problems.

    "Some of the issues in debate between the Kurdish regional government and the federal government in Baghdad were solved recently," Fauad Hussain, head of the presidency board in Kurdistan, told Reuters on Sunday.

    "The Kurdish regional government approved the submission of the oil draft law to parliament..." Hussain said.

    But he added: "The whole issue is still under discussions and it's only a draft law."

    STILL UNDER DISCUSSION

    "The Kurds agreed on the key points which clarify the annexes of the oil law and the issue of the way that regions can manage oil resources all over the country, including the Kurdish region," he said.

    Barzani met Iraqi President Jalal Talabani, who is also a Kurd, and U.S. Ambassador Zalmay Khalilzad on Saturday.

    "We agreed on the draft of the law but still there are some articles under debate with the central government," Barzani said at a joint news conference with Talabani.

    Talabani said the key issue discussed at their meeting was the oil law and they had come "close to final approval".

    U.S. embassy spokesman John Roberts welcomed the comments by the two Kurdish leaders as indicating "good progress".

    "This is an encouraging development," he said. "It represents a move forward in terms of the negotiation process and we welcome any movement toward agreement."

    A government source with close knowledge of the oil law debate, who spoke on condition of anonymity because he was not authorized to speak to the media, said no final agreement was reached on the draft when the cabinet last met on February 22.

    "Discussions in the cabinet on the oil draft haven't reached a compromise and the key conflicting issue of the regions having authority to approve deals with foreign companies is still in debate," the source said.

    The source said the cabinet would meet on Wednesday for further discussions on the law. Once it is approved by the cabinet, the law will go to parliament.

    The Iraqi oil ministry had no comment on whether the Kurds had approved the draft oil law.

    The Kurdish government has had reservations on the wording regarding the powers of a federal council, to be established under the law, which will set the oil policy and lay down ground rules for contracts signed with foreign firms.

    Officials from Kurdistan, where relative security has encouraged more development than elsewhere in Iraq, have said they want assurances the federal council will not invalidate their existing contracts, including with Norway's DNO.
